
46 uplift projects worth Rs54b okayed

The Provincial Development Working Party (PDWP) in its 13th meeting under the chairmanship of Additional Chief Secretary of the Planning and Development Department Khyber Pakhtunkhwa, Ikram Ullah Khan has approved 46 development projects worth Rs 54 billion.
According to official communique, the forum approved projects for soil fertility mapping in KP, the establishment of a seed industry, and the promotion of climate-smart and mechanized farming methods in the agriculture sector.
Additionally, a Tele-Farming and Digital Services Platform was approved to enhance agricultural productivity and livelihood security.
In education, key projects included the provision of additional infrastructure and repairs for existing colleges, the functionalization of newly constructed and existing colleges, including transport facilities, and the construction of BS blocks, additional classrooms, and security infrastructure in government colleges.
The upgradation of secondary schools, such as GMS Sangarai in District Shangla, was also sanctioned, along with the recruitment of teachers for primary, middle, high, and higher secondary schools in merged districts. Moreover, the establishment of a Girls Cadet College in Dera Ismail Khan was approved.
The tourism sector will see the organization of key tourism festivals across Khyber Pakhtunkhwa to promote local culture and attract visitors.
In healthcare, the revamping of secondary healthcare facilities, the upgradation of emergency units in newly merged districts, and the strengthening of DHQ hospitals, including COVID-19 preparedness, were approved. A new District Headquarters Hospital in Ghaziabad, District Kolai Palas, will also be established.
Infrastructure development projects include the upgradation of roads and construction of bridges along irrigation canals in Charsadda, as well as the improvement and rehabilitation of the Pallai Dam Canal System and Tangi Irrigation Scheme.
The construction of a distribution system for the Mohmand Dam Canal System and a feasibility study for irrigation projects in DI Khan's CRBC left-over areas were also sanctioned.
Furthermore, mining monitoring and surveillance units in mineral-rich areas and the geological mapping of Khyber Pakhtunkhwa were approved.
In the judicial sector, new Tehsil Judicial Complexes will be established in Balakot, Pattan, and Sarai Naurang to improve the legal infrastructure.
The environment and forestry sectors will benefit from the establishment of Environmental Protection Agency (EPA) regional labs in Abbottabad, Mingora, and D.I. Khan, as well as the introduction of quinoa farming as a new livelihood source in Khyber Pakhtunkhwa.
Rescue and emergency services will be expanded with the extension of Rescue 1122 services at the tehsil level and a feasibility study for the expansion of emergency mine rescue operations. APP

ABC lauds govt for presenting ‘forward-looking' budget
KARACHI: The American Business Council of Pakistan (ABC) appreciates the Government's efforts in presenting a forward-looking Federal Budget 2025-26, which includes encouraging steps to support industrial growth, streamline tariffs, promote digital enforcement, and foster an export-led economy. Measures such as the rationalization of customs duties, removal of certain regulatory barriers, and enhanced digitalization to curb tax evasion reflect the Government's commitment to facilitating business and improving economic efficiency. ABC is also grateful to the Government of Pakistan for accommodating some of our proposals in the Budget 2025-26, which we believe will contribute to further stability in the economy and reinforce investor confidence. While these initiatives are promising, ABC believes that certain aspects of the budget may merit further review to fully unlock Pakistan's investment potential. The increase in withholding taxes on services, the introduction of new levies on digital transactions, and the phased withdrawal of incentives for renewable energy could create unintended cost pressures for businesses, particularly in emerging and sustainability-focused sectors. Additionally, the proposed levy of Rs. 2.5 per litre on petrol and diesel will likely place an additional cost burden on both businesses and consumers, potentially fuelling inflation and increasing operational expenses. Furthermore, while we acknowledge the tax relief extended to the salaried class, we feel that this relief is still limited and should be further enhanced to genuinely ease the financial burden on the working population. We also respectfully suggest that the reduction in super tax should be more substantial and applied across the corporate sector, rather than being restricted to businesses within a specific turnover range. Broadening this relief would better support Pakistan's ambition to encourage investment and growth across industries. ABC remains committed to working alongside the Government of Pakistan to support policies that drive sustainable, inclusive economic development and foster a competitive business environment. About 200 bales of new crop sold at Rs 17,000 per maund
LAHORE: The local cotton market on Saturday remained steady and the trading volume remained low. Cotton Analyst Naseem Usman told Business Recorder told that the rate of new cotton in Sindh is in between Rs 16,200 to Rs 16,500 per maund and the rate of cotton in Punjab is in between Rs 16,500 to Rs 17,000 per maund. 200 bales of Mir Pur Khas were sold at Rs 17,000 per maund. ‘KP has placed Rs150bn in Debt Management Fund for repayment of loans'
PESHAWAR: The Khyber Pakhtunkhwa government has put Rs150billion in Debt Management Fund to timely ensure repayment of the hovering debts of the province. Speaking at a post-budget press conference here on Saturday, Advisor to Finance and Interprovincial Coordination Muzammil Aslam informed that a Debt Management Fund was created to ensure timely repayment of government's loans and improve financial stability. He added the total volume of KP debts stand near Rs709billion, which will be gradually repaid through this debt management fund. KP Finance advisor said the government is gaining daily profit Rs60million through putting Rs150Billion in the Debt Management Fund. In fiscal year 2024-25, according to budget documents, the provincial government repaid a significant Rs 49 billion in outstanding loans, which included Rs 18 billion in mark-up. He hoped the KP will achieve income of Rs17 to Rs18 Billion from Debt Management Fund. Advisor Finance said the government has no plan to get new loans in the next financial year 2025-26. He, however, said the government would gain a loan, if in case of launching any new project in the province. Flanked by Secretary Finance Amer Sultan Tareen and other administrative secretaries and senior officers of all departments concerned, Muzammil Aslam said KP had never received full payment on head of NFC and Net hydel profit. He said the KP government is expecting to receive full payment of Rs 70 Billion from the centre in the next fiscal year. Finance advisor explained the Federal government was giving Rs 3Billion on monthly basis to KP on head of payment of net-hydel. Responding to various queries of reporters, Muzammil Aslam said KP government has increased its annual development financing upto Rs 153Billion. He said the government has offered 30 forms of allowances to government employees. Out of secretariat employees' disparity allowance increased by 30 percent, he said. He said salaries of police were equalized to Punjab police, besides a 10 percent increase made in police salaries. To another question, Muzammil Aslam said 810 development schemes worth Rs 500Billion have been included in the FY 2025-26. In the current financial year, he said the government had allocated Rs 156Billion for settled areas. He added that over Rs 145Billion had so far been released for settled districts in the outgoing fiscal year. Out of allocated Rs 41Billion, he explained over Rs 26Billion had so far been released for merged districts under Accelerated Implementation Program (AIP) in the current fiscal year. In the outgoing fiscal year, Muzammil Aslam furthermore said KP had received Rs 74Billion out of Rs 143Billion on head of foreign assistance and grants. Finance advisor said the government has allocated Rs 278Billion through its own resources for various development schemes in the next fiscal year. He said professional tax will be imposed on those who are earning Rs 40,000/month. He said the period of throw forward has been reduced to 5.1 year from 10 years. He said funds for public sector universities have been increased from Rs 3Billion to Rs10Billion. Of the total budgetary allocation, Muzammil said the government is spending 36.5 percent of the budget on education and health sector. To a question regarding imposition of tax on erstwhile Fata and Pata, he said tax was imposed on demand of the business community of Khyber Pakhtunkhwa. He said the federal government has imposed sales tax on former Fata and Pata, and it has maintained exemptions of income tax and withholding tax in these regions. KP Advisor on Finance on the occasion criticized the federal and Punjab governments for not allowing him to meet with PTI patron in chief and founder Imran Khan. He said his meeting with party founder Imran Khan to hold discussion on the budget proposals. He said the federal government has duty to arrange a meeting with PTI founder Imran Khan. We wanted to take the device and directions from Imran Khan on the budget proposals. He said this issue was also raised by Chief Minister Ali Amin Gandapur, who was allowed to meet with Imran Khan.
