Ahead of possible SIR exercise, EC writes to Bengal CEO, directs preparation of booth level agents' list
In the letter to CEO Manoj Agarwal, ECI Under Secretary Sanjay Kumar stated, 'The entire exercise of SIR will be incomplete without active participation of the political parties, and BLAs, appointed by the political parties, have to play (an) important role in the SIR activities. Therefore, all the political parties must be informed in writing, and they should be persuaded for the appointment of BLAs immediately so that these BLAs are in (the) field during SIR and they can bring out any kind of anomaly to notice.'
'You are, therefore, requested to submit information to the Commission regarding the number of PSs (polling stations), number of BLOs (booth level officers), number of BLO Supervisors and BLAs, immediately without any delay,' it said.
The letter referred to the SIR process in Bihar, before stating, 'All the CEOs (except Bihar) were also requested to complete all the pre-revision activities including rationalisation of polling stations having electors more than 1,200 electors, filling up all the vacant posts of EROs/AEROs/BLOs/Supervisors, appointment of additional BLOs having regard to electors within 1,200 electors in single polling station.'
It added, '… Considering the magnitude of the work involved in the SIR activities, a BLO must be appointed for a single PS and BLO Supervisor should not be given charge of more than 10 PSs.'
Notably, West Bengal Chief Minister and Trinamool Congress chief Mamata Banerjee has opposed the ECI's directive on submission of BLA lists. She argued that political parties are not bound to disclose their booth agents' names in advance and expressed concern that such lists might be leaked, allowing rival parties access.
Her comments came amid concerns raised by both ruling TMC and opposition BJP over the role of BLOs, ahead of the SIR process. Teachers deputed as BLOs have expressed apprehensions over their security while on duty in what they say is a politically charged atmosphere.

Lok Sabha on Thursday passed the Manipur Goods and Services Tax (Amendment) Bill, 2025, and the Manipur Appropriation (No. 2) Bill, 2025, amid loud protests by the Opposition over the Special Intensive Revision (SIR) of electoral rolls in Bihar. Both pieces of legislation were cleared by voice vote without discussion. Union Finance Minister Nirmala Sitharaman, who moved the GST Amendment Bill, described it as a 'constitutional necessity' meant to implement decisions already approved by the GST Council. The Bill replaces the Manipur Goods and Services Tax (Amendment) Ordinance, 2025. 'If it doesn't pass now, the state will have difficulty in implementing the amendments which have long been approved by the Council. Their revenue will get affected because they won't have the authority to charge (tax) on certain items,' she said. The amendment, among other changes, allows Manipur to levy state tax on undenatured extra neutral alcohol (ENA) or rectified spirit used for manufacturing alcoholic liquor for human consumption — following a 2023 recommendation of the GST Council to keep ENA outside the GST ambit. Citing the imposition of President's Rule in Manipur, Sitharaman said: 'There was a GST Council decision… all states had to change in their state Acts. This was done by all states. But because Manipur was under disturbance, it could not do it through the state legislature. So an ordinance was brought. Then another ordinance was brought after it expired. After that the state came under President's Rule. That ordinance has to become law. So we are amending the State Act. So it is a constitutional necessity.' The House also cleared the Appropriation Bill to authorise expenditure from the Consolidated Fund of the State for 2025-26. Sitharaman announced an additional budgetary outlay of `2,898 crore for Manipur, including `1,667 crore for capital expenditure, `523 crore for rehabilitation of camp residents and `542 crore to strengthen security. Responding to Opposition sloganeering, the Finance Minister launched a sharp attack. 'The Opposition keeps raising some or the other issues on Manipur. But when the government is presenting a budget for Manipur, doing something good for the state, they have no capacity or courage to listen. They shed crocodile tears for Manipur. But when we are giving money to the state, they don't want to hear. It's a shame,' she said. As the Opposition continued to raise slogans in the Well over the SIR issue, Jagdambika Pal, who was in the Chair, repeatedly urged them to allow the House to function. 'Are you here only to create ruckus? What is your responsibility? You do not want to discuss the Bill. The issue of SIR pertains to the Election Commission and the matter is also sub judice with the Supreme Court. It cannot be discussed here,' Pal said. According to the instructions of the ECI, no booth will consist of more than 1,200 voters from now onwards. Following the instruction, the number of booths in West Bengal has been increased to a little over 94,000 from 80,680, the source informed. The increased number of booths has already been sent to all the recognized political parties in the state. Following the completion of the Special Intensive Revision (SIR) exercise in Bihar, the Election Commission of India (ECI) has now turned its focus to other states and union territories, including West Bengal. Last month, the poll panel had directed all Chief Electoral Officers (CEOs) to complete preparatory measures for the voter list revision process. The ECI had issued letters to CEO offices across these regions, instructing them to finalize all necessary arrangements for the upcoming SIR drive. The commission emphasized the need for timely completion of key tasks, including the recruitment and training of election personnel, to ensure a smooth revision process. In the letter, the ECI asked the states to complete the recruitment of Booth Level Officers (BLOs), BLO Supervisors, Booth Level Agents (BLAs) and also the training of BLOs and BLO supervisors. The CEOs were also asked to submit the relevant information quickly. Last time, the SIR of the voter lists in West Bengal was done more than two decades ago in 2002. Another source in the CEO office said that under the leadership of the CEO, the District Election Officer or District Magistrate (DEO), Additional District Magistrate, Electoral Registration Officer (ERO), Additional Electoral Registration Officer (AERO) and Booth Level Officers (BLOs) will conduct the survey at the homes of everyone voters. Each person will have to fill a form and submit the necessary information which will be verified. Under the supervision of the CEO, district officials—including District Election Officers, Electoral Registration Officers, and BLOs—will carry out a door-to-door survey to verify voter details. While individuals already listed in the 2002 SIR list or those with guardians listed will not need additional documentation, new voters and migrants from other states must submit specified documents to establish citizenship and family links. The verification process can also be completed online, with political party representatives participating as observers throughout the exercise.

CPI demands investigation into ‘electoral fraud' in Thrissur Lok Sabha polls
The Communist Party of India (CPI) has demanded an investigation into what it alleged was a significant electoral fraud on the voters' list in the 2024 Thrissur Lok Sabha elections. CPI leader V.S. Sunilkumar, who unsuccessfully contested the Union Minister of State for Petroleum, Suresh Gopi, MP, in the Thrissur parliamentary seat told reporters in Thrissur that the Left Democratic Front's (LDF) accusations of voter fraud had assumed political and constitutional gravity in the wake of the Leader of Opposition in the Lok Sabha, Rahul Gandhi, flagging tens of thousands of of fake voters in select constituencies bagged by the Bharatiya Janata Party in Maharashtra, Karnataka and Haryana Assembly polls. 'Dilution of evidence' Mr. Sunilkumar said the Election Commission of India's (ECI) 'dilution of rigorous documentary evidence to prove domicile' had opened the door for large-scale voter fraud in Thrissur. 'For one, a postcard or courier receipt to a particular address was sufficient to prove that the voter resided there. Such watering down of conditions to establish voter identity opened the door for the Bharatiya Janata Party (BJP), possibly acting in conjunction with the ECI officials, to stack the decks in its favour by fraudulently inserting voters from other districts, including workers from other States, into the electoral rolls in Thrissur Lok Sabha constituency,' he said. Mr. Sunilkumar said LDF agents had flagged the alleged fraud to the ECI, to no avail. 'When LDF workers challenged suspect voters, election officials insisted that no one can deny persons on the ECI electoral rolls their right to vote,' he said. Mr. Sunilkumar noted that Mr. Gandhi had provided empirical proof of ECI adding lakhs of voters without genuine addresses, the names of parents, or photographs and other evidence of identity on electoral rolls in constituencies bagged by the BJP. 'A single rice picked from the pot will reveal whether the contents are cooked correctly and are edible. Mr. Gandhi has made a strong case for democracy. The integrity of the ECI is now suspect in the public eye. The Supreme Court should order an investigation, lest people lose faith in the electoral process and Indian democracy,' he added. 'People need answers' CPI State secretary Binoy Viswam said the charges raised against the ECI by Mr. Gandhi were grave, and people needed answers. 'If Rahul is wrong, prosecute him. If he is proven right, the ECI should resign. Free and fair elections are people's right. Shame on Prime Minister Narendra Modi for bringing things to such a pass,' he added. Leader of the Opposition V.D. Satheesan said Mr. Gandhi's revelations were the ice-berg's tip. 'Political nominees of the fascist BJP government have subverted the ECI to aid the Sangh Parivar agenda,' he said.
