
Government launches crackdown on ‘misleading' private parking firms
The Ministry of Housing, Communities and Local Government said its consultation on a legislation-backed code of practice for the sector is aimed at creating a 'fairer, more transparent private parking system'.
But motoring groups warned the proposals do not go far enough.
Analysis earlier this week by the PA news agency found Britain's drivers were handed a record 14.4 million parking tickets by private companies in the year to the end of March.
That was a 13% increase from the 12.8 million during the previous 12 months, and more than double the 6.8 million in 2018/2019.
Each ticket can be up to £100, meaning the total daily cost to drivers may be near £3.9 million at the current rate.
Local growth minister Alex Norris said: 'From shopping on your local high street to visiting a loved one in hospital, parking is part of everyday life.
'But too many people are being unfairly penalised.
'That's why our code will tackle misleading tactics and confusing processes, bringing vital oversight and transparency to raise standards across the board.
'This is another example of how we are fixing the things that really impact people's day-to-day lives.'
Companies chase vehicle owners for alleged infringements in private car parks, such as at shopping centres, leisure facilities and motorway service areas.
Some parking businesses have been accused of using misleading and confusing signs, aggressive debt collection and unreasonable fees.
It emerged in April that many drivers are being sent tickets they claim are unfair because of how some payment machines operate, with one campaigner claiming the devices are 'set up to trap people'.
Some machines which require users to input their vehicle registration accept payment after only one letter is entered.
This has led to multiple cases of drivers paying the required parking fee but still being sent a parking charge notice when their vehicle was detected by automatic number plate recognition (ANPR) cameras.
AA head of roads policy Jack Cousens said the details of the consultation document 'will not please drivers' and suggests the Government is 'bending the knee' to the private parking industry.
He went on: 'A higher cap of £100 compared to the original plans of £50, the retention of debt recovery fees and the inclusion of a £20 so-called mitigation charge does little to offer protection for drivers.
'We urge all drivers to complete the consultation and submit their views and experiences when dealing with private parking firms.
'If Government can understand the depth of contempt drivers hold against some of these shark-like businesses, maybe it will do more to help innocent drivers.'
RAC head of policy Simon Williams said drivers 'desperately need' a government-backed private parking code of practice, but it must have 'sufficient teeth to make a real difference'.
He added: 'We urge every driver who has been issued a parking charge notice that they didn't feel was fair to share their views on the consultation.'
Industry body the British Parking Association said in a statement 'We believe parking systems must strike a balance: they should deter selfish and anti-social behaviour, but they must also be fair, proportionate and transparent.
'That's why we will continue to work closely with the Government throughout this consultation, to help deliver a code that works for everyone: drivers, communities and responsible operators.'
The consultation will run for eight weeks.
A Bill to enable the introduction of a legislation-backed code of conduct received royal assent in March 2019.
This code – scheduled to come into force across Britain by the end of 2023 – included halving the cap on tickets for most parking offences to £50, creating a fairer appeals system, and banning the use of aggressive language on tickets.

Reeves's fiscal recklessness is causing even more pain than we feared
The government's spin doctors could always try blaming Oasis, although given the robust, four-lettered response it is likely to provoke from the Gallagher brothers it may not be the wisest course of action. It is just possible that the sky high costs of tickets and hotel rooms for their reunion tour may have nudged up the index a fraction. And yet, it is already clear that today's terrible inflation data, with prices rising by far more than the City expected, is entirely the fault of the government. In reality, the Chancellor Rachel Reeves has plunged Britain into an inflationary doom loop – and she has no way out of it. The 3.8 per cent inflation rate reported today by the Office for National Statistics was far worse than expected. The rate at which prices are rising has now almost doubled since Labour won the general election. Sure, we can pin some of the blame for that on the Bank of England. It is hard to know what the Bank thought it was doing when it cut interest rates to 4 per cent last week. In effect, we now have a 'real' interest rate of just 0.2 per cent, far too low to control inflation. The catastrophic decision to push up employer's National Insurance has fed directly into prices in the shops, just as the economic textbooks said that it would. Driving up the living wage to one of the highest levels in the world, and putting up business rates, has meant those costs and lavish public sector pay awards have pushed up wages for private businesses, and those have been passed on in higher prices as well. Inflation is fairly subdued across most of the developed world, with the rate running at just 2 per cent in the euro-zone. It is just in Britain that it is soaring again, and it is driven entirely by the government's recklessness. The trouble is, higher inflation is going to make the fiscal mess Reeves faces far, far worse. Gilt yields will go higher, and the £111 billion, or 8.3 per cent of total public spending, we were already forecast by the Office for Budget Responsibility to spend on debt interest this year may go to £120 billion or even £130 billion. The triple lock will mean pensions have to go up more than forecast, and so will many welfare payments, while the public sector unions will demand higher wages to compensate for higher prices. Reeves will have to raise taxes by a punishing amount in the autumn Budget, but those will have to be passed on to consumers as well, sparking yet more price rises, higher inflation, and then even higher taxes. In reality, the Chancellor has plunged the UK into an inflationary doom loop. The only way to bring rising prices back under control is this. The Bank needs to push up interest rates to 6 per cent or more, while the government needs to make deep cuts in public spending, starting with welfare, and public sector salaries. There is almost no chance of this government admitting that, or making the tough decisions that are now needed to get the nation's finances back in shape. Instead, it will try to muddle through until a crisis in the bond markets forces the UK to change direction – and that day of reckoning may be a lot closer than anyone inside the complacent Westminster bubble realises right now.

Train passengers face potential 5.8% fares hike
The potential rise is based on the Office for National Statistics announcing that Retail Price Index (RPI) inflation rose to 4.8% in July. The Government has not confirmed how it will determine the cap on regulated fare rises in 2026, but this year's 4.6% hike was one percentage point above RPI in July 2024. If that formula is used to set next year's fare increase, the cost of train travel will jump by 5.8%. That would mean an annual season ticket from Woking to London rising by £247 to £4,507. A flexi ticket for travel two days per week over a year from Liverpool to Manchester would increase by £120.30 to £2,195.10. Train punctuality in Britain is at its lowest level in more than five years. Ben Plowden, chief executive of lobby group Campaign for Better Transport, said: 'Today's inflation figure could mean a big fare rise for rail passengers next year, especially if the Government decides to go with an above-inflation increase like we saw this year. 'With the railways now moving under public control, the fundamental question for the Government is how to use its role in setting fares policy to deliver a more affordable rail network and encourage more people to travel on it. 'Next year's annual rise represents the first real opportunity for the Government to show passengers – both current and future – just how it plans to do this.' About 45% of fares on Britain's railways are regulated by the Westminster, Scottish and Welsh Governments. They include season tickets on most commuter journeys, some off-peak return tickets on long-distance routes, and flexible tickets for travel around major cities. The Department for Transport (DfT) said there will be an update on changes to regulated fares later this year. Operators set rises in unregulated fares, although these are likely to be very close to regulated ticket increases because their decisions are heavily influenced by governments. Office of Rail and Road figures show trains in Britain reached 66.7% of scheduled stops within a minute of the timetable in the year to July 19. That is the worst performance since the year to May 30 2020. Some operators are currently struggling with dry weather. A lack of moisture in clay soil embankments has disturbed track levels, preventing trains from safely travelling at full speed in parts of south-west and south-east England. A DfT spokesperson said: 'The Transport Secretary has made clear her number one priority is getting the railways back to a place where people can rely on them. 'The Government is putting passengers at the heart of its plans for public ownership and Great British Railways (GBR), delivering the services they deserve and driving growth. 'No decisions have been made on next year's rail fares but our aim is that prices balance affordability for both passengers and taxpayers.' The Government is nationalising train operators as their contracts expire. GBR is an upcoming public sector body that will oversee Britain's rail infrastructure and train operation.
