South Korea's Lee Jae Myung urges approval of US$22.5 billion extra budget

SEOUL: South Korea's President Lee Jae Myung on Thursday (Jun 26) called on parliament to approve a US$22.5 billion supplementary budget aimed at reviving the economy, in his first address to MPs since taking office.
Lee was elected in a snap vote this month following the impeachment of his predecessor, Yoon Suk Yeol, over his disastrous martial law declaration in December.
The new president's appeal comes as Asia's fourth-largest economy – heavily reliant on exports – reels from steep tariffs imposed by US President Donald Trump.
In April, the United States slapped a 25 per cent tariff on South Korean goods as part of Trump's sweeping global trade measures. The rates were later put on a 90-day hold, giving both sides until July to reach a deal.
"Timing is everything when it comes to the economy, and now is the time to act," Lee told lawmakers in the main chamber of parliament.
"To overcome the downturn and restore livelihoods, we have drafted a supplementary budget totalling 30.5 trillion won," he said, adding the package was designed for swift implementation.
More than 40 per cent of the spending would go towards universal consumption coupons, according to the proposal, with individuals eligible for up to 520,000 won (US$380) each.
He described the measure as "the minimum" his government could do to breathe life into the economy.
Economic growth remained below 1 per cent for four consecutive quarters, before posting negative growth in the first quarter of this year, Lee said.
Private consumption and government spending also contracted in the first quarter, he added.
Consumer prices rose to 1.9 per cent in May from the year before, official data showed.
Lee's request is widely expected to pass, as his centre-left Democratic Party commands a majority in the 300-seat legislature.
On North Korea, he reaffirmed his campaign pledge to pursue dialogue with Pyongyang without preconditions, saying peace on the Korean peninsula was key to economic growth.
"I will create a virtuous cycle where peace drives economic growth, which in turn further strengthens peace," he said.
Lee's tenure begins as South Korea finds itself in the middle of a growing superpower standoff between the United States, its traditional security guarantor, and China, its largest trade partner.

Interestingly, despite its steep rise, Nvidia's valuation still appears reasonable to some investors. The company is currently trading at around 30 times projected earnings for the next year, based on data from LSEG. That is below its five-year average price-to-earnings ratio of 40, indicating that Nvidia's strong earnings growth is keeping pace with its rising stock price. Nvidia, Microsoft, and Apple have been competing for the title of the world's most valuable company over the past year. Microsoft recently held the top spot after overtaking Nvidia earlier in June. Meanwhile, Apple's stock also edged up by 0.4% on Wednesday, placing its total valuation at $3.0 trillion. Nvidia's rebound has been especially notable considering it had dropped significantly in April. The fall came after comments from former President Donald Trump about global tariffs, which triggered market jitters. However, Nvidia has since gained over 60% from its April low, fueled by investor optimism that the U.S. government will resolve trade disputes and avoid damaging tariffs on tech imports.

Spanish energy company Repsol said on Thursday it has agreed to sell a 24 per cent stake in Indonesia's Corridor Block gas operation to Jakarta-listed Medco Energi for $425 million. The deal is part of Repsol's strategy to dispose assets to raise cash to fund investments in renewable energy. According to its own calculations, the sale will have a positive impact of about $70 million on its full-year income and it will help reduce its net debt by about $350 million, Repsol said. The company expects the transaction to be closed in the third quarter of 2025.

Yoon will appear in court at 10am (9am, Singapore time) on June 28 , one hour later than the originally requested 9am. His lawyers stated that he is willing to cooperate with the ongoing investigation but has raised concerns about what he calls 'unjust' procedures. They argued that the special counsel must reach an agreement with the accused regarding the time and location of the questioning and emphasised that Yoon's privacy and dignity should be respected. They further claimed that the public summoning of Yoon was an attempt to humiliate him and was 'intended to make it difficult for Yoon to appear for questioning by deliberately seeking his arrest'. The independent counsel, led by Mr Cho Eun-suk, requested a travel ban on Yoon from the Ministry of Justice on June 25 . It also sought an arrest warrant from the court, which was denied later that day.
