Kavinder Gupta takes oath as new Ladakh Lieutenant Governor

Senior BJP leader Kavinder Gupta on Friday (July 18, 2025) took oath as the new Lieutenant Governor (LG) of the Union Territory of Ladakh, four days after President Droupadi Murmu appointed him to the constitutional post.
Mr. Gupta was administered the oath of office by the Chief Justice of the Jammu and Kashmir and Ladakh High Court, Justice Arun Palli, at a ceremony held at Ladakh Raj Niwas in Leh, officials said.
Chief Secretary Pawan Kotwal read the warrant of Mr. Gupta's appointment by President Droupadi Murmu.
He is the third Lieutenant Governor of the Union Territory and succeeds Brigadier B D Mishra, who took over as Lieutenant Governor of the Union Territory on February 19, 2024. Mishra had succeeded R K Mathur, a bureaucrat appointed as the first LG of Ladakh in 2019, after the erstwhile state of Jammu and Kashmir was split into two Union Territories.
President Murmu appointed Mr. Gupta as the new Lieutenant Governor of Ladakh on Monday (July 14, 2025).
Mr. Gupta has held several key posts in the past, both in the government and within his party.
He was the J&K deputy Chief Minister for 51 days in 2018 during the BJP-PDP government. He quit the post when the BJP withdrew its support from the Mehbooba Mufti-led government.
Hailing from Jammu city's Janipur area, 66-year-old Mr. Gupta has also served as Jammu mayor for a record three consecutive terms from 2005 to 2010. He also served as general secretary of the BJP's state unit and headed the J&K unit of the Bharatiya Janata Yuva Morcha (BJYM) for two consecutive terms from 1993 to 1998.
Mr. Gupta was elected as an MLA for the first time from the Gandhi Nagar constituency, defeating sitting Congress minister Raman Bhalla in the 2014 Assembly elections.
Following the PDP-BJP alliance's victory in those elections, Mr. Gupta was unanimously elected as the Speaker of the House.
Mr. Gupta, who also earlier served as secretary of the Vishva Hindu Parishad (VHP), spent about 13 months in jail during the Emergency as a Rashtriya Swayamsevak Sangh (RSS) worker.

Dhinakaran also said Panneerselvam should withdraw his decision to leave the NDA. Talking to reporters in Chennai and Madurai, Panneerselvam showed the messages he sent to BJP state president Nainar Nagenthran about his wish to meet PM Narendra Modi, who visited Tamil Nadu recently. Already, Nagenthran had said that he indeed approached Panneerselvam a day ahead of the PM's visit to TN, but the latter could not be reached. A local Samajwadi Party leader was booked in Uttar Pradesh's Saharanpur for allegedly teaching children 'politicised alphabet" in a 'PDA Pathshala", officials said. According to SP City Vyom Bindal, a complaint was filed by a resident of the Kallarpur Gurjar village – Main Singh – who alleged that SP leader Farhad Alam Gada taught children 'A for Akhilesh", 'B for Babasaheb", 'D for Dimple", and 'M for Mulayam Singh Yadav". The complainant described the lessons as 'politicised alphabets" at a 'PDA Pathshala". The incident came to the fore after a purported video of the class, which was recorded at Gada's home in Ramnagar, was posted on social media and went viral. Surjewala hits out at Haryana govt over ‘steep hike' in collector rates

The Congress general secretary Randeep Singh Surjewala on Sunday hit out at the chief minister Nayab Singh Saini-led government in Haryana over a 'steep hike' in collector rates for property registration, saying that this move will be a blow to the common man's dream of owning a house. (File) The state government has already dismissed as 'unfounded and misleading', the claims of a section of the Opposition leaders that the collector rates have been hiked by more than 130%. 'The arbitrary increase in collector rates twice in just eight months and without public consultation, logical reasoning, or defined parameters is a proof of the government's economic mismanagement and incompetence,' Surjewala said addressing a news conference here. 'In 2022, the BJP had promised 'a permanent home for all.' But today, even building a house with hard-earned money has become impossible. Now, by hiking collector rates further their dreams are being crushed.' The senior Congress leader alleged that there is a nexus between the government and the builders behind the sudden increase in the collector rate. He said that the state government had in this year's budget set a target of earning ₹16,555 crore from 'stamp duty and registration fees' as against ₹14,000 crore in the year 2024-25, adding it was now eyeing to earn a substantial amount from the hiked collector rates. He said the hiked collector rates will effectively increase stamp duties on registering sale deeds of immovable properties. 'An analysis of the last five years reveals that the government has increased collector rates by 50% to 250% for plots, houses, flats, commercial properties, shops, and agricultural land,' Surjewala claimed. He said that the burden on common people by hiking collector rates comes at a time when the prices of sand, gravel, bricks, cement, steel and other construction materials have already increased manifold in the last five years. 'Isn't this hike just a scheme to help BJP-affiliated soon as rates increase, builders jack up prices for ongoing projects. Who pockets the profits? What is the logic, criteria, or basis for these hikes?' he asked. Accusing the government of turning Haryana's cities into 'garbage dumps' with stray cattle, potholed roads, stinking waste piles, and overflowing drains, he asked: 'Why hike in collector rates when basic amenities are missing?'
