Naac to roll out new accreditation system, to end easy-grade era
MUMBAI: Nearly a year after India's accreditation system came under scrutiny for rewarding institutions with questionable ease, National Assessment and Accreditation Council (Naac) is preparing to turn the page.
In about 10 days, Naac will formally start its Basic Level Accreditation system —a reset that promises to bring thousands of previously unaccredited colleges and universities into its fold.
At the same time, the policy of Maturity Based Graded Level accreditation will be unveiled for public feedback. Unlike the broadbrush grades of the past, this new system divides the climb into tiers, each stacked with parameters that make reaching the summit—Level 4 or 5—a challenge for even the most seasoned institutions, said Naac chairman Anil Sahasrabudhe.
Naac has announced accreditation will be a binary process. This means universities and colleges will be tagged as either 'accredited' or 'still-to-be accredited'. While basic accreditation will be open to institutes graded for the first time, those already accredited earlier can opt for Maturity Based Graded Level accreditation.

'It's a reset in how educational quality is understood — not as a fixed badge of honour, but as an evolving continuum.

NAAC will release the draft policy of Maturity Based Graded Level accreditation to encourage accredited institutions to 'raise their bar, continuously improve'. The maturity based graded levels will be implemented later in the year.

Union proposes to convert old CNG autos to electric
Mumbai: The Mumbai Rickshawmen's Union has prepared a roadmap to convert existing old CNG autos in the city to electric autos by retrofitting. It has proposed to the MMRTA to allow drivers/permit holders to convert autos to electric once they reach the lifespan of 16 years in MMR. Such autos can switch to electric and ply on roads with zero permit and no pollution for another 5-10 years, union leader Thampy Kurien said. The union has been called to the transport commissioner's office for discussions on this issue on Thursday. Also, the cost of retrofitting is around Rs 1.6 lakh, which is less than the cost of a normal auto (Rs 2.8 lakh) and an e-auto (Rs 3.8 lakh). A proposed model of a retrofitted e-auto has been approved by RTO and registered in Pimpri Chinchwad, Pune. "The union will bring this auto to Mumbai for a demo and test drive on city roads. We will ask drivers to take multiple rides on all kinds of roads—narrow lanes or the arterial road. After getting good feedback, we plan to introduce these kinds of autos in Mumbai," Kurien said. The union has also petitioned the govt to set up more charging stations and will also push for battery swapping stations in the suburbs. Battery swapping can save significant time compared to charging an electric vehicle, particularly for electric three-wheelers. "We are asking MMRTA to allow the autos to continue in electric mode so that the owners/drivers can continue to earn a livelihood," Kurien added. A source from the auto trade said: "There is one problem with having autos running on battery. There is no need for a permit in such vehicles, although they are registered with green number plates. So, these vehicles can ply in MMRTA as well as go to the far-off villages and operate."

Govt gears up to issue e-khatas for 97 lakh rural properties
Bengaluru: In light of the govt planning to make e-khatas mandatory for property registrations from Oct, the rural development and panchayat raj (RDPR) department is gearing up to issue over 97 lakh e-khatas under a large-scale campaign titled 'Eswathu to doorsteps'. Unlike urban areas where digital literacy is relatively high and khata services are often accessed online, the move highlights the challenge of bridging the digital divide in rural regions. RDPR officials say the department manages about 1.5 crore property records — most of it still maintained manually in gram panchayat (GP) registers. Of these, over 97 lakh have been digitised and stored on the department's Panchatantra 2.0 platform. These records will now be used to issue e-khatas across Karnataka's villages, making it one of the largest rural documentation drives in recent times. The department says it is committed to penalising officials if allegations are supported by call records or related evidence. To avoid technical roadblocks, RDPR minister Priyank Kharge held meetings earlier this week with officials from National Informatics Centre (NIC), the department's data centre, and IT teams. He reviewed operational readiness and directed teams to fix technical issues before launch. "The department is in the process of making the Karnataka Gram Swaraj and Panchayat Raj (Gram Panchayat Taxes, Rates, and Fees) Rules, 2025 accessible to the public," Priyank said. "These rules will facilitate online issuance of e-khatas for over 97 lakh digitised properties available on the Panchatantra 2.0 platform. It will eliminate the need for citizens to visit GP offices for khata-related services." Rural citizens can begin the process by visiting the website where they can view their draft e-khata. They must submit basic details online, including Aadhaar number of the property owner, sale deed number (auto-fetched from the KAVERI system), BESCOM account ID (optional for vacant plots), and a photograph of the property. If the inputs match RDPR's digitised records, the final e-khata will be generated instantly. Discrepancies, if any, will be sent to the local GP official for verification.

Govt engages Tata Tech to upgrade state polytechnics
Lucknow: The UP govt in collaboration with Tata Technology Limited (TTL) would set up Tata Technology Excellence Centres in 121 govt polytechnics across the state to help these technical educational institutes meet industry requirements. In a govt order (GO), additional chief secretary, technical education, Narendra Bhooshan said the decision was taken to bridge the industry-academia gap prevalent in the diploma sector of technical education. "In polytechnics, some topics have become irrelevant or are not in accordance with industry requirements. These centres will upgrade them and bridged the industry-academia gap," Bhooshan said. For this, Rs 57.3 crore will be spent on installation of machines and equipment in each of the 121 polytechnics. Of the total Rs 6935.8 crore, 87%, that is, Rs 6034.2 crore, will be borne by TTL, and the remaining 13% (Rs 1063.9 crore) by the govt. Also, the state govt will spend an additional Rs 858 crore – Rs 709.2 lakh per institution – towards civil infrastructure and other basic facilities. In the first phase, 45 polytechnic institutions will be upgraded. TTL will also prepare the project document related to the execution of the upgradation work and determine short, medium, and long-term strategies in it. In addition, they will prepare a baseline study report related to the status of the polytechnic institutions before the implementation of the project. TTL will also make available two trainers for the first two years and one trainer for the third year in each selected institute from its own sources. Besides, it will ensure the availability of training material, an online platform for training, and experts from industries as per demand in all 121 institutes and organise dialogue programmes at regular intervals.
