Vaping teachers to face jail
She said her ministry would not tolerate teachers using vapes, especially openly or in front of students, as this violated the Malaysian Teacher Standards, which emphasise the role of teachers as models of good character.
'Teachers found vaping or smoking within school premises may be fined up to RM10,000 or imprisonment of up to two years, in accordance with the Smoking Products Control Act for Public Health 2024,' she said in a written reply to Nurul Amin Hamid (PN-Padang Terap).
Nurul Amin had asked the ministry to state the measures taken to curb the culture of vaping among school students, alleging that some teachers were openly vaping.
Fadhlina said her ministry was also in the process of amending the Education (Student Discipline) Regulations to include a ban on smoking, which covers all forms of cigarettes, devices, electronic tools and liquids related to vape.
'This new amendment is in line with the enforcement of the Smoking Products Control Act for Public Health 2024, which was gazetted by the Health Ministry on Oct 1, 2024.
'This prohibition includes the sale of vape products to those under the age of 18 and enforcement actions against premises selling vape within 40m of a school boundary or fence,' she said.
In another written reply, Fadhlina said the proposal for a single university entrance exam for STPM, matriculation and foundation students applying to public universities required careful consideration.
This is because the proposal involves multiple ministries, differing academic structures and varied assessment methods.
'Any changes must undergo in-depth study and comprehensive evaluation to remain aligned with the Education Ministry's commitment to providing fair and quality access to education for all students, regardless of their background,' she told Lim Guan Eng (PH-Bagan).
Lim had asked whether a single common public examination could be implemented for all STPM, matriculation and foundation programmes when applying for places in public institutions of higher learning (IPTA), instead of the current practice of having three different examinations, in order to establish a more accurate and consistent basis for performance comparison aligned with excellence standards.
Fadhlina said the implementation of the admission system to IPTA was an important aspect in assessing students' potential holistically, taking into account a balance between academic excellence and holistic development.
'Various educational pathways such as STPM, STAM, Foundation programmes and Matriculation programmes have been established to provide broader options for SPM leavers, in line with their individual inclinations and potential.
'Therefore the assessment approaches used also differ, in accordance with the objectives and direction of the respective programmes,' she said.

KUALA LUMPUR : East Malaysian students from B40 families face an uphill battle to get into top university courses, a government MP said today. Sim Tze Tzin (PH-Bayan Baru) highlighted the big gap between the two main pre-university paths in Malaysia – Sijil Tinggi Persekolahan Malaysia (STPM) and the matriculation programme. 'If the students choose STPM, it is 'mission impossible' to get into a good university. 'This is because they basically have less than 3% chance to get into medicine, pharmacy or dentistry,' he said when debating the 13th Malaysia Plan in the Dewan Rakyat. Sim cited data showing very few STPM students from Sabah and Sarawak being admitted into medicine, pharmacy, dentistry, and law courses. In 2023, only 2.39% of medical students admitted came from STPM, with most coming from matriculation. He said nearly 72% of STPM students were from B40 families. 'We want social mobility. But they are stuck in STPM. They can't move. This is an issue of justice because B40 students from Sabah and Sarawak are dependent on STPM to achieve social mobilisation and higher education,' he said. Sim also pointed out that matriculation took nine months to complete while STPM required 18 months, giving matriculation students a quicker path to university. He urged the government to treat STPM students more fairly in university admissions. 'STPM is now the second or last choice for our children. It should be given a higher weightage for entrance into university,' he said. He also called for the creation of a task force to 'save STPM' and ensure a fairer system for all students. Last month, education minister Fadhlina Sidek dismissed calls to abolish the matriculation programme. She denied claims that it was inferior to the STPM examination and said matriculation remained a recognised pre-university pathway accepted by both local and international universities.

Asean must deepen collaboration in skills training
KUALA LUMPUR: Asean must deepen collaboration in skills training to meet the demands of the 21st-century economy, said Human Resources Minister Steven Sim. He said the emergence of artificial intelligence (AI), such as the newly launched ChatGPT 5.0, has confirmed fears that AI could replace conventionally trained personnel, diminishing the signalling value of academic degrees. "In an age when AI can do the thinking, the world still needs those who can build, repair, operate, communicate, supervise, organise - these are human and social elements requiring skills, competence and trust," he said in his opening remark at the Asean TVET Conference (ATVET) 2025 at the World Trade Centre Kuala Lumpur (WTCKL), which was officiated by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who is also the National TVET Council (MTVET) chairman. Sim proposed three measures to strengthen Asean cooperation in Technical and Vocational Education and Training (TVET), namely sharing experiences in skills training, creating a common certification framework for mutual recognition and investing more in skills education. He said Malaysia, which spends about RM10 billion annually on TVET, has already opened its National Training Week to Asean participants, offering over 72,000 free training courses valued at RM400 million to 3.5 million people. "Malaysia aspires for Asean to be one of the most skilled regions in the world… when the geo-economics is unstable and unpredictable, we must be committed to building the future now," he said. Meanwhile, in a pre-recorded introductory speech, Asean secretary-general Dr Kao Kim Hourn called for TVET systems to become catalysts for innovation, inclusivity and productivity in the face of rapid digital and green transitions. "The convergence of digital innovation and the green transition is reshaping our economies, industries and labour markets. "TVET must evolve beyond its traditional role to become a catalyst for innovation, inclusivity and enhanced productivity," he said. He also urged stronger partnerships between training institutions and industry, integration of green skills into curricula, and scalable innovations to equip Asean's workforce for a low-carbon economy, stressing that "the Asean Year of Skills 2025 is a call to action… Let us ensure our skills ecosystems are not only fit for the future, but actively shaped." Meanwhile, the International Labour Organisation (ILO) assistant director-general and regional director for Asia and the Pacific, Kaori Nakamura-Osaka, in a pre-recorded welcoming speech, urged Asean to align TVET systems with digital and green transition demands to ensure inclusive and accessible training opportunities for all. "It is a great honour to address you at the opening of this ATVET. "The ILO is proud to work alongside Asean and its member states in promoting the skills policies that are inclusive, future-oriented and firmly grounded in decent work," she said. She said that outdated competencies, limited training capacity and weak industry linkages limit the potential of learners and enterprises, stressing that "no one can be left behind when it comes to accessing new training opportunities" as Asean economies evolve. The ATVET 2025, themed Advancing Digital and Green Transformations through an Inclusive and Future-Ready TVET System, brings together over 1,500 delegates for two days of discussions to advance TVET as a driver of inclusive digital and green transitions across Asean. Jointly organised by the Human Resource Development Corporation and the Skills Development Fund Corporation Malaysia, the event is the fourth flagship platform under the Asean Year of Skills (AYOS) 2025, featuring 23 speakers and participants comprising policymakers, industry leaders, education providers, workers' organisations and international partners.

MPs call for urgent session following attack on Rafizi's son
KUALA LUMPUR: Home Minister Datuk Seri Saifuddin Nasution Ismail has been asked to provide an explanation regarding the assault on the son of former economy minister Datuk Seri Rafizi Ramli at a shopping centre in Putrajaya today. This follows the Dewan Rakyat standing orders raised by Wong Chen (PH-Subang), requesting the minister's clarification on the incident in the Dewan Rakyat tomorrow. "This matter concerns the son of the Pandan member of parliament who was just attacked at a shopping centre in Putrajaya. "This is an important matter because it threatens not only MPs, but also our families. "Our primary duty in parliament is to ensure the safety of the nation and MPs here. "So, if possible, I would like to appeal to the Speaker to offer some advice and, if possible, direct the relevant minister to be present in parliament tomorrow morning to provide further clarification," he said. He raised the matter immediately after Muhammad Ismi Mat Taib (PN-Parit) concluded his debate on the 13th Malaysia Plan in the Dewan Rakyat today. In response, Dewan Rakyat Speaker Tan Sri Johari Abdul assured the lower house that he would seek clarification from Saifuddin on the incident, and, if necessary, convene a special session to address safety concerns for all MPs.
