
Asean must deepen collaboration in skills training
He said the emergence of artificial intelligence (AI), such as the newly launched ChatGPT 5.0, has confirmed fears that AI could replace conventionally trained personnel, diminishing the signalling value of academic degrees.
"In an age when AI can do the thinking, the world still needs those who can build, repair, operate, communicate, supervise, organise - these are human and social elements requiring skills, competence and trust," he said in his opening remark at the Asean TVET Conference (ATVET) 2025 at the World Trade Centre Kuala Lumpur (WTCKL), which was officiated by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who is also the National TVET Council (MTVET) chairman.
Sim proposed three measures to strengthen Asean cooperation in Technical and Vocational Education and Training (TVET), namely sharing experiences in skills training, creating a common certification framework for mutual recognition and investing more in skills education.
He said Malaysia, which spends about RM10 billion annually on TVET, has already opened its National Training Week to Asean participants, offering over 72,000 free training courses valued at RM400 million to 3.5 million people.
"Malaysia aspires for Asean to be one of the most skilled regions in the world… when the geo-economics is unstable and unpredictable, we must be committed to building the future now," he said.
Meanwhile, in a pre-recorded introductory speech, Asean secretary-general Dr Kao Kim Hourn called for TVET systems to become catalysts for innovation, inclusivity and productivity in the face of rapid digital and green transitions.
"The convergence of digital innovation and the green transition is reshaping our economies, industries and labour markets.
"TVET must evolve beyond its traditional role to become a catalyst for innovation, inclusivity and enhanced productivity," he said.
He also urged stronger partnerships between training institutions and industry, integration of green skills into curricula, and scalable innovations to equip Asean's workforce for a low-carbon economy, stressing that "the Asean Year of Skills 2025 is a call to action… Let us ensure our skills ecosystems are not only fit for the future, but actively shaped."
Meanwhile, the International Labour Organisation (ILO) assistant director-general and regional director for Asia and the Pacific, Kaori Nakamura-Osaka, in a pre-recorded welcoming speech, urged Asean to align TVET systems with digital and green transition demands to ensure inclusive and accessible training opportunities for all.
"It is a great honour to address you at the opening of this ATVET.
"The ILO is proud to work alongside Asean and its member states in promoting the skills policies that are inclusive, future-oriented and firmly grounded in decent work," she said.
She said that outdated competencies, limited training capacity and weak industry linkages limit the potential of learners and enterprises, stressing that "no one can be left behind when it comes to accessing new training opportunities" as Asean economies evolve.
The ATVET 2025, themed Advancing Digital and Green Transformations through an Inclusive and Future-Ready TVET System, brings together over 1,500 delegates for two days of discussions to advance TVET as a driver of inclusive digital and green transitions across Asean.
Jointly organised by the Human Resource Development Corporation and the Skills Development Fund Corporation Malaysia, the event is the fourth flagship platform under the Asean Year of Skills (AYOS) 2025, featuring 23 speakers and participants comprising policymakers, industry leaders, education providers, workers' organisations and international partners.

The event also featured the MAPPA Cakna Inspirasi Forum, 43 exhibition booths, and a prayer space for 1,000 worshippers. Deputy Prime Ministers Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof were present alongside Cabinet ministers. Chief Secretary Tan Sri Shamsul Azri Abu Bakar and Public Service director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz also attended. Sim calls for cops to act against Akmal for defying order
Penang DAP chairman Steven Sim said Umno Youth chief Dr Akmal Saleh clearly defied the police order by holding a protest in front of a hardware shop in Kepala Batas today. PETALING JAYA : Penang DAP chairman Steven Sim has called for police action against Umno Youth chief Dr Akmal Saleh for defying a police directive and allegedly disrupting public order in Kepala Batas, Penang. Sim, who is also the human resources minister and deputy DAP secretary-general, said police had advised against any gatherings in the area. He said DAP had complied with the instruction and only sent local representatives to distribute Jalur Gemilang flags in conjunction with National Day celebrations. 'The protest was clearly in defiance of the police order and in breach of the law. It was a provocation that threatened public peace,' he said in a statement. Sim said Penang DAP would lodge a police report over the incident and urged the authorities to send a clear message that such behaviour would not be tolerated. Earlier this evening, Malaysiakini reported that Akmal and his wing members had gathered in front of a hardware store in Kepala Batas, Penang, whose owner was seen in a now-viral video hanging the Jalur Gemilang upside down. He had previously threatened to stage a 'class' to teach the man how to correctly fly the Jalur Gemilang if the man was not charged in court for his mistake. Police had advised against the protest, noting the shop owner had already apologised and explained the matter. Separately, former Penang deputy chief minister P Ramasamy said Akmal was holding the country 'to ransom' over the incident. The Urimai chairman said in a statement that this was not Akmal's first act of 'intimidation and bullying', and that it would not be his last as long as law enforcement failed to act. He also criticised DAP's flag distribution efforts, calling it a misstep that gave Akmal an excuse to escalate tensions. The police also appeared to lack the will to contain the situation, he added. Yesterday, former deputy law minister Ramkarpal Singh questioned Akmal's apparent 'immunity' despite several police reports being lodged over his remarks on the upside-down flag and called for a sedition probe. He said Akmal had issued several 'extreme and unacceptable' statements, which were divisive and contained racial undertones that could threaten public order.

Ex-foundation CEO learned of Najib's AmBank accounts from media reports
FORMER Yayasan Rakyat 1Malaysia (YR1M) CEO Ung Su Ling only learned from media reports that the AmBank accounts receiving RM42 million belonged to former Prime Minister (PM) Datuk Seri Mohd Najib Razak. As reported by an online portal today, Ung told the High Court that she was unaware that the funds came from SRC International Sdn Bhd when instructed by Najib's then principal private secretary the late Azlin Alias to transfer them via Ihsan Perdana Sdn Bhd (IPSB). The funds were deposited into two AmBank accounts ending in 880 and 906, between late 2014 and early 2015. Ung confirmed arranging three transfers from IPSB — RM27 million, RM5 million and RM10 million — but said she had no additional information about the money. 'At the material time, I was not aware of the source of these funds, nor was I informed of the same by Azlin. I can attest that these funds did not originate from nor belong to YR1M. 'However, based on subsequent media reports and the decision of the SRC International case, I understand that these funds, which were transferred to IPSB, originated from SRC,' she said during examination-in-chief. Ung acted on Azlin's instructions to transfer the funds to the specified bank accounts without knowing who owned them. She was testifying as the first witness for the plaintiffs in SRC International and its subsidiary Gandingan Mentari Sdn Bhd's lawsuit against Najib to recover RM42 million allegedly misappropriated from SRC International 's accounts. When asked about the link between YR1M and IPSB, Ung explained that YR1M supported IPSB financially through grants and funding for community programmes in line with the 1Malaysia initiative. During cross-examination by defence lawyer Farhan Shafee, she said she never felt it necessary to seek further details about the funds. In August 2022, Najib was found guilty on seven counts of abuse of power, money laundering, and criminal breach of trust involving SRC 1Malaysia's funds. His initial sentence of 12 years in prison and a RM210 million fine was later reduced to six years and RM50 million through a royal pardon. The hearing before Justice Raja Ahmad Mohzanuddin Shah Raja Mohzan is ongoing. — TMR
