Nigeria automates expatriate permit process to boost efficiency, curb graft

LAGOS, - Nigeria will fully automate its expatriate residence permit process from May 1, a move aimed at significantly speeding up approvals and reducing opportunities for corruption, the Interior Minister Olubunmi Tunji-Ojo said.
Critics say the current system for obtaining the Combined Expatriate Residence Permit and Cards - the mandatory identification and residency document for foreigners working or living in Nigeria, is slow and susceptible to abuse.
Previously, applicants for residence in Africa's most populous country and energy producer faced a cumbersome process involving visits to banks, physical form purchases, and manual document submissions.
Tunji-Ojo clarified in a post on X that the government was not increasing application fees but rather streamlining the application and payment systems through automation.
During a meeting with business leaders in Lagos last week, Tunji-Ojo said: "The era of going to the bank, buying forms, and physically submitting documents applying for CERPAC is over.
"Everything will be processed online, with QR-coded digital copies and backend integration with security systems to verify criminal records and immigration history."
This online system is expected to expedite verification and enhance security checks, he said.
The government is also targeting the widespread misuse of the expatriate quota system, where companies are allocated a certain number of foreign workers for specific roles. The minister cited instances of quotas being approved for positions readily fillable by Nigerians, such as drivers and waiters.
The reforms will ensure quotas are granted primarily for roles requiring skills lacking locally, with a mandatory understudy scheme requiring companies to submit progress reports on knowledge transfer to Nigerian employees.
Further reforms include the introduction of a mandatory expatriate insurance scheme, funded by businesses, to cover repatriation costs and personal liability for foreign workers.
Tunji-Ojo issued a warning to individuals with criminal records, stating that the integrated CERPAC system would connect with Interpol and other international security agencies to prevent Nigeria from becoming a haven for wanted persons.
These changes build on earlier reforms, including the automation of Nigeria's electronic visa approval and issuance process announced in February, all taking effect on May 1.

A four-member delegation of the party, led by MLA Ranjit Debbarma, met Governor N Indrasena Reddy and raised the demand on Friday. 'We met the Governor today. The issue is that the Union Ministry of Home Affairs has stipulated a 30-day timeframe to start the process of detection and deportation of illegal migrants in Tripura. In other states, including Delhi, Maharashtra, Gujarat, and Assam, the process has already started. We have demanded that the process be started in Tripura too,' Debbarma told reporters after meeting Governor Reddy. He added that a similar kind of notification was also issued in 2017. The Tipra Motha leader said that not only the illegal migrants, but also those providing shelter to them, must be brought under the purview of the law. Earlier, Debbarma wrote to Union Home Minister Amit Shah on the illegal entry of Bangladeshi nationals, urging him to push them back. The Twipra Students' Federation (TSF) has also demanded that the government start the process of detecting and deporting Bangladeshi migrants staying illegally in the state. 'We have seen that other states are doing it. But the Tripura government is silent. We appeal to the government to take strong initiative regarding the notification. We have started the 'clean and drive illegal migrants mission' from today,' Hamal Jamatia, General Secretary, TSF, said. As per a report of the Tripura Police, 816 Bangladeshi nationals, 79 Rohingya persons, and two Nigerians were arrested between January 1, 2024, and February 28 this year for staying illegally in Tripura. A further breakup of the data shows that 483 illegal foreigners were arrested from August 5, 2024, when the Sheikh Hasina government fell in Bangladesh.

(Bloomberg) -- Binance Holdings Ltd.'s head of financial crime compliance, Tigran Gambaryan, who was detained last year in Nigeria for about eight months, is leaving the world's largest crypto exchange. Gambaryan was released on humanitarian grounds in October after his health deteriorated while in jail. The former US Internal Revenue Service agent, who joined Binance in 2021, had been held on allegations of money laundering and currency manipulation when he traveling to Nigeria on behalf of Binance. The Nigerian government dropped the charges against Gambaryan. Gambaryan said in a message to Bloomberg News that Friday is his last day. 'Tigran has made a lasting impact on Binance, just as he did in his previous roles in law enforcement,' a Binance spokesperson said in a statement. 'We are deeply grateful for his dedication in transforming our financial crimes compliance organization. Thanks to his tireless efforts, the crypto industry is safer for all.' Binance Chief Executive Officer Richard Teng had claimed in a blog posting that the firm was asked for a 'secret' payment to make its problems go away. Nigeria rejected the allegation of bribery. When Gambaryan was working for the US government, he earned the nickname of 'Crypto Wizard' for his experience in tracing illicit crypto transactions. His work at Binance was mainly to help the firm to improve anti-money laundering protocols and assisting global law enforcement in major assets seizures at the time when the largest crypto exchange was under increased regulatory pressure around the world. Last week, the US Securities and Exchange Commission moved to end its legal battle against Binance. The regulator and the exchange's co-founder, Changpeng Zhao, filed a joint motion on May 29 to stay the case in the US District Court for the District of Columbia. The SEC sued Binance in June 2023, alleging the firm and Zhao mishandled customer funds, misled investors and regulators and violated US securities laws. The regulator also accused Binance of offering unregistered securities to US investors. Binance and Zhao in November 2023 pleaded guilty to separate charges that it violated anti-money laundering and US sanctions, with the firm agreeing to pay $4.3 billion. A Rohingya man was arrested at Kailashahar in Tripura's Unakoti district along with a man in whose house he was found, police said on Thursday. The Rohingya man has been identified as Noor Mustafa and the other arrested man as Abdul Wahid. 'We got secret information last night that a Myanmar national is hiding at Dhaliarkandi. A team of police conducted a raid at Wahid's house and arrested Noor Mustafa and the house owner. Some touts helped him. We are trying to trace them. We forwarded them to court today,' said a senior police officer. The police have found out that Mustafa and his family left Myanmar for Bangladesh in 2012. In 2019, he came to India and worked in Hyderabad. He was planning to go back to Bangladesh with the help of a tout. Arrests of illegal immigrants from Bangladesh have been common in Tripura, more so since the Sheikh Hasina-led Awami League government's fall in Dhaka last year following an uprising.
