Held/acquired by officers: ED asks ministries, Divisions to obtain assets declaration
In a letter to all the ministries/Divisions, Establishment Division has referred to Rule 12 of the Government Servants (Conduct) Rules 1964 and administrative instructions issued by the Establishment Division from time to time, on the issue of assets declaration.
Establishment Division has requested ministries/Divisions to obtain declarations of assets and liabilities for the financial year ending June 30, 2025, from the officers belonging to occupational cadres serving officers and officials of the respective Ministry/Division on the prescribed proforma, which is also available on the Establishment Division by July 25, 2025.
NA passes amendment requiring top officials to publicly declare assets
According to the letter Establishment Division maintains the record of Declaration of Asses of PAS, PSP, Secretariat Group and OMG Officers. Therefore, Declarations of the officers belonging to these Groups should be forwarded to it. However, Officers belonging to these Groups serving under the respective Provincial Government may send an advance copy of their Declaration to Establishment Division to avoid delay.
The Declarations of Assets in respect of all other service group/cadres will be l be maintained their respective ministries/Divisions/departments.
The Establishment further stated that non-compliance of the prescribed Rules and Instructions issued thereof from time to time, tantamount to 'Misconduct' within the meaning of Rule 2(k) of the Civil Servants (Efficiency and Discipline) Rules, 2020.
Further, in light of Rule 7 (j) of Civil Servants Promotion (BS-18 to BS-21) Rules.2019 'the civil servant who has not submitted his/her annual declaration of assets liabilities forms for the last five years' will be deferred from promotion in the respective promotion boards.
A certificate to the effect that such declarations have been obtained from all employees other than those under administrative Control of Establishment Division should be forwarded to the Establishment Division no later than September 25, 2025.

PHOTO: APP The National Assembly Standing Committee on National Food Security on Friday underscored the importance of investigating the causes behind the sugar price hike and exploring possible measures for market stabilisation and consumer relief. The committee met here with Syed Tariq Hussain in the chair. Committee Member Zulfiqar Ali raised the issue of sugar prices and urged the chair to include it in the next meeting's agenda. He said that the industry reaped Rs300 billion in profits, while consumers suffered losses. "Farmers and consumers have suffered losses. This matter should be included in the upcoming [meeting's] agenda," Ali said. Later, the committee decided to include the sugar price issue on the agenda for its next meeting. The committee discussed the issues facing tobacco growers. The committee was informed that Federal Board of Revenue (FBR) officials had been appointed to 23 tobacco companies to monitor tobacco. The chair underscored the importance of increasing tobacco cultivation. "If we look at the region, the world has gone far ahead at the policy level," Tariq told the committee. "The world has come a long way in the use of drones and other technologies in the farming sector," he said. "We need support at the policy-making level." The committee was informed that general sales tax (GST) was imposed on cigarettes, not on tobacco. It was also informed that approximately Rs949 million allocated for research and development remains unutilised due to the vacant director position at the Pakistan Tobacco Board (PTB). The chair instructed the ministry to expedite the appointment to all vacant posts at the PTB and its related committees so that the pending development and reform initiatives could move forward without any delay. The meeting was updated on key areas, including the current tobacco taxation policy, the framework for collection and utilisation of the cess fund over the past 10 years, the PTB's corporate social responsibility (CSR) initiatives, and the potential introduction of a crop insurance scheme for tobacco growers. The committee was informed that the PTB had constituted committees to oversee cess regulation, CSR programmes, and development activities. However, the committee raised concerns over the exclusion of tobacco growers from these bodies. In response, the committee directed the ministry to ensure that representatives of tobacco growers are included in all relevant committees, stressing that meaningful reform and facilitation measures could not succeed without their direct involvement. The committee also held a detailed discussion on reports of donkey meat being sold in Islamabad, expressing serious concern over the public health risks and regulatory negligence. The ministry was instructed to take up the issue with the relevant authority and report back in the next meeting. During a presentation by CropLife Pakistan, the committee was informed that the organisation's mission was to support farmers in producing enough food to meet the needs of a growing population through access to innovative agricultural technologies. EPD bans operations of units lacking monitoring mechanism
LAHORE: In a significant move to curb industrial pollution, the Punjab Environment Department (EPD) on Wednesday announced that no industrial unit in the province will be allowed to function without monitoring mechanisms in place. As part of the new enforcement strategy, the installation of CCTV cameras have been made mandatory for all industries operating boilers and furnaces. These cameras will specifically monitor industrial chimneys (stacks) to ensure compliance with environmental regulations. According to the order issued by the DG Environment Imran Hamid Sheikh, Rule 4 of the Punjab Environmental Protection (Smog Prevention & Control) Rules, 2023, provides standard operating requirements whose compliance is obligatory upon industrial units. One of the said standard operating requirement mentioned in the said rule is installation of online access through CCTV cameras for emission control monitoring system in air pollution causing industrial units for live monitoring of the industrial unit. The order referring to the technical specifications of such surveillance cameras issued by the Punjab Information Technology Board (PITB) said that all the industrial units, having boilers and furnaces, operating in Punjab shall install CCTV cameras with the technical specifications according to the PITB guidelines by August 31, 2025. According to DG Environment, the surveillance footage will be accessible live at the Environment Protection Agency (EPA) headquarters in Lahore, allowing real-time monitoring of emissions. Two camera types have been proposed: 4MP PTZ Starlight IR cameras as the preferred option, and 8MP fixed bullet cameras as an alternative. 'The cameras will be focused on the points of smoke emissions to ensure strict oversight,' said Imran Hamid Sheikh. The order said that industrial units shall share all necessary information with the focal person of EPA Punjab for the said purpose to ensure online access through CCTV cameras for emission control monitoring system in air pollution causing industrial units for live monitoring of the industrial units. Industries across Punjab have been given a deadline of August 31, 2025, to comply with the new directive. Failure to do so will result in legal action under the Punjab Environmental Protection Act 1997 and Section 188 of the Pakistan Penal Code 1860, the DG warned. The move signals a tougher stance by the provincial government on environmental compliance and aims to tackle air pollution and industrial emissions that have been contributing to deteriorating environmental conditions in Punjab, said the spokesperson of the EPA. Punjab opposition slams police raids ahead of Aug 5 protest
Listen to article The Opposition in the Punjab Assembly on Wednesday strongly condemned police raids on the residences of its MPAs and the alleged harassment of their families ahead of Pakistan Tehreek-e-Insaf's (PTI) countrywide protest on August 5. As the assembly session began under the chair of Acting Speaker Malik Zaheer Iqbal Channer, Deputy Opposition Leader Muhammad Moeenuddin Riaz raised the issue on a point of order, expressing serious concern over what he termed as a preemptive crackdown. 'There are still many days left in August 5, but the police officials have already started conducting raids at the residences of our MPAs,' he said. 'It is regrettable that the families of our MPAs and workers are also being harassed by Punjab police,' he added, demanding the law minister take immediate notice of the situation. 'The government should de-focus from the Opposition and do something for the needy masses,' he said. He said the HEC had ruled that a computer science degree would not be considered valid without accreditation from a specific council. 'Students who have completed two semesters are now deeply concerned about the issue,' Javed noted. He urged the HEC to review and relax the policy in the interest of students' futures.
