Starks was removed from AEW's roster page on Monday, and reports indicated that he had no non-compete clause, making him free to sign with any promotion immediately.
His contract with AEW, originally set to expire this spring, was extended for an option year but saw limited use on television.
While NXT's Vengeance Day premium live event is set for Saturday, Starks did not confirm whether he would be involved in the event.
His unexpected appearance adds to speculation regarding his next move in professional wrestling.
