Andhra Pradesh hands over Civil Supplies building to Telangana

Andhra Pradesh Civil Supplies Minister Nadendla Manohar and his Telangana counterpart Uttam Kumar Reddy discussed key issues relating to both the States in Hyderabad on Friday (May 23, 2025).
Later, addressing the media, Mr. Manohar said there should be good relations between the two States. 'Assets' transfer is necessary. Andhra Pradesh is fully handing over the A.P. Civil Supplies building, which spans 25,000 square feet, to Telangana. Andhra Pradesh will adopt technological advancements happening in Telangana,' he said.

'We are exporting rice from Kakinada to the Philippines, and we discussed the facilities required for that. Our aim is to benefit the farmers of both the States. The intention is to make high-quality rice available to consumers at an affordable price. In Andhra Pradesh, from June 12, fine rice will be supplied as part of the midday meal scheme in schools,' he said.
Mr. Uttam Kumar Reddy recalled that it was under Mr. Manohar's leadership that the Telangana Bill had been passed in erstwhile Andhra Pradesh. He said the credit for it should go to Mr. Manohar, who was the Legislative Assembly Speaker then.
Mr. Uttam Kumar Reddy said, 'We discussed about the civil supplies policies of both States and the technology being used. We also spoke about curbing illegal transportation of grain between the States. There is also a discussion on asset transfers. During bifurcation, half of the Civil Supplies building went to Andhra Pradesh. From June 1, the remaining portion will be handed over to Telangana. From now on, the food and allied departments will operate from this office. There are 16 flats in Shanti Shikhar Apartments, and they are also being allotted to Telangana.'

The Human Rights Forum (HRF) has criticised Andhra Pradesh Home Minister V. Anitha for her reported statement defending the action of Tenali police in which three youths, accused of manhandling a constable, were thrashed in full public view. 'The incident, a video clip of which went viral on social media, is a stark display of police impunity,' HRF State general secretary Y. Rajesh and AP&TG Coordination committee member V.S. Krishna said in a statement on Wednesday. 'The reported statement of the Home Minister justifying the police action is an alarming breach of Constitutional responsibility by a person tasked with upholding the law,' they said. Instead of fixing accountability, the Home Minister has 'emboldened a culture of impunity within the police force', the HRD said and demanded that the Andhra Pradesh government initiate an independent and time-bound inquiry into the episode. 'If her (Home Minister's) statement is true, remove her from office. Her endorsement of such excesses not only undermines the Rule of Law but also amounts to a breach of the Constitutional oath,' they said. 'By openly siding with the erring police personnel, the Home Minister has not only abdicated her responsibility as a public servant but also undermined the legal order. Equally troubling is the silence of the Director General of Police over the brazen abuse of power by the Tenali police,' they said. Further, the Home Minister's alleged 'casual dismissal of the caste identities of two of the Dalit victims of police brutality' by saying 'a wrongdoer has no caste or religion' trivialises the systemic nature of caste-based violence, they said. Since the formation of Andhra Pradesh, 'no Home Minister has defended the police torture so openly and unapologetically,' they alleged.

Microsoft, Google, CrowdStrike and Palo Alto Networks have announced that they will create a public glossary for state-sponsored hacking groups and cybercriminals. The goal is to reduce confusion caused by numerous unofficial nicknames for these entities. Microsoft and CrowdStrike expressed hopes of involving other industry partners and the US government in this effort to identify threat actors. "We do believe this will accelerate our collective response and collective defense against these threat actors," stated Vasu Jakkal, corporate vice president at Microsoft Security. Why it matters for US government and researchers Cybersecurity companies have long assigned coded names to hacking groups because attributing digital attacks can be difficult. Researchers need a way to track their adversaries. These names vary from functional, like "APT1" (Mandiant) or "TA453" (Proofpoint), to more colorful aliases such as "Earth Lamia" (TrendMicro) or "Equation Group" (Kaspersky). CrowdStrike's evocative names, like " Cozy Bear " for Russian hackers and "Kryptonite Panda" for Chinese groups, have been particularly popular, leading others to adopt similar styles. For example, Secureworks (now owned by Sophos) began using "Iron Twilight" for Russian hackers previously known as "TG-4127" in 2016. Microsoft also recently changed its naming convention from element-themed names like "Rubidium" to weather-themed ones such as "Lemon Sandstorm" or "Sangria Tempest." "But the same actor that Microsoft refers to as Midnight Blizzard might be referred to as Cozy Bear, APT29, or UNC2452 by another vendor. Our mutual customers are always looking for clarity. Aligning the known commonalities among these actor names directly with peers helps to provide greater clarity and gives defenders a clearer path to action," Jakkal said. However, the proliferation of these unique aliases has created overload. A 2016 U.S. government report on hacking attempts against the election caused confusion by using 48 different nicknames for various Russian hacking groups and malicious programs, including "Sofacy," "Pawn Storm," and "Tsar Team." Michael Sikorski, CTO for Palo Alto's threat intelligence unit, called the initiative a "game-changer," noting, "Disparate naming conventions for the same threat actors create confusion at the exact moment defenders need clarity." Adam Meyers, CrowdStrike's senior vice president of Counter Adversary Operations, highlighted an early success. Hyderabad: The Telangana government will not accept the Andhra Pradesh government's proposed Godavari-Banakacherla link project under any circumstances, Irrigation Minister N. Uttam Kumar Reddy said on Tuesday. He made it clear that Telangana is against the project and will never accept it. Talking to media persons, the minister disputed the claim by the Andhra Pradesh leaders that they will use water going to waste into the sea. Uttam Kumar Reddy said all efforts were being made to stop the Godavari-Banakacherla project. The Telangana government has written letters to the Godavari River Management Board (GRMB) and Union Jal Shakti Minister C.R. Patil. He said that he directly spoke to the Union Minister to discuss the issue and urged him to stop the project. "We have conveyed our objections and we will respond at an appropriate time," he said. Andhra Pradesh Chief Minister N. Chandrababu Naidu, during his separate meetings with Finance Minister Nirmala Sitaraman and Jal Shakti Minister Patil on May 23, submitted a proposal seeking the Centre's project for the Polavaram-Banakalcherla link project. The project aims to divert surplus water from the Godavari River to water-scarce areas in south-central Andhra Pradesh. It will use lift irrigation and tunnels to connect the regions in three phases. The Chief Minister said that the project would benefit millions in drought-hit areas and serve as a model for river linking across India. The Detailed Project Report is expected this month. Naidu stated that the Polavaram–Banakacharla link project, costing Rs 80,000 crore, will divert 200 TMC of water without affecting any other states. "Telangana too is building projects on the Godavari. Over the past 100 years, 2,000 TMC of water flowed into the sea. Our plan is to redirect 200 TMC of this surplus to drought-prone areas through this project, to be initiated upon Central approval," he said. In April, Telangana Irrigation officials had opposed the project at the GRMB meeting. Irrigation Secretary Rahul Bojja and other officials presented strong arguments before the GRMB against AP for taking up the Godavari-Banakacherla project without approvals and for violating Tribunal orders. The officials told GRMB that, as per media reports, the G-B link scheme is a major project proposed with an estimated cost of Rs 80,112 crore. The plan involves diverting more than 200 tmcft from the Godavari River at Polavaram to Rayalaseema through the Bollapalli reservoir and Banakacherla head regulator. The proposal seeks to interlink the Godavari, Krishna and Penna rivers by expanding the Polavaram Reservoir Head Works against the Godavari Water Disputes Tribunal Award.
