Rubio will meet Russian foreign minister in Malaysia with Ukraine tensions high
The resumption comes as Russia fires escalating air attacks on Ukraine and as President Donald Trump has become increasingly frustrated with Russian President Vladimir Putin.
'Putin is not, he's not treating human beings right,' Trump said during a Cabinet meeting Tuesday, explaining the pause's reversal. 'It's killing too many people. So we're sending some defensive weapons to Ukraine, and I've approved that.'
A US diplomatic push could be overshadowed by tariff threats
Rubio will also see other foreign ministers, including many whose countries face tariffs set to be imposed on Aug. 1. That threat could overshadow the top diplomat's first official trip to Asia, just as the U.S. seeks to boost relations with Indo-Pacific nations to counter China's growing influence in the region.
Trump notified several countries on Monday and Wednesday that they will face higher tariffs if they don't make trade deals with the U.S. Among them are eight of ASEAN's 10 members.

State Department officials said tariffs and trade will not be Rubio's focus during the meetings, which Trump's Republican administration hopes will prioritize maritime safety and security in the South China Sea, where China has become increasingly aggressive toward its small neighbors, as well as combating transnational crime.
But Rubio may be hard-pressed to avoid the tariff issue that has vexed some of America's closest allies and partners in Asia, including Japan and South Korea and most members of ASEAN, which Trump says would face 25% tariffs if there is no deal.
Malaysian Prime Minister Anwar Ibrahim has warned that global trade is being weaponized as U.S. tariffs loom over Southeast Asia. Speaking at an ASEAN foreign ministers' meeting on Wednesday, Anwar urged the bloc to strengthen regional trade and reduce reliance on external powers.
Rubio's 'talking points on the China threat will not resonate with officials whose industries are being battered by 30-40% tariffs,' said Danny Russel, vice president of the Asia Society Policy Institute and a former assistant secretary of state for East Asia and the Pacific during the Obama administration.
When Anwar said 'ASEAN will approach challenges 'as a united bloc' — he wasn't talking about Chinese coercion but about U.S. tariffs,' Russel noted.
8 of ASEAN's 10 members face major tariff hikes
Among ASEAN states, Trump has so far announced tariffs on almost all of the 10 members of the bloc, which would face a 25% tariff that could specifically hit its electronics and electrical product exports to the United States.
Trade Minister Zafrul Aziz said Wednesday that while Malaysia is ready to resume tariff negotiations, it would not cross its red lines, including U.S. requests for changes to government procurement, halal certification, medical standards and digital taxes.

Trump sent tariff letters to two more ASEAN members Wednesday: Brunei, whose imports would be taxed at 25%, and the Philippines, at 20%.
Vietnam recently agreed to a trade deal for 20% tariffs on its imports, while Singapore wasn't part of Trump's original April 2 tariffs. Both are ASEAN countries. The Trump administration has courted most Southeast Asian nations in a bid to blunt or at least temper China's push to dominate the region.
In Kuala Lumpur, Rubio also will likely come face-to-face with Chinese Foreign Minister Wang Yi during his brief visit of roughly 36 hours.
Russel noted that Chinese Foreign Minister Wang Yi is a veteran of such gatherings and 'fluent in ASEAN principles and conventions,' while Rubio 'is a rookie trying to sell an 'America First' message to a deeply skeptical audience.'
Issues with China, including on trade, human rights, the militarization of the South China Sea and China's support for Russia in Ukraine, remain substantial.
U.S. officials continue to accuse China of resupplying and revamping Russia's military industrial sector, allowing it to produce additional weapons that it can use attack Ukraine.

Gavin Newsom teased a redistricting fight with Texas. Can he even do that?
SACRAMENTO — Gov. Gavin Newsom suggested he's contemplating a response to Texas Gov. Greg Abbott's efforts to redraw congressional maps to favor Republicans, but California's laws will make any counter moves by Newsom difficult — if not impossible. Newsom began making comments last week after Abbott announced plans for the Republican-dominated Texas Legislature to draw new congressional maps in a special legislative session. Texas, like other states, redrew its maps after the 2020 census. New map-drawing normally wouldn't happen until the next census in 2030 absent a successful lawsuit forcing a state to redo them. But the New York Times has reported Trump's political advisers are pushing for Texas to redraw its maps ahead of the midterms to be more favorable to Republicans. The California Legislature, where Democrats hold supermajorities in both chambers, 'could gerrymander like no other state,' Newsom told liberal news outlet the Tennessee Holler in an interview that published Thursday, referring to the practice of redrawing districts to favor a certain political party. 'I saw what Gov. Abbott did today … These guys are not f---ing around,' Newsom said. 'They're playing by a different set of rules … We've been playing fair but it made me question that entire program. These guys are going to do everything in their power to maintain their power.' Newsom added that it's imperative for his party to take back control of the House of Representatives. Currently, Republicans hold 220 seats in the House compared to Democrats' 212, a number that shrunk in recent months after three Democrats died in office, leaving vacancies. But that majority will be tough for the GOP to hold in the midterms, when a president's party typically has trouble holding onto seats. Newsom has become more aggressively political in recent weeks. After trying to play nice with Trump in the first months of his second presidency, Newsom abandoned those efforts last month when the president deployed National Guard troops to the streets of Los Angeles in response to protests. Since then, he has given a primetime address accusing Trump of assaulting democracy; launched a social media onslaught against the president and other Republican officials; and gone on a tour through parts of South Carolina he billed as an effort to challenge the GOP on its home turf. In a post where he included a video of his comments to the Holler, Newsom wrote: 'Texas is using a special session about emergency disaster aid to redistrict their state and cheat their way into more Congressional seats. These guys have no shame. CA is watching — and you can bet we won't stand idly by.' But California's laws constrain Newsom from responding in kind to any efforts in Texas to redraw maps to favor Republicans. Voters in California took that power from the state Legislature in 2008 and handed it to an independent redistricting commission, which draws the lines for California's congressional and state legislative districts. Though Newsom is correct that Democrats dominate the Legislature, they do not dominate the redistricting commission. By law, the commission comprises five Democrats, five Republicans and four commissioners not affiliated with either party. Sara Sadhwani, a politics professor at Pomona College who serves as one of the Democratic commissioners, said the governor doesn't have any power over the commission's activities and can't force it to draw new maps in Democrats' favor. 'In this national context, I can understand the governor's inclination to want to retaliate,' she said. 'However the people of California have made it clear at the ballot that the governor does not have that power.' California's system is somewhat unusual — in most states, the parties can wield significant influence over the redistricting process, especially in places where one party controls state government. 'I certainly understand and recognize that the balance of power hinges on redistricting, and when all states are not playing fair, the fact that California does puts Democrats at a disadvantage,' Sadhwani said.

Trump Sends a New Message to Putin
It took six months, but President Trump seems to have concluded that Vladimir Putin doesn't want peace in Ukraine. The Russian will have a 'lovely' talk with the President 'and then the missiles go off that night,' Mr. Trump said in the Oval Office on Monday. This new realism is a welcome change from Mr. Trump's previous strategy of leaning only on Ukraine and has a better chance of getting a cease-fire. The best news from Monday's White House meeting is that the free world will continue to arm Ukraine against Mr. Putin's ravages. 'In a nutshell, we're going to make top of the line weapons, and they'll be sent to NATO' for Ukraine, Mr. Trump said while appearing with alliance Secretary General Mark Rutte. 'That might also mean that countries will move equipment fast into Ukraine and then the U.S. later backfilling it,' Mr. Rutte added, 'because speed is of the essence here.' Some Patriot air-defense missiles could move into Ukraine within days, and they will no doubt be of immediate help. As our Jillian Melchior reported from Kyiv on Monday, Mr. Putin has escalated his aerial assault on Ukraine's cities with ever-more attack drones and missiles. There is no military purpose for this, as Mr. Rutte said at the White House, except killing civilians to break Ukrainian morale.

With help from Daniel Lippman FIRST IN PI — BAKER DONELSON, DASCHLE GROUP MERGE LOBBYING PRACTICES: The public policy practice at Baker Donelson is joining forces with the Daschle Group to form DB3, which stands for 'Daschle/Baker third generation.' — Daschle Group, which was started in 2014 by former Senate Democratic Leader Tom Daschle, has operated as an affiliate of Baker Donelson since it opened. But Baker Donelson had maintained its own government relations and public policy arm launched by the late Senate Republican Leader Howard Baker in 1985. — Nathan Daschle, who served as president and COO of the Daschle Group, will serve as CEO of the combined firm, with the elder Daschle, his father, serving as DB3's chair. The merger will bring 20 staffers from between the two firms under the same newly bipartisan umbrella to continue providing a full suite of lobbying and strategic advisory services to the firms' clients, which include Comcast, Toyota, Embraer, General Dynamics, Grindr and the Japanese government. — 'We kind of realized that this is one of those cases where the whole will be greater than the sum of the parts, and that we could have some synergies and really help each other out if we merge together into one firm,' Nathan Daschle told PI. PPHC ACQUIRES BUSH'S FIRM: Public Policy Holding Company, a partnership of nearly a dozen D.C. and state lobbying, public affairs and strategic communications firms, is acquiring Pine Cove Capital, a Texas consultancy led by George P. Bush, the former state land commissioner and grandson of former President George H.W. Bush. Following completion of the acquisition, the firm will change its name to Pine Cove Strategies. — PPHC was set up in 2020 by D.C. lobbying firms Crossroads Strategies, Forbes Tate Partners and Alpine Group, public affairs shop Seven Letter and Boston-based O'Neill and Associates. — The partnership — under which the firms operate separately under their existing brands, but their members have an equity stake in the holding company — followed a period in which K Street shops were being snapped up by global media and PR conglomerates.
