DIG prisons lodges complaint against his own IG

Express Tribune14-05-2025

DIG Prisons, Muhammad Hassan Sahito has lodged a complaint with the provincial chief secretary against IG Prisons Kazi Nazeer Ahmed, accusing him of using abusive language through messages on officials WhatsApp group. Members of the group include Minister Prisons, Ali Hassan Zardari and all the DIGs, SSPs and SPs. Sahito has also blocked the cell number of the IG.
The Express Tribune has obtained the copy of the complaint while the DIG has also confirmed that he has submitted the complaint against the IG Prisons.
According to him, the IG Prisons sent 'abusive and offensive' messages twice in the group, first on May 1, and second on May 3. This led to shutting down of the WhatsApp group as the group admin was compelled to do it due to sensitivity of the situation.
The DIG claimed that after he blocked IG's number, the IG started sending direct messages to him and continued his 'abusive verbal assault'. Sahito mentioned in his complaint that he received such messages while he was with the family.
In his complaint the DIG Sahito has also expressed his apprehension that some senior prison officers might be 'provoking and manipulating' the IG Prisons against him. "The behaviour exhibited by the IG is not only unprofessional but also a blatant violation of ethical standard on part of such a high-ranking officer," he stated in his complaint.
The DIG has requested the chief secretary to conduct an impartial inquiry into the matter and take disciplinary action against the IG Prisons. According to him he has also informed about the matter to Provincial Minister for Prisons, Ali Hassan Zardari.
The Express Tribune tried to contact the IG Prisons, Kazi Nazeer Ahmed for his comment but he did not respond to multiple calls and WhatsApp message.
When contacted the Minister Prisons, Haji Ali Hassan Zardari termed the issue unwanted and said that he has also recommended an inquiry.

CTD foils Eid terror plot, arrests three RAW-linked terrorists

Listen to article Punjab's Counter Terrorism Department (CTD) on Friday said it foiled a major terror plot by arresting three terrorists in Faisalabad linked to India's intelligence agency, Research and Analysis Wing (RAW), Express News reported. According to a spokesperson for the CTD, the arrests were made during an intelligence-based operation conducted in Pathan Colony on Jhang Road. The terrorists were planning coordinated attacks in Lahore, Bahawalpur, Bahawalnagar, and Pakpattan during Eidul Azha. The spokesperson said the terrorists were affiliated with the proscribed group Fitna Al-Khawarij and had crossed the border illegally on multiple occasions to meet RAW operatives in Srinagar and Rajasthan. A cache of explosives, detonators, and firearms was recovered from their possession, the CTD said. The CTD maintained that the terrorists had finalised plans to target key sites during the Eid holidays. A case has been registered in Faisalabad, and further investigation is under way. The spokesperson said the arrests helped avert what could have been large-scale destruction during the festive period, adding that efforts were ongoing to trace additional members of the network.

Suthra Punjab neglects low-income areas

Like many projects of the Punjab government, the Suthra Punjab project too has been reserved for affluent areas. Despite the passage of four months, its scope could not be extended to the entire province, due to which the residents of low-income areas are still forced to dispose of garbage on their own. The Punjab government had launched the Suthra Punjab project for garbage collection and sanitation in the province four months ago however, the project is practically limited to advertisements, billboards and expenditures on the vehicles and uniforms of sweepers from the solid waste management companies. Till date, the sanitation system in the low-income areas of Lahore, including Wagah, Nishtar, Ravi, Samanabad, Data Ganj Bakhsh Town and other areas, remains deplorable. Except for a few posh areas of the city including Gulberg Town, Raiwind, Jati Umra and Adda Plot, garbage collection has not been started in downscale areas. Abdul Rahim, Muhammad Nasir, and Noman Naeem, three locals from Harbanspura, Nishtar Colony and Baghbanpura confirmed that more than four months had passed since the project had started -- however, the Suthra Punjab project team had still not visited their areas. 'Even today, we pay monthly charges to private garbage collectors. Although main roads in our areas are cleaned, there is no sanitation system in the streets, neighborhoods and small areas. The private garbage collector charges Rs200 to Rs500 per month from each household. We are not getting any benefit from this project, which appears operational only in government advertisements,' lamented the locals. According to information available to the Express Tribune, the outsourced Suthra Punjab program is a long-term project costing more than Rs190 billion. Under this project, garbage is to be collected from the doorsteps of citizens across all cities of Punjab. In this regard, the government has also implemented a garbage tax. However, in Lahore, despite a budget of Rs20 billion, door-to-door garbage collection has been initiated in residential areas from only 100 out of 274 union councils due to the unavailability of machinery, inattention of officers and other reasons. Moreover, the deadline for garbage collection across all 274 union councils, set for March 30th, could not be met either. According to Mian Sohail Hanif Bhandara, an urban planner, the government has started the Suthra Punjab project without an effective strategy hence more than four months have passed yet the results are yet to been seen. 'The garbage collection operation has been outsourced after dividing urban and rural areas. Due to this distinction, cleaning is done on a daily basis in a few areas, while some areas are cleaned weekly and others do not even have an effective sanitation system. If the government had started phase-wise work on the project, effective results would have been seen. Unless the solid waste companies, in collaboration with the municipality and corporation, formulate an effective plan for garbage collection, the Suthra Punjab project will not be fruitful,' assessed Bhandara. Chief Executive Officer Lahore Solid Waste Management Company (LWMC) Babar Sahib Deen claimed that on the instructions of Punjab Chief Minister Maryam Nawaz, the Suthra Punjab program was successfully underway to provide garbage collection services in rural areas as it is provided in cities. 'Several complaints have been received regarding non-collection of garbage in some areas of Lahore, and these complaints are being addressed,' said Deen.

'Outsiders' appointed to top prison posts following jailbreak

The Sindh government has started appointing officers from non-prison service groups to senior positions within the provincial prison system. This move comes in the wake of a major jailbreak at Malir District Jail, where more than 200 inmates escaped earlier this week. On Thursday, the Sindh government appointed Fida Hussain Mastoi, a Federal Police Service officer and current DIG of Traffic Police Hyderabad, as IG Prisons. This marks the first time an officer from outside the Prisons Service Group has been appointed to this role. The appointment follows the promulgation of an ordinance amending the Sindh Prisons and Correctional Services Act, 2019. Issued by Acting Governor Owais Qadir Shah, the ordinance allows officers from other federal and provincial services, including the Pakistan Administrative Service, Police Service of Pakistan, and the Provincial Management Service, to be appointed to senior prison posts such as IG Prisons, DIG Prisons, and Senior Superintendent of Jails. The revised law also grants the Provincial Minister for Prisons, Haji Ali Hassan Zardari, the authority to directly appoint Senior Superintendents of Jails in major facilities, including Karachi Central Jail. Previously, such appointments were made on the recommendation of the Home Department, which forwarded candidate summaries to the Chief Secretary for approval. Until now, only officers from the Prisons Service Group were eligible for top positions in the Sindh Prisons Department, in accordance with the 2019 Act. With this ordinance, that restriction has been lifted, and officers from other backgrounds, including Sindh Police, are now eligible for prison leadership roles. The timing of the ordinance has raised eyebrows, as it was issued just hours after the high-profile security breach at Malir Jail. In response to the escape, the Sindh government has dismissed IG Prisons Qazi Nazir and suspended DIG Prisons Muhammad Hassan Sehto, along with the superintendent, deputy superintendent, and several jail officials. Inmates sent on judicial remand An anti-terrorism court (ATC) on Thursday remanded 115 inmates to judicial custody in connection with the recent jailbreak at District Jail Malir. The prisoners were brought under heavy security to the Anti-Terrorism Complex located within Karachi Central Jail. During the hearing, the court strongly criticised police for submitting an incomplete remand report.
