'Outsiders' appointed to top prison posts following jailbreak
The Sindh government has started appointing officers from non-prison service groups to senior positions within the provincial prison system. This move comes in the wake of a major jailbreak at Malir District Jail, where more than 200 inmates escaped earlier this week.
On Thursday, the Sindh government appointed Fida Hussain Mastoi, a Federal Police Service officer and current DIG of Traffic Police Hyderabad, as IG Prisons. This marks the first time an officer from outside the Prisons Service Group has been appointed to this role.
The appointment follows the promulgation of an ordinance amending the Sindh Prisons and Correctional Services Act, 2019. Issued by Acting Governor Owais Qadir Shah, the ordinance allows officers from other federal and provincial services, including the Pakistan Administrative Service, Police Service of Pakistan, and the Provincial Management Service, to be appointed to senior prison posts such as IG Prisons, DIG Prisons, and Senior Superintendent of Jails.
The revised law also grants the Provincial Minister for Prisons, Haji Ali Hassan Zardari, the authority to directly appoint Senior Superintendents of Jails in major facilities, including Karachi Central Jail. Previously, such appointments were made on the recommendation of the Home Department, which forwarded candidate summaries to the Chief Secretary for approval.
Until now, only officers from the Prisons Service Group were eligible for top positions in the Sindh Prisons Department, in accordance with the 2019 Act. With this ordinance, that restriction has been lifted, and officers from other backgrounds, including Sindh Police, are now eligible for prison leadership roles.
The timing of the ordinance has raised eyebrows, as it was issued just hours after the high-profile security breach at Malir Jail. In response to the escape, the Sindh government has dismissed IG Prisons Qazi Nazir and suspended DIG Prisons Muhammad Hassan Sehto, along with the superintendent, deputy superintendent, and several jail officials.

An anti-terrorism court (ATC) on Thursday remanded 115 inmates to judicial custody in connection with the recent jailbreak at District Jail Malir.
The prisoners were brought under heavy security to the Anti-Terrorism Complex located within Karachi Central Jail.
During the hearing, the court strongly criticised police for submitting an incomplete remand report.

DIG prisons lodges complaint against his own IG
DIG Prisons, Muhammad Hassan Sahito has lodged a complaint with the provincial chief secretary against IG Prisons Kazi Nazeer Ahmed, accusing him of using abusive language through messages on officials WhatsApp group. Members of the group include Minister Prisons, Ali Hassan Zardari and all the DIGs, SSPs and SPs. Sahito has also blocked the cell number of the IG. The Express Tribune has obtained the copy of the complaint while the DIG has also confirmed that he has submitted the complaint against the IG Prisons. According to him, the IG Prisons sent 'abusive and offensive' messages twice in the group, first on May 1, and second on May 3. This led to shutting down of the WhatsApp group as the group admin was compelled to do it due to sensitivity of the situation. The DIG claimed that after he blocked IG's number, the IG started sending direct messages to him and continued his 'abusive verbal assault'. Sahito mentioned in his complaint that he received such messages while he was with the family. In his complaint the DIG Sahito has also expressed his apprehension that some senior prison officers might be 'provoking and manipulating' the IG Prisons against him. "The behaviour exhibited by the IG is not only unprofessional but also a blatant violation of ethical standard on part of such a high-ranking officer," he stated in his complaint. The DIG has requested the chief secretary to conduct an impartial inquiry into the matter and take disciplinary action against the IG Prisons. According to him he has also informed about the matter to Provincial Minister for Prisons, Ali Hassan Zardari. The Express Tribune tried to contact the IG Prisons, Kazi Nazeer Ahmed for his comment but he did not respond to multiple calls and WhatsApp message. When contacted the Minister Prisons, Haji Ali Hassan Zardari termed the issue unwanted and said that he has also recommended an inquiry.

Omar Ayub demands dismissal of IG Punjab, IG jail, interior secretary over illegal detention
Pakistan Tehreek-e-Insaf (PTI) leader and opposition leader in the National Assembly, Omar Ayub, called for the immediate removal of the Punjab Inspector General (IG) of Police, the IG of Prisons, and the interior secretary over what he described as unlawful actions during his detention. The incident took place while Ayub and other PTI leaders were attempting to meet with the party's founder, Imran Khan, at the jail in accordance with a court order. Speaking at a press conference in the Khyber-Pakhtunkhwa (K-P) House alongside other PTI leaders in Islamabad, Ayub stated, "We came straight from Adiala Jail, where we went to meet the founder chairman as per the judicial orders." He explained that they arrived at the jail gates at 2 pm, but were subjected to long delays, with jail officials making them wait for six hours. "We asked for a clear answer, yes or no, about the meeting, but were kept waiting." Ayub further detailed how, while waiting, police officers forcibly grabbed Ahmad Khan Bacher's arm, and vehicles displaying Pakistan's flag, including those of Ayub and fellow PTI leader Shibli Faraz, were blocked. The drivers were forcibly removed from the vehicles, and the cars were then locked inside the checkpoint. The PTI leader accused the police of unlawful detentions, stating, "Our vehicles were locked inside, and the police said they had orders to arrest us." He added that they would file a petition for a case against the officers involved and called for the dismissal of Punjab's IG Police, IG Prisons, and the interior secretary. He vowed to bring the matter to Parliament and write to the Chief Justice of Pakistan for further action. Opposition leader in the Senate, Shibli Faraz, condemned the actions, stating, "This is not just an assault on us; it's an insult to the Constitution of Pakistan." He emphasised that the PTI members were forcibly removed from their vehicles without explanation and added, "We were dragged out, and our vehicles with the Pakistani flag were taken inside. It is deeply distressing." Earlier today, PTI top leadership were released after being briefly detained by the Punjab Police outside Adiala Jail over violation of Section 144. Several leaders, including Chairman Sahibzada Hamid Raza, were arrested by Punjab Police when they attempted to meet incarcerated former prime minister Imran Khan at Adiala Jail.
