Kohapur: Chief minister
Devendra Fadnavis
and his wife, Amruta, along with Kailas Damu Ugle and his wife, Kalpana, a warkari couple from Jategaon in Nashik district, performed the Mahapuja of Lord Vitthal and Rukhmini at the Pandharpur temple on Ashadhi Ekadashi early on Sunday.
According to a longstanding tradition, a selected warkari couple is given the opportunity to receive darshan and perform Mahapuja rituals alongside the chief minister on Ashadhi Ekadashi. This year, the Ugles were chosen. The warkari couple received a free state transport pass for a year from Fadnavis. More than 20 lakh warkaris, a pilgrim sect, had reached the temple town for Ashadi Ekadashi.
After the Mahapuja, Fadnavis said he prayed for the welfare of farmers.
When questioned about reports of left-wing extremists infiltrating the annual wari (pilgrimage), Fadnavis said participating in the wari with a wrong agenda is inappropriate. "I prayed to Lord Vitthal to help farmers achieve a bountiful yield and ensure their welfare. Also, I sought strength and righteousness to work for the development of the state," the CM said.
"People participate in the wari with only one thought in mind, which is to meet Vitthal and get his darshan.
If someone participates with a wrong agenda, it is wrong," he added.
Fadnavis was responding to allegations by a Mahayuti MLC that left extremist-minded people and atheists have infiltrated the wari. Recently, a right-wing group demanded the cessation of the "sarkarikaran" of temples. Fadnavis said the existing law for temple management cannot be called "sarkarikaran".
Regarding opposition to the Pandharpur temple corridor plan, the CM said, "The administration has extensively held talks with local shop operators and residents of Pandharpur town.
In no way will the plan be taken forward without consultation with the locals. Nobody's livelihood will be destroyed."
Fadnavis commended the administration's efforts to reduce darshan time by five hours and ensure a nirmal wari by thoroughly cleaning the town. Typically, it takes approximately 12-16 hours for warkaris to receive darshan. This time, the administration employed AI-enabled cameras to monitor turnout and anticipated more than 23 lakh attendees during Ashadhi Ekadashi and the following day.

Govt mulling lowering juvenile age in narcotic cases as minors being used for drug peddling: Fadnavis

Chief Minister Devendra Fadnavis on Monday said the state government is examining the possibility of lowering the age of juveniles from 18 to 16 in drug-related offences in a bid to curb the increasing use of minors by drug trafficking networks. 'It is true that minors are being used for this (drug peddling). We are working on two things—we are checking whether the definition of age limit of juveniles can be changed in such cases (of drug peddling) and can we lower the age by two years, on the lines of rape cases, (where the minor accused persons' age limit as a juvenile has been reduced from 18 to 16 and now they can be prosecuted as a major),' Fadnavis said, while replying to a calling attention motion in the Assembly. He further said the government is also exploring the legal and investigative means to establish direct links between adult peddlers and the minors they use to prosecute both of them. 'We are working on whether we can pinpoint the person who is using the minors, by tracing and establishing a link between them,' he said. An official from the Anti-Narcotics Cell of the Mumbai Police said that in the past they found several cases in which minors have been used to supply narcotics. 'The simple logic behind this is that even if minors are caught, they cannot be sent to prison and are sent to an observation home from where they are released on bail and again used in the drug trade. The maximum punishment too is much lesser as compared to adults and the police cannot apply force on minors making them the perfect choice for being used in the drugs trade. Hence it is a step in the right direction to reduce the age of juveniles so that they do not get advantage of being underage,' the official said. The issue was raised in the House by Shiv Sena MLA Vilas Bhumare, who highlighted the worsening drug situation in Chhatrapati Sambhajinagar, saying several areas in the city have turned into open markets for narcotics. Bhumare also referred to a recent case where a mother approached the Damini Squad to help rescue her daughter from drug addiction, allegedly enabled by a local peddling network. He also questioned the reported celebration involving a 'non-veg party' following a drug-related arrest in the jurisdiction of Waluj police station, calling it 'shocking' and demanding an inquiry. Shiv Sena UBT MLA Varun Sardesai raised concerns over the misuse of legal protections meant for minors and questioned whether the government planned any legal changes to address this gap. He also alleged selective enforcement in certain areas, such as Behrampada in Mumbai, and sought action against international drug rackets. In response, Fadnavis said the state is preparing to invoke the Maharashtra Control of Organised Crime Act (MCOCA) against repeat drug offenders. A bill to that effect has already been passed by the legislature. He also raised concern over the increasing involvement of foreign nationals, particularly Nigerian citizens, in the drug trade. While laws permit deportation, many accused reportedly commit petty offences to evade removal from the country. 'There is a provision for deportation, but many deliberately commit minor offences to avoid it. The Centre has been asked to pardon such minor offences so that deportation can take place,' Fadnavis said. Meanwhile, in another a reply to calling attention notice, Fadnavis, who heads the energy department, announced the government has approved a scheme to provide free electricity to households consuming up to 100 units through rooftop solar panel installations. 'Subsidy will be given to set up rooftop solar panels, which will ensure zero electricity bills for small domestic consumers,' he said.

Maharashtra plans to reduce age of juvenile offenders in drug cases to 16: CM Devendra Fadnavis

The Maharashtra government is mulling lowering the legal age for defining 'juvenile' in drug-related cases to 16, Chief Minister Devendra Fadnavis said on Monday and noted minors are being increasingly used for narcotics peddling to exploit legal loopholes. Maharashtra Chief Minister Devendra Fadnavis said minors are being increasingly used for drug peddling to exploit legal loopholes.(File/ANI) The state government will amend relevant laws to plug legal loopholes and prevent minors from getting into drug peddling, Fadnavis, who holds the home portfolio, told the assembly. Replying to debate on a calling attention notice, Fadnavis noted the government has already decided to invoke the stringent Maharashtra Control of Organised Crime Act (MCOCA) against repeat drug traffickers. Fadnavis said minors are being increasingly used for drug peddling to exploit legal loopholes. "The age bar for juveniles (in drug trafficking cases) will be reduced to 16 years (from 18 now) and habitual offenders will be booked under the MCOCA," he told the House. The state legislature has passed a bill for bringing drug peddlers and narcotics crimes under the purview of the MCOCA. The Chief Minister raised concern over the involvement of foreign nationals, particularly Nigerian citizens, in the drug trade. "Although there is a provision (in law) to deport such individuals, many deliberately commit minor offences to avoid deportation. The Centre has been asked to pardon such minor offences so that deportation (of foreign nationals) can take place," he said. In a reply to another calling attention notice, Fadnavis, who heads the energy department, announced the government has approved a scheme to provide free electricity to households consuming up to 100 units through rooftop solar panel installations. "Subsidy will be given to set up rooftop solar panels, which will ensure zero electricity bills for small domestic consumers," he said. Meanwhile, Forest Minister Ganesh Naik informed the lower house that construction activities leading to destruction of mangroves will be stopped and permissions given to developers/contractors for such projects will be reviewed. He was responding to a calling attention notice submitted by MLA Bhaskar Jadhav (Shiv Sena-UBT) with supplementary questions raised by another legislator Sanjay Kelkar (BJP). Referring to alleged mangrove destruction at Rustomjee Urbania, an upscale residential project in adjoining Thane city, Naik said a report in this regard was sought from the Maharashtra Coastal Zone Management Authority (MCZMA) in 2023, but no action was taken for two years. "A high-level inquiry will be conducted within three months, and strict action will be taken against erring officials and developers. Hefty penalties will also be imposed on violators," he assured the assembly.

Maha govt to invoke MCOCA against drug dealers and peddlers: CM

Mumbai: Chief Minister Devendra Fadnavis on Monday announced in the state Assembly that the government will invoke the provisions of the Maharashtra Control of Organised Crime Act (MOCCA) against drug dealers and peddlers who, despite repeated arrests in drug trafficking cases, are released on bail. He was replying to a calling attention motion moved by a member in this regard. Fadnavis said currently it is not possible to impose MCOCA in all crimes related to drug trafficking due to the limitations of the Narcotic Drugs and Psychotropic Substances Act. However, the Assembly has given its consent for the amendment, and the state council is expected to pass the same in one or two days. After that, strict action can be taken under MCOCA against those who repeatedly engage in the business of selling drugs. He said invoking the MCOCA against drug peddlers would help curb increasing smuggling and drug abuse. 'An anti-narcotics campaign is underway in Chhatrapati Sambhajinagar, and a large-scale crackdown against encroachment is underway in Chhatrapati Sambhajinagar. Anti-narcotics units have been set up in every police station. Through this, activities have been accelerated, especially the school outreach campaign is being implemented on a large scale,' he said. According to the Chief Minister, last year, 379 to 389 schools in Chhatrapati Sambhajinagar were visited, and anti-drug awareness was created through 257 workshops. To a question by member Varun Sardesai, the Chief Minister said that crackdowns will be carried out in sensitive areas like Behram Pada. 'Foreign nationals come here, commit crimes and stay until the verdict is announced; their action is delayed. Discussions are underway with the central government in this regard, and an effective system is being prepared so that cases of minor crimes can be taken back and the accused can be ' deported ' after immediate reporting,' he added. Chief Minister Fadnavis said that in drug trafficking cases, the accused often pretend to be underage. To prevent this misuse, a special campaign against drug smugglers, a drug-free campaign, is underway in the state. The narco coordination mechanism has been restructured, and an anti-drug task force has been set up. Separate anti-narcotics cells have been set up in all police units to curb the trade and spread of drugs in the state, he said. The state government on July 9 tabled a bill in the legislative assembly to amend the Maharashtra Control of Organised Crime Act (MCOCA), 1999, bringing drug peddlers dealing with commercial quantities of banned narcotic substances under its ambit. It was passed by the state assembly. The law is being amended as provisions in the existing Narcotic Drugs and Psychotropic Substances (NDPS) Act are insufficient to deal with the menace of commercial drug peddling, said sources in the home department. The amendment enables police to book drug dealers and peddlers under the MCOCA for stricter punishments.
