PBF urges PM to address artificial control of exchange rate

KARACHI: The Pakistan Business Forum (PBF) has strongly urged the Prime Minister Shehbaz Sharif to address the artificial control of the exchange rate, asserting that the current dollar rate is being kept artificially high. Economic indicators suggested that the fair value of the dollar should be around PKR 260.
PBF Chief Organiser, Ahmad Jawad called on the Prime Minister Shehbaz Sharif to take immediate notice of this situation. 'A correction of even PKR 20 in the rupee's value could significantly reduce both public debt and inflation,' Jawad stated. He emphasized that historically, Pakistan has failed to restore the rupee after depreciation, creating long-term instability.
Even the Current Account Surplus ('CAS') of $2,106 million during the Jul-June period of FY25, compared to a Current Account Deficit of $2,072 million in the same period of FY24.
The Forum noted that the current exchange rate of PKR 283 per dollar is unsustainable for the economy. Meaningful economic relief, they stressed, can only be achieved if the rupee is stabilized.
Jawad also pointed out that inflation has dropped to 4% and the Consumer Price Index (CPI) is down to 3%, making the current interest rate of 11% unjustifiable. PBF has urged that the upcoming monetary policy, scheduled for July 30, should bring the interest rate down to at least 9%.
The Forum also revealed that the government is paying 11% interest on domestic debt totalling PKR 50 trillion; 5–6% higher than the current inflation rate. This discrepancy imposes an annual burden of approximately PKR 3 trillion on the national exchequer, which could otherwise be used for public welfare and infrastructure development. Lower interest rates would also boost Pakistan's export potential in global markets, the Forum stated. The IMF itself recommends that interest rates be kept closer to the prevailing inflation rate.
PBF further stressed the need to diversify Pakistan's export base beyond textiles, advocating for the exploration of new industries and markets. Additionally, the Forum urged the State Bank of Pakistan to ensure access to credit for the business community in Balochistan in the upcoming monetary policy.
Jawad concluded by expressing concern over the growing frustration among the business community, citing a lack of attention to the challenges faced by productive sectors. He expressed hope that the Monetary Policy Committee will adopt a growth-friendly and pragmatic approach in its meeting on July 30th.

The scheme is being developed with the collaboration of the State Bank and the Bank Association. It will offer a subsidy of PKR 50,000 for each electric bike and rickshaw. The scheme will be available to individuals aged 18 to 65 years. The remaining amount, over PKR 200,000, will be payable in installments. According to sources, 17 companies have successfully obtained licenses to manufacture electric bikes under the scheme. The policy aims to have 30% of vehicles in the country be electric by 2030. To ensure the success of the EV policy, the government will provide subsidies worth PKR 100 billion over the next five years. The breakdown of this subsidy includes PKR 9 billion for the current fiscal year, PKR 19 billion for 2027, PKR 24 billion for 2028, and over PKR 26 billion for 2029. For 2030, approximately PKR 23 billion will be allocated. By 2030, the policy targets the production of 2.213 million electric vehicles. The goal for 2040 is to have 90% of vehicles be electric, with the target for a fully zero-emission vehicle fleet set for 2060. The promotion of electric vehicles is expected to reduce the cost of imported fuel and eliminate environmental pollution caused by traditional vehicles.

LAHORE: As Pakistan navigates a delicate economic recovery, the Pakistan China Joint Chamber of Commerce and Industry (PCJCCI) strongly urge the State Bank of Pakistan (SBP) to reduce the benchmark interest rate from the current 11% to 6% in its upcoming Monetary Policy announcement on July 30, 2025. Nazir Hussain, President Pakistan China Joint Chamber of Commerce and Industry (PCJCCI) stated that with core economic indicators showing clear signs of stabilization including a significant drop in inflation and a subdued Consumer Price Index (CPI), PCJCCI believes the time is ripe for a more accommodative monetary stance to unlock the country's full economic potential. He added that Pakistan's macroeconomic conditions now justify a bold policy shift; Headline inflation has fallen to 4%, indicating improved price stability, CPI growth stands at just 0.3%, one of the lowest in recent years, meanwhile, the real interest rate is excessively positive, stifling borrowing, spending, and investment. Brig Mansoor Saeed Sheikh (Retd), Senior Vice President PCJCCI said that a policy rate of 11% in a 4% inflation environment reflects an overly conservative posture that is dampening industrial sentiment. This mismatch between inflation and interest rates is hurting Pakistan's ability to stimulate investment, create jobs, and foster industrial growth. He emphasized that a cut to 6% would trigger wide-ranging economic benefits, particularly for industries, SMEs, and foreign investors. Key sectors, textiles, agriculture, construction, and manufacturing are struggling under the burden of high borrowing costs. Lower rates would; revive industrial capacity utilization, currently at historical lows, enable SMEs to access credit and expand operations, restore investor confidence in the domestic business. LAHORE: Renowned tax expert Ashfaq Yousuf Tola said on Monday the value of PKR is 259.6/USD after adjusting the 'Current Account Balance' (CAB) of the FY25. He said the rupee value has been kept artificially undervalued at PKR 283.8/USD, as the present value of PKR would have been 259.6/USD. Tola said the first scenario provided PKR valuation as of June 30, 2024 and the second scenario illustrated the valuation of PKR based on the actual CAD, i.e. $665 million in FY24. The third scenario provided the PKR value based on the government's CAD projection of 0.9% of GDP of FY 25; while the last scenario calculates the PKR value based on the adjusted CA projection of the government adjusted for the whole FY25. A 10-rupee depreciation results in a 2% increase in inflation, and vice versa, he explained. Tola said stabilisation can be achieved by controlling the CAD, and not by IMF recipe. The higher the CAD is, the higher the PKR value will be, and vice versa. A 10-rupee devaluation results in a 2% increase in inflation. According to him, the real PKR current value of 233 shall keep low inflation, low interest rate, and more fiscal. Likely scenarios depict the real worth of PKR, focusing on impact of CAD, imports, exports, and remittances, he added. Tola pointed out that fixing the economy in upcoming FY26 requires a recipe that may contain several ingredients in order to achieve sustainable economic growth. First and foremost, the economic growth should be export-led, unlike the recent past, i.e. FY22 when the economic growth was Import-oriented. As a consequence of the import-led growth in FY 2022, Pakistan spiralled into external and fiscal imbalances. Therefore, Pakistan had the highest inflation and an economic nosedive in FY23. He recalled these decisions made the cost of living miserable due to elevated inflation. To ensure sustainable growth, he stressed, it is imperative to pursue export-led growth, which has three vectors; (i) the agricultural sector; (i) the manufacturing sector; and (ii) the IT industry. Along with this, said Tola, public financial management has an important role to play. It involves expenditure control and revenue enhancement. Fiscal management has a big role in this course correction. Thereby, the policies should be designed in such a way that leads toward Growth with stability. Pakistan's economic outlook reflects cautious optimism, as inflation experienced a hike in June 2025, from 0.3% in April 2025 to 3.2% in June 2025. Moreover, the inflation outlook remains vulnerable to several risks, including additional fiscal measures to address revenue shortfalls, a potential resurgence in food inflation, increment in petroleum levy and rising global commodity prices. Despite these challenges and the anticipated phasing out of the favourable base effect, the Monetary Policy Committee assessed that the current monetary policy stance is appropriate for stabilising inflation within the target range.
