Japan says $550 billion package in trade deal could finance Taiwanese chipmaker in US

TOKYO: Japan's $550 billion investment package agreed in this week's U.S. tariff deal could help finance a Taiwanese firm building semiconductor plants in the U.S., Japan's top trade negotiator Ryosei Akazawa said on Saturday.
Japan agreed to the sweeping U.S.-bound investment initiative, which includes equity, loans and guarantees, in exchange for lower tariffs on its exports to the U.S.
However, the structure of the scheme remains unclear.
"Japan, the United States, and like-minded countries are working together to build supply chains in sectors critical to
economic security
," Akazawa told public broadcaster NHK.
To that end, he said projects eligible for financing under the package are not limited to U.S. or Japanese firms.
"For example, if a
Taiwanese chipmaker
builds a plant in the U.S. and uses Japanese components or tailors its products to meet Japanese needs, that's fine too," he said, without specifying companies.
The U.S. is significantly reliant on Taiwan's
TSMC
for advanced chip manufacturing, raising economic security concerns due to geographic proximity to China.
TSMC announced plans for a $100 billion U.S. investment with U.S. President Donald Trump at the White House in March, on top of $65 billion pledged for three plants in the state of Arizona, one of which is up and running.
Japan will use state-owned Japan Bank for International Cooperation (JBIC) and Nippon Export and Investment Insurance (NEXI) for the investments. A recent law revision has enabled JBIC to finance foreign companies deemed critical to Japan's supply chains.
Akazawa told NHK that equity investment would account for just about 1-2% of the $550 billion, suggesting that the bulk will come in the form of loans and guarantees.
When asked about the White House statement that the U.S. would retain 90% of the profits from the package, he clarified that the figure refers only to returns on equity investment, which would represent a small fraction of the total.
While Japan initially hoped to secure half of the returns, a loss from the concession on the profit-sharing would be marginal compared to the roughly 10 trillion yen ($67.72 billion) in tariff costs that could be avoided under the deal, he said.
He added that Japan aims to deploy the $550 billion investments during Trump's current term.

Indian miner IREL seeks Japan, South Korea partnerships for rare earth magnet production

New Delhi: India's state-owned miner IREL is seeking to collaborate with Japanese and South Korean companies to start commercial production of rare earth magnets, a source familiar with the matter said, as part of efforts to reduce reliance on China. The company is looking at both Japan and South Korea for rare earth processing technology, potentially through government-to-government channels, the source said, declining to be named as the discussions are not public. The miner aims to formalise talks with other countries on rare earth mining and technology partnerships and plans to seek IREL board approval for commercial magnet production this year, the source said. IREL and the Department of Atomic Energy, which oversees the company, did not respond to requests for comment. India currently lacks commercial-scale facilities to refine and separate the full range of rare earth elements to high-purity levels. China, which controls the bulk of global rare earth mining, suspended exports of a wide range of rare earths and related magnets in April, upending the supply chains central to automakers, aerospace manufacturers, and semiconductor companies among others that use them. IREL has also approached Toyotsu Rare Earths India, a unit of Japanese trading house Toyota Tsusho, to seek help in reaching out to companies in Japan for processing of rare earth materials, the source said. The source said IREL had an initial meeting with Toyotsu to explore whether it could engage Japanese magnet manufacturers, with one proposal involving the possibility of a Japanese company setting up a plant in India. Toyota Tsusho and Toyotsu Rare Earths India did not immediately comment. Japan's Ministry of Economy, Trade and Industry, in charge of rare earths, did not immediately respond to a Reuters email seeking comment. In June, Reuters reported that India asked IREL to suspend a 13-year-old rare earth export agreement with Japan to conserve domestic supplies. IREL is prepared to supply rare earth element neodymium oxide to a technology partner, who would then produce the magnets and send them back to India, the source said. The state miner currently has the capacity to produce 400-500 metric tons of neodymium annually, the source said, noting that output could increase depending on the terms of the collaboration. IREL also plans to expand domestic rare earth mining and processing. In India, rare earth mining is restricted to IREL, which supplies the Department of Atomic Energy with materials for nuclear power and defence-related applications. The company is also exploring potential rare earth mining opportunities in Argentina, Australia, Malawi and Myanmar, the source said.

World shares mixed ahead of meeting between Trump, Putin

Agency: PTI Last Updated: Manila, Aug 14 (AP) World shares were mixed Thursday ahead of a key meeting between US President Donald Trump and Russian President Vladimir Putin at the week's end. Bitcoin briefly rose more than 3% to a new record of over $123,000, according to CoinDesk. It later fell back below $122,000. The future for the S&P 500 was unchanged, while that for the Dow Jones Industrial Average edged 0.1% higher. Later Thursday, a report will show how bad US inflation was at the wholesale level across the United States. Economists expect it to show inflation ticked up to 2.4% in July from 2.3% in June. In early European trading, Britain's FTSE 100 was flat at 9,165.01 after the government reported that the UK economy grew at a faster than expected 1.2% annual pace in the last quarter. In quarterly terms, the economy grew 0.3%, slowing from a 0.7% expansion in January-March. Germany's DAX rose 0.5% to 24,296.02. In Paris, the CAC 40 added 0.4% to 7,832.60. Europe is bracing for Trump's encounter with Putin, though the US president has said he will prioritise trying to achieve a ceasefire in Ukraine when he meets with Putin on Friday in Anchorage. The Trump-Putin meeting could have major implications for energy markets, potentially leading to an easing of sanctions against Moscow, or an escalation if no progress is made on ending the war in Ukraine. Early Thursday, US benchmark crude rose 28 cents to $62.93 per barrel. Brent crude, the international standard, added 32 cents to $65.95 per barrel. During Asian trading, Tokyo's Nikkei 225 fell nearly 1.5% to 42,649.26 as investors sold to lock in recent gains that have taken the benchmark to all-time records. The Japanese yen rose against the dollar after US Treasury Secretary Scott Bessent said in an interview with Bloomberg that Japan was 'behind the curve" in monetary tightening. He was referring to the slow pace of increases in Japan's near-zero interest rates. Low interest rates tend to make the yen weaker against the dollar, giving Japanese exporters a cost advantage in overseas sales. The dollar fell to 146.50 Japanese yen Thursday, down from 147.39 yen. The euro slid to $1.1681 from $1.1705. In Chinese markets, Hong Kong's Hang Seng index shed 0.4% to 25,519.32, while the Shanghai composite index slid 0.5% to 3,666.44. South Korea's Kospi rose less than 0.1% to 3,225.66. In Australia, the S&P ASX 200 index added 0.5% to 8,873.80. Taiwan's Taiex fell 0.5% and India's Sensex edged 0.2% higher. On Wednesday, US stocks ticked higher, extending a global rally fuelled by hopes the Federal Reserve will cut US interest rates. The S&P 500 rose 0.3% and the Dow climbed 1%. The Nasdaq composite added 0.1%. Treasury yields eased in the bond market in anticipation that the Fed will cut its main interest rate for the first time this year at its next meeting in September. Lower rates can boost investment prices and the economy by making it cheaper for US households and businesses to borrow to buy houses, cars or equipment, though they risk worsening inflation. Trump has angrily been calling for cuts to help the economy, often insulting the Fed Chair Jerome Powell while doing so. But the Fed has hesitated, worried that Trump's sweeping higher tariffs could make inflation much worse. Fed officials have said they want to see more fresh data about inflation before moving.
