SHRC directs Karnataka govt. to hold a comprehensive survey of Devadasis in State

In a significant move, the State Human Rights Commission (SHRC) has directed the Karnataka government to hold a comprehensive survey of Devadasis in Karnataka to ascertain their exact number in the State, within the next four months.
Earlier surveys
While earlier surveys in 1993-1994 and 2007-2008 had put the number of Devadasis in Karnataka at 22,873 and 46,660 respectively, the commission has noted that there is a need to ascertain exact number of Devadasis in the State for issuing necessary recommendations, and take steps to eradicate the system completely.
In its order dated June 23, the commission has said that the survey has to be conducted by the Women and Child Development Department to identify the number of Devadasis, and to submit district-wise report before October 24, 2025.
'The survey should also count their family members. The district level and state level survey committees should have representation of Devadasis and their families,' said R.V. Chandrashekar, a researcher at National Law School of India University (NLSIU), welcoming the decision.
Families not covered
He said that the previous two surveys had not covered the families, and they had also left out a large number of Devadasis. 'First survey considered only those born 10 years before 1982 and the second survey considered those born before 1982. There should be no condition on age limit in this survey. Devadasis under all age groups should be surveyed. We believe that many have been initiated as Devadasis even after its ban was implemented in 1982,' said Mr. Chandrashekar. He was the petitioner before the SHRC that had also taken up the Devadasi issue suo-motu.
The Devadasi system in Karnataka has been prevalent historically, in which women were dedicated to temples mostly as musicians and dancers, but had turned exploitative over time. The erstwhile Maharajas of Mysore were among the earliest to ban the practice in 1907-1908, and the State government banned it in 1982 through the Karnataka Devadasis (Prohibition of Dedication) Act, 1982. Currently, Devadasis are found in 14 districts of Kittur Karnataka and Kalyana Karnataka regions, often living in poverty and facing stigma.
According to Mr. Chandrashekar, the effort to uplift Devadasis should not have a piecemeal approach. 'A one-time comprehensive rehabilitation has the potential to eradicate the evil completely,' he argued. He said their study showed that between 1990 and 2024, about 24,284 Devadasi women had received benefits. 'Of the total 46,600 Devadasis identified in the 2007 survey, 22,376 Devadasis have not received any relief. There is no information on those who have died.'

Earlier, the high court had issued notice to the NIA only on the aspect of delay of around 1,100 days in filing the plea challenging framing of charges against him. Rashid's plea challenging a trial court's order asking to bear travel expenses of ₹1.44 lakh per day for attending the session in custody between July 24 and August 4, and seeking interim bail was listed before the bench Thursday. The division bench was of the view that these two pleas be heard by the same bench which had previously heard a similar plea filed by him during the Budget session. The court said the pleas be listed before a division bench comprising Justice Anup Jairam Bhambhani, subject to the orders of the division bench. On March 25, a division bench of Justices Chandra Dhari Singh and Justice Bhambhani had asked Rashid to deposit ₹four lakh with the prison authorities as travel expenses for taking him to Parliament to attend the Budget session "in-custody". Rashid has been lodged in Tihar jail since 2019 after he was arrested by the NIA under the Unlawful Activities (Prevention) Act in the 2017 terror funding case. On March 21, the trial court dismissed Rashid's second regular bail application. In the appeal against the decision, the J-K MP said he has already spent over five years in custody and the delay in trial, which was unlikely to be concluded soon, entitled him to be released on bail. The bail plea also contended that the allegations against him were baseless as he was never involved in secessionist and terrorist activities. 'The appellant is a mainstream political leader of J&K having been elected twice as an MLA and recently as an MP. Due to his passionate engagement in mainstream politics, he became a potential target for those who preached separatist ideologies including militant outfits, labelling him as a traitor,' the pleas submitted. 'A mere political comment made on the hanging of Afzal Guru showing disapprobation of the measures of the government or criticising a judgement of the Courts cannot be construed to mean as an association with terrorists much less any association which has a nexus with the commission of any unlawful or terrorist activity,' it submitted. Rashid also sought bail to enable him to attend the Lok Sabha sessions, saying his presence was imperative as he represented 45 per cent of the Kashmir valley and had been 'assigned the role to act as a bridge between Parliament and the people of his constituency'. The Baramulla MP, who defeated Omar Abdullah in the 2024 Lok Sabha polls, is facing trial in a terror funding case with allegations that he funded separatists and terror groups in Jammu and Kashmir. According to the NIA's FIR, Rashid's name cropped up during the interrogation of businessman and co-accused Zahoor Watali. After being chargesheeted in October 2019, a special NIA court framed charges against Rashid and others in March 2022 under Sections 120B (criminal conspiracy), 121 (waging war against the government), and 124A (sedition) of IPC and for offences relating to terrorist acts and terror funding under UAPA.

AIMIM president Asaduddin Owaisi has termed as 'disappointing' the verdict of the NIA court, acquitting all accused in the Malegaon blast case, and wanted to know if the Centre and Maharashtra government will seek a stay as they did in the Mumbai train blasts case. In a post on the social media platform 'X', the Hyderabad MP stated that a shoddy investigation led to the acquittal of the accused in the Malegaon blast case. 'The Malegaon blast case verdict is disappointing. Six namazis were killed in the blast and nearly 100 were injured. They were targeted for their religion. A deliberately shoddy investigation/prosecution is responsible for the acquittal,' said Owaisi. '17 years after the blast, the Court has acquitted all of the accused for lack of evidence. Will the Modi & Fadnavis governments appeal the judgement the way they swiftly demanded stay in the Mumbai train blasts acquittals? Will Maharashtra's 'secular' political parties demand accountability? Who killed the 6 people?' asked the MP. He recalled that in 2016, the then prosecutor in the case, Rohini Salian, went on record to say that NIA had asked her to 'go soft' on the accused. 'Remember, in 2017, NIA had tried to get Sadhvi Pragya acquitted. The same person would go on to be a BJP MP in 2019.' Owaisi also mentioned Hemant Karkare, former chief of the Mumbai Anti-Terrorism Squad. 'Karkare had uncovered the conspiracy in Malegaon & was unfortunately killed by Pakistani terrorists in the 26/11 attacks. The BJP MP went on record saying that she had cursed him and his death was a consequence of his curse,' wrote Owaisi. The MP wanted to know if NIA/ATS officers should be held accountable for their faulty investigation. 'I think we know the answer. This is the 'tough on terror' Modi government. Earlier, in the day, in a significant judgment, a special National Investigation Agency (NIA) court acquitted all seven accused in the 2008 Malegaon blast case, including former BJP MP Sadhvi Pragya Singh Thakur and Lt Colonel Prasad Shrikant Purohit. The court dropped all charges against the accused under the Unlawful Activities (Prevention) Act (UAPA), Arms Act, and the Indian Penal Code (IPC), citing a lack of sufficient evidence.

NEW DELHI: Ex-BJP MP Pragya Singh Thakur on Thursday said her acquittal by court not just a win for her but for every 'Bhagwa'. I was living a sage's life, but I was made and an accused, and no one was willingly standing beside us. I am alive because I am a Sanyasi," Pragya Singh Thakur told court. "They defamed Bhagwa through a conspiracy. Today, Bhagwa has won, and Hindutva has won, and God will punish those who are guilty. However, those who defamed India and Bhagwa have not been proved wrong by you," she added. The NIA special court in Mumbai delivered its verdict on Thursday, acquitting all seven accused in the 2008 Malegaon blasts case. The court concluded that the prosecution failed to establish the case beyond a reasonable doubt, leading to the acquittal of the accused, including Pragya Singh Thakur, Major (retired) Ramesh Upadhyay, Sudhakar Chaturvedi, Ajay Rahirkar, Sudhankar Dhar Dwivedi (Shankaracharya), and Sameer Kulkarni. The court also ordered Maharashtra government to provide compensation to the victims' families, awarding Rs 2 lakh to the families of the deceased and Rs 50,000 to those injured in the blasts. Throughout the trial, the court examined 323 prosecution witnesses and 8 defense witnesses before reaching its verdict. The accused were acquitted of all charges under the Unlawful Activities (Prevention) Act, the Arms Act, and other related charges. Tired of too many ads? go ad free now Judge Abhay Lohati noted, "Prosecution proved that a blast occurred in Malegaon but failed to prove that bomb was placed in that motorcycle". The court also pointed out discrepancies in the medical records, stating, "Court has come to a conclusion that injured people were not 101 but 95 only and there was manipulation. In some medical certificates." The court found no evidence of explosives being stored or assembled at the residence of Prasad Purohit, another accused in the case. "No sketch of spot was done by the investigation officer while doing panchnama. No finger print , dump data or anything else was collected for the spot. The samples were contaminated so reports can't be conclusive and relied upon," the court said. The case dates back to September 29, 2008, when an explosive device strapped to a motorcycle detonated near a mosque in Malegaon City's Bhikku Chowk, resulting in the deaths of six people and injuring 95 others.
