New Delhi:
Dog lovers and lawyers got involved in a physical fight right outside the Supreme Court over its order to relocate stray dogs from residential localities to shelter homes. In a video, a lawyer can be seen pulling a civilian and thrashing the man. The lawyer, visibly fuming with anger, hits the man twice before people intervene and try to mediate.
The video of the fight, which has now gone viral, is said to be from August 11, the day the Supreme Court pronounced the order.
In the video, people can be heard screaming and abusing the lawyers.

On Monday, the Supreme Court ordered civic authorities in the Delhi NCR region, covering Noida, Ghaziabad and Gurugram, to immediately build dog shelters, move stray dogs and update the court. These shelters, the court said, must have professionals who can tackle dogs, carry out sterilisation and immunisation and also have CCTVs to ensure dogs don't escape.
"We are not doing this for us, it is for the public interest. So, no sentiments of any nature should be involved. Action should be taken at the earliest," Justice Pardiwala said. "Pick up dogs from all localities and shift them to shelters. For the time being, forget the rules," he told amicus curiae Gaurav Agarwala, who suggested the steps that can be taken to address the stray dog menace.
The Supreme Court's decision comes amid a rise in cases of dog bites in Delhi, leading to rabies deaths. However, the order didn't sit well with dog lovers. Animal rights activist and former Union minister Maneka Gandhi strongly criticised the order, calling the directive "impractical", "financially unviable" and "potentially harmful" to the region's ecological balance.
"You have three lakh dogs in Delhi. To get them all off the roads, you'll have to make 3,000 pounds, each with drainage, water, a shed, a kitchen, and a watchman," she told the news agency PTI. "That will cost about Rs 15,000 crore. Does Delhi have Rs 15,000 crore for this?" she asked.
Chief Justice of India BR Gavai on Wednesday assured a relook at the ban on stray dogs amid an uproar from several quarters of society.

Management, teachers of Ahmedabad school slapped with fine for staff's dharna over salary issue

Days after the staff of Diwan Ballubhai High School in Ahmedabad held a dharna on the campus of one of its schools, boycotting teaching work for a day over salary issues, the District Education Officer (DEO) on Thursday penalised the teachers as well as the management of the school. While the management was handed out a penalty of Rs 10,000, the teachers would stand to lose a day's salary. Citing the Right to Education Act (RTE) 2009 rules, Ahmedabad (city) DEO Rohit Chaudhary ordered the school management to deposit the fine within three days. In separate orders issued by the DEO office pertaining to the school's two branches in Kankaria and Paldi, and both its Gujarati and English- medium schools, the teachers have been slapped with a penalty of unpaid one-day leave for not teaching students and going on a strike. The respective school principals have to inform the DEO office for implementation of this order within three days. On August 11, nearly 100 teaching and non-teaching staff of Diwan Ballubhai High School in Maninagar and Paldi sat on a dharna on the Maninagar campus alleging discriminatory annual increment given to them last week. The DEO, Ahmedabad (city), issued show-cause notices to the teachers and management on the same day. Citing violation of the RTE Act, DEO Chaudhary demanded a reply to the show-cause notices issued to teachers and management by Tuesday. 'Teachers quit their teaching work on salary increment issue and sat on a dharna without prior approval or intimation to this office. For their (the teachers') own interests, students had to suffer. Same goes with the management as to why they failed to resolve the issue and not discuss it with the DEO office,' DEO Chaudhary had earlier told The Indian Express. Though the management, in its response to the show-cause notice, stated that the school has introduced a 'performance-based' increment process from this year, it was penalised for failing to resolve the issue. Earlier, a flat increment used to be given to the staff of the school. This was replaced by performance-based evaluation from this year.

'Give Stray Dogs A Better Life': Kapil Dev's Request Amid Controversy

Legendary Indian cricket team skipper Kapil Dev urged Delhi authorities to provide a better life to stray dogs following a recent Supreme Court order directing their transfer to shelter homes. The Supreme Court earlier instructed the Delhi government and other concerned authorities to remove stray dogs from public spaces and to house them in shelter homes. However, the directive sparked major controversy among animal rights activists who feared issues in implementation of the order. In a video message for animal welfare group Petfamilia, the 1983 World Cup-winning skipper said - 'I know a lot of things are being said about the dogs. But, as a citizen, I feel they are the most beautiful creatures. So I request to authorities to look into them and give them a better life and don't throw them out.' Meanwhile, another bench of the top court asked why authorities in several areas started picking up the animals even before the earlier order became public. The court also came down heavily on the authorities for not implementing guidelines for animal control, leading to this situation. The bench of Justice Vikram Nath, Justice Sandeep Mehta and Justice NV Anjaria heard the matter this morning after an August 11 order of a two-judge bench of Justice JB Pardiwala and Justice R Mahadevan sparked a massive row, with animal lovers hitting the streets to protest the order to remove strays from residential neighbourhoods. Appearing for the Delhi government, Solicitor General of India Tushar Mehta pointed to stray dog attacks on children, leading to injury and rabies deaths. "Children are dying. Sterilisation does not stop rabies." Mr Mehta argued that "no one hates animals". "There are four poisonous species among 100. We don't keep them at home. Dogs do not have to be killed; they have to be separated," he said, citing government data of 37 lakh dog bite cases last year. "Parents cannot send their children out to play. Young girls are mutilated," he argued. The solution, Mr Mehta said, is not in the rules. "The court has to intervene."

SC order on Bihar voter roll revision vindicates concerns: CPI(ML) leader Dipankar Bhattacharya

Patna, CPI Liberation general secretary Dipankar Bhattacharya on Thursday said the Supreme Court's interim order on the ongoing Special Intensive Revision of electoral rolls in Bihar has "vindicated" the concerns raised by civil society and opposition parties since the controversial drive began. SC order on Bihar voter roll revision vindicates concerns: CPI(ML) leader Dipankar Bhattacharya In a statement issued after the SC order, Bhattacharya said, "Finally, we have an interim order from the apex court in Bihar's SIR case. The order rejects the EC's stubborn refusal to heed the suggestions already made by the Supreme Court and addresses three core concerns about the practical implementation of the drive. This interim order vindicates some of the basic objections and apprehensions raised from day one since the sudden launch of the SIR". Earlier in the day, a bench comprising Justices Surya Kant and Joymalya Bagchi directed the EC to publish the names of the 65 lakh voters deleted from the list, along with reasons for deletion, to ensure transparency. The bench passed the order while hearing pleas challenging the June 24 EC decision to conduct the SIR of the electoral rolls in Bihar. "The issue of legality of SIR is yet to be determined by the Supreme Court. The interim order asks the EC to come clean about all the deletions with specific assigned reasons, make the information public and accessible to all electors, not routed through Booth Level Agents of political parties, and accept Aadhaar as a valid supporting document", Bhattacharya said Bhattacharya is one of the petitioners who moved the top court, seeking direction for quashing the EC order. "What happens to the 3.5 million migrant workers whose names have been removed? For people like Mintu Paswan, declared dead by the SIR, this could be a second lease of electoral life," he added. He called for the EC to take responsibility for correcting its errors, suggesting the establishment of grievance redressal camps at booth and block levels. "The scale of exclusion is massive, time is short, and most electors have been penalised without fault. "The onus of correction should also be put on the perpetrators of error. That is the principle of fairness, natural justice and transparency that the EC had invoked as guiding tenets for the SIR in its counter affidavit filed before the SC on July 21", he said.
