China Responds to EU Ban with Restrictions on Medical Device Imports

In an escalating trade dispute, China has announced new restrictions on the purchase of medical devices from the European Union, signaling a retaliatory move against EU sanctions imposed last month.
The new measures, which will impact government purchases of medical devices valued at over 45 million yuan (approximately $6.3 million), come amid heightened tensions between the two economic giants.
The Chinese Ministry of Finance made the announcement on Sunday, confirming that these restrictions would apply to the import of medical devices, including those with over 50% European-made components. The move follows the European Commission's decision in June to block Chinese companies from participating in public tenders for medical equipment worth nearly €60 billion ($70 billion) annually.
The EU's ban on Chinese companies, implemented through the EU's international procurement mechanism which took effect in 2022, was designed to promote reciprocal access to markets. This mechanism aims to ensure that the European Union enjoys equal access to foreign public procurement markets, particularly with countries that impose restrictions on EU businesses.
At the heart of this policy shift was the desire for fairness in international trade, a sentiment echoed by European officials at the time. However, the move quickly drew ire from Beijing, which saw it as a violation of the principles of open market access.
In a separate statement, China's Ministry of Commerce expressed regret over the escalating conflict, stating, 'Despite China's goodwill and flexibility, the European Union insisted on imposing new restrictions and erecting protective barriers.' The ministry also emphasized that the Chinese government had 'no choice but to adopt similar measures in retaliation.'
China's response underscores the growing economic rivalry between the two entities, as trade disputes between them intensify. This marks the latest in a series of retaliatory measures that Beijing has taken against European sanctions, particularly in the wake of EU tariffs on Chinese electric vehicles.
The Chinese Ministry of Finance further elaborated on the scope of the new restrictions, revealing that they would extend to medical devices imported from other countries, provided that more than 50% of their components are of European origin. The new regulations are set to take effect immediately.
However, Beijing clarified that medical products manufactured by European companies within China would be exempt from these measures, reflecting China's ongoing efforts to balance trade retaliation with its role as a global manufacturing hub.
In a parallel move, China imposed additional tariffs of up to 34.9% on European brandy, particularly targeting French cognac, for a period of five years.
This action is widely seen as another retaliatory gesture in response to the EU's electric vehicle tariffs. However, several major European liquor companies, including Pernod Ricard, LVMH, and Rémy Cointreau, have managed to avoid these tariffs by agreeing to sell their products at undisclosed lower prices, according to Chinese authorities.

Mohamed Mandour Dr. Mohamed Ad-Duweini, Deputy of Al-Azhar Al-Sharif, received a delegation of ambassadors and representatives from European Union member states at Al-Azhar Mosque. The delegation was headed by Ms. Angelina Eichhorst, EU Ambassador to Egypt, and included Dr. Rita Herencsár, Ambassador of Hungary; Ms. Polly Ioannou, Ambassador of Cyprus; Mr. Bart De Groof, Ambassador of Belgium; Ms. Ingrid Amer, Ambassador of Estonia; Ms. Nuala O'Brien, Ambassador of Ireland; Mr. Nikolaos Papageorgiou, Ambassador of Greece; Ms. Riikka Eela, Ambassador of Finland; Mr. Roberto Pace, Ambassador of Malta; Mr. Jürgen Schulz, Ambassador of Germany; Mr. Daniel Rafaelić, Diplomatic Advisor at the Croatian Embassy in Cairo; Ms. Lucia Bartáková, Chargée d'Affaires at the Slovak Embassy in Cairo; and Mr. Adrian Gaman, Deputy Head of Mission at the Romanian Embassy in Cairo. In his remarks, Dr. Ad-Duweini emphasized that Al-Azhar places the promotion of dialogue, tolerance, and fraternity at the forefront of its global mission, as championed by the Grand Imam of Al-Azhar, Prof. Dr. Ahmad At-Tayyeb. He noted that the Grand Imam has undertaken numerous visits to European countries and held several meetings with church leaders, culminating in the landmark Document on Human Fraternity, signed jointly with Pope Francis and recognized by the United Nations as the International Day of Human Fraternity. This historic initiative has helped establish new global standards for peaceful coexistence, justice for the marginalized, and the rejection of hate speech. Dr. Ad-Duweini highlighted Al-Azhar's pivotal role in disseminating the authentic message of Islam globally. He noted that over 40,000 international students currently study in Al-Azhar's institutions and that Al-Azhar dispatches carefully selected emissaries to countries around the world to promote its message of moderation. Additionally, the Al-Azhar International Academy for the Training of Imams and Preachers provides advanced instruction for religious leaders from across the globe in contemporary preaching methods and key issues in modern Islamic discourse. He also stressed that Al-Azhar has long been committed to fostering interreligious and intercultural dialogue. This commitment is reflected in its active participation in international conferences such as the Bahrain Forum for Dialogue: East and West for Human Coexistence (2022) and Al-Azhar International Peace Conference (2017), which brought together the Grand Imam, Pope Francis, and prominent religious leaders to affirm the dignity of humanity and the peaceful essence of religions. Ad-Duweini underscored Al-Azhar's significant contributions to national cohesion in Egypt, including its joint initiative with the Egyptian Church to establish the 'Egyptian Family House', which unites Muslims and Christians of all denominations to strengthen national unity. This model has become a leading example of interfaith coexistence, now represented by fifteen branches across the country. He further noted that Al-Azhar remains committed to clarifying rights and freedoms, such as the rights of women, the elderly, children, and neighbors, and the rights of both Muslims and non-Muslims. He emphasized that Islam honors the role of women, as demonstrated by the prominent leadership positions women hold within Al-Azhar. This commitment to gender equality earned Al-Azhar first place in the 'Equal Opportunity and Women's Empowerment' category in the 2022 Government Excellence Awards. For their part, the EU ambassadors expressed deep appreciation for Al-Azhar's status and legacy, praising its role in advancing moderation and dialogue, and reaffirming the alignment between the European Union's values and Al-Azhar's mission of global coexistence and human fraternity. Following the meeting, the delegation toured the historic Al-Azhar Mosque, taking in its rare architectural and artistic features. They were given a detailed presentation on the mosque's history and its academic role in promoting Islamic sciences. The tour included an overview of the scholarly activities conducted at the mosque, such as lessons in classical Islamic texts, religious studies, Arabic language, Quranic recitation, and the ten recognized modes of Quranic reading. The ambassadors took commemorative photographs and engaged in friendly conversations with students studying in the mosque's traditional learning circles. Taarek Refaat The Suez Canal Authority (SCA) is actively pursuing strategic partnerships to transform the Port Said shipyard into a world-class destination for shipbuilding, maintenance, repair, and environmentally friendly ship recycling services. A high-level delegation from Cyprus-based UW Group, a leading provider of ship repair and maintenance services to global shipping companies, met with Osama Rabie, Chairman of the Suez Canal Authority, at the Pilots' Building in Ismailia. The meeting aimed to explore future cooperation to enhance the competitiveness of Port Said's shipyard. The delegation included Vassilios Demetriadis, UW Group's Strategic Affairs Advisor, and Evangelos Tsangaridis, the Group's Chief Operating Officer. During the discussions, both parties explored potential partnerships and investment opportunities to develop the shipyard into a globally recognized facility capable of offering comprehensive shipbuilding, maintenance, repair, and green recycling services. Rabie reaffirmed the Suez Canal Authority's ambitious strategy to diversify its revenue streams by maximizing the value of its assets and upgrading the marine and logistical services offered. This aligns with the authority's vision to transform the canal into a global center for shipbuilding and marine unit services, including spare parts, repair, and maintenance. He expressed eagerness to open new avenues for collaboration with major players in the ship repair sector, emphasizing technology transfer, knowledge exchange, workforce training, and elevating the competitiveness of the SCA's shipyards to become the premier global destination offering high-quality services at competitive costs. He further outlined the authority's commitment to developing the Port Said shipyard into a state-of-the-art facility utilizing the latest global technologies, including new service lines like container repair and environmentally responsible ship recycling using advanced systems. Demetriadis highlighted the promising future for the Port Said shipyard, citing its strategic geographical location and strong physical and human resources as key factors positioning it as the optimal destination for Mediterranean ship repair and maintenance with advanced, eco-friendly approaches that align with rapid changes in maritime transport. While, Tsangaridis discussed plans to enhance mechanization across various operations, improve workforce efficiency, and adhere to environmental standards and sustainability principles consistent with the blue economy and the Suez Canal's green transformation strategy.
