CCTVs in Delhi underpasses to keep eye on waterlogging
The Public Works Department (PWD) has planned to install CCTV cameras at Moolchand and Pul Prahladpur underpasses — which have been identified as waterlogging hot spots — to ensure round-the-clock monitoring during the rainy season.
PWD already monitors a number of waterlogging hot spots in real time to take timely measures, including deploying mobile pumps.
'The cameras will be installed this month and will be connected to the centralised control room from where these points will be monitored,' said a PWD official, asking not to be named.
The department is in the process of hiring an agency that will install eight bullet cameras and three dome cameras at Moolchand and Pul Prahladpur underpasses, along with other equipment to support the live feed to the Supervisory Control and Data Acquisition (SCADA) system developed for monitoring and issuing timely alerts.
The official added that the department is trying to ensure live CCTV monitoring of nearly all underpasses by monsoon this year.
As per the standard operating procedure set by PWD, if the depth of water accumulation in an underpass at any location is around 6-8 inches, the control room is supposed to immediately inform the field unit and check with pump operators if the pumps are working. If the water level keeps rising, the traffic police is alerted to divert traffic away from the underpass.
Both Moolchand and Pul Prahladpur underpasses witnessed waterlogging after heavy rainfall last year, impacting traffic in south and southeast Delhi areas.
PWD minister Parvesh Verma earlier announced plans to get 1,800 temporary water pump sets for central Delhi's ITO and adjoining areas for the entire monsoon season. Additionally, permanent pump houses have been created at nearly all underpasses.
To avoid flooding in ITO, PWD is also laying down two new drain lines and carrying out desilting work on existing drains. According to PWD, 308 waterlogging points were identified in Delhi in 2023. In 2025, a total of 445 waterlogging points have been identified in the capital based on data shared by the traffic police. Of these, 335 points fall under PWD's jurisdiction.

LG's nod for probe against ex-PWD engineer for ‘graft'
New Delhi: Lieutenant Governor VK Saxena has approved an investigation against a former executive engineer of the Public Works Department (PWD), Health Zone, in connection with an alleged scam involving forged bills and unauthorised payments to private contractors, resulting in a loss of Rs 200 crore to the state exchequer. Officials said a retired chief engineer of the PWD and two private firm owners have already been arrested in the case. The LG has now also cleared the way for an investigation into the roles of five more engineers. The investigation approval follows a proposal by the Directorate of Vigilance (DoV), based on a request from the Anti-Corruption Branch (ACB). The case originated from a complaint received in March 2021 from a private individual, alleging irregularities in under-construction hospital projects undertaken during the Covid-19 pandemic. An initial ACB inquiry reportedly found the allegations to be substantiated. According to the case file, several purchase orders related to the project were issued either much before the contract was awarded to the firms or 4-6 months after the completion of the work, which raised serious doubts over its execution. L-G approves action against PWD engineer for irregularities in classroom construction
Lieutenant-Governor V.K. Saxena has approved a proposal to initiate disciplinary proceedings against a senior Public Works Department (PWD) engineer for alleged irregularities in the construction of classrooms under the Central government's Samagra Shiksha Abhiyan, a Raj Niwas official said on Thursday. The accused officer, S.R. Meena, a former executive engineer, is currently serving with the Central Public Works Department in Amritsar, he added. 'This decision follows serious irregularities identified in the implementation of the Samagra Shiksha Abhiyan, a Centrally sponsored initiative aimed at enhancing educational infrastructure in Delhi, which was allocated ₹38.37 crore for the construction of 226 classrooms across various schools,' said the official. The action has been taken after a public interest litigation filed in the Delhi High Court on June 11, 2019, sought a directive for the government to hand over possession of six newly constructed school buildings. The litigation revealed significant irregularities in construction practices and fund management, the official said. The then Chief Secretary constituted a committee on March 26 last year to examine the issues. The committee's findings revealed lapses on the part of the PWD, including the diversion of funds intended for the construction of 20 classrooms at Trinagar School to Rani Bagh School and the construction of a multipurpose hall without obtaining the necessary approvals. The Vigilance Department's proposal to initiate disciplinary proceedings against Mr. Meena under Rule-14 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, has received endorsement from both the Principal Secretary (Vigilance) and the Chief Secretary, the official said. The Anti-Corruption Branch of the Delhi government has also summoned AAP leaders and former Delhi Ministers Manish Sisodia and Satyendar Jain in the case.
