L-G approves action against PWD engineer for irregularities in classroom construction

The Hindua day ago

Lieutenant-Governor V.K. Saxena has approved a proposal to initiate disciplinary proceedings against a senior Public Works Department (PWD) engineer for alleged irregularities in the construction of classrooms under the Central government's Samagra Shiksha Abhiyan, a Raj Niwas official said on Thursday.
The accused officer, S.R. Meena, a former executive engineer, is currently serving with the Central Public Works Department in Amritsar, he added.
'This decision follows serious irregularities identified in the implementation of the Samagra Shiksha Abhiyan, a Centrally sponsored initiative aimed at enhancing educational infrastructure in Delhi, which was allocated ₹38.37 crore for the construction of 226 classrooms across various schools,' said the official.
The action has been taken after a public interest litigation filed in the Delhi High Court on June 11, 2019, sought a directive for the government to hand over possession of six newly constructed school buildings. The litigation revealed significant irregularities in construction practices and fund management, the official said.
The then Chief Secretary constituted a committee on March 26 last year to examine the issues. The committee's findings revealed lapses on the part of the PWD, including the diversion of funds intended for the construction of 20 classrooms at Trinagar School to Rani Bagh School and the construction of a multipurpose hall without obtaining the necessary approvals.
The Vigilance Department's proposal to initiate disciplinary proceedings against Mr. Meena under Rule-14 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, has received endorsement from both the Principal Secretary (Vigilance) and the Chief Secretary, the official said.
The Anti-Corruption Branch of the Delhi government has also summoned AAP leaders and former Delhi Ministers Manish Sisodia and Satyendar Jain in the case.

Lesson In Geometry? Bhopal Bridge With 90-Degree Angle Turns Heads

Bhopal: In a country where development sometimes takes a wrong turn, the newly inaugurated Aishbagh Overbridge in Bhopal is fast becoming a case study. Built at a cost of Rs 18 crore, the bridge - 648 metres long and 8.5 metres wide - is not making headlines for delays or cost-overruns, but how it turns. Imagine driving straight, then halting to make a 90-degree L-shaped turn - without any warning signs - and then hoping the car doesn't kiss the wall. Locals now jokingly call it not a bridge, but a "statue of confusion." "This is a very dangerous bridge," says Nida Khan, a local resident. "The turns are sharp, and it becomes even riskier at night. With heavy two-way traffic and blind curves, accidents are just waiting to happen." "According to civil engineering standards, either the turning radius is wrong, or the mistake lies in the Detailed Project Report," explains town and country planner Suyash Kulshreshtha. "This could become an accident-prone zone. Mirrors must be installed, and vehicle speed must be strictly controlled." Public Works Minister Rakesh Singh, however, downplayed concerns. "Suddenly, after the bridge is built, some experts appear and raise doubts. Every bridge is cleared only after technical assessments. If there are allegations, we will investigate," he said. Local MLA and Minister Vishwas Sarang, who regularly posted inspection selfies during construction, had also said, "I have visited the site many times." But the opposition has questioned the government, asking if technical assessments were followed, how did the bridge take such an inexplicable turn? Speaking to news agency ANI, Madhya Pradesh Congress chief Jitu Patwari said, "How did the department (PWD) accept this kind of design... The government should wake up and punish the people who created such a design with the public's hard-earned money. The government should wake up before the bridge becomes a death ground."

Stary dog menace: Student moves Kerala HC

Kochi: Keerthana Sarin, a law student from Nedumangadu in Thiruvananthapuram, has approached high court seeking a directive to control the menace of stray dogs in the state, after being attacked by strays. The bench of Justice C S Dias sought instructions from the state on her petition and adjourned the matter to June 17. Keerthana stated that she was attacked by a group of stray dogs and bitten by one on May 30, while returning home from Nedumangad town. She further pointed out that residents of Nedumangad are facing a growing stray dog menace. Within a week after the attack on her, three to four similar incidents were reported in the area. The petitioner alleged that, despite several complaints to local authorities, no effective action has been taken. She has also sought a directive to constitute committees under Rule 24 of the Animal Birth Control (Dogs) Rules, 2001, across the state, to control the stray dog population by capturing, sterilising and rehabilitating them in shelters within a fixed time frame.
