
NPE extension set to unlock RM5.6bil in economic benefits: analysts
The NPE extension has received official approval from the Ministry of Works, signalling a major step forward in Kuala Lumpur's infrastructure upgrade under the Traffic Master Plan 2030.
IJM Corp Bhd confirmed that the RM1.4 billion project—initially cancelled in 2012—has been revived through renewed government engagement. As a fully private initiative, IJM will fund the construction in full.
Spanning 15 kilometres, the fully elevated highway will connect the Pantai Dalam Toll Plaza to the Jalan Istana interchange via Jalan Syed Putra. The extension will enhance traffic flow by integrating the NPE with the Besraya and the upcoming Laluan Istana Kiara Expressway (by Ekovest).
The improved link is expected to divert up to 40 per cent of traffic from Jalan Bangsar into central Kuala Lumpur.
IJM currently holds a 34-year concession (with about 12 years left before the extension) for the 19.6-km NPE, a key corridor connecting Subang Jaya to the capital, with major toll points including Pantai Dalam, PJS2, and PJS5, as well as the Kuchai Link and Pantai Sentral Park interchange.
The NPE was constructed between 2000 and 2004, with the expressway officially opening to traffic on April 30, 2004. The project was led by Road Builder (M) Holdings Bhd, which was acquired by IJM in 2007.
Datuk Lee Chun Fai, IJM's group chief executive officer and managing director, said the approval marks a key milestone in the group's ongoing efforts to improve urban mobility throughout the Klang Valley.
Other than NPE, IJM also wholly owns Besraya (M) Sdn Bhd, whose concession to operate the 28.9km Sungai Besi Highway ends in 2046 (previously 2040 before toll restructuring in 2022); a 50 per cent stake in Lebuhraya Kajang-Seremban Sdn Bhd, which has a concession to run the 44.3km Kajang Seremban Highway (Lekas) through 2064 (previously 2039); and an effective 41 per cent shareholding in the 233km West Coast Expressway Sdn Bhd, which is 80 per cent controlled by publicly traded WCE Holdings Bhd.
IJM has a 26.65 per cent stake in WCE, and its wholly owned Road Builder has a 20 per cent direct stake in the West Coast Expressway.
It also has four highways in India: the 79km Chilakaluripet-Vijayawada Tollway; the 19.8km Dewas Bypass Tollway (under construction); the 109km Solapur-Bijapur Tollway (under construction); and the 56km Western Access Tollway in Buenos Aires, Argentina.
Brokerages have responded positively to the news.
CIMB Securities said the project will immediately contribute RM1.4 billion in internal contracts to IJM's construction division while reinforcing its strategy to grow toll infrastructure assets and recurring income streams.
For the nine months ended December 31, 2024, IJM's toll segment reported a 58 per cent year-on-year decline in core pre-tax profit to RM27.1 million, impacted by RM53 million in associate losses.
NPE and Besraya collectively posted RM96 million in pre-tax profit, a 7.2 per cent YoY decline.
CIMB maintained its 'Buy' rating on IJM, with an unchanged sum-of-the-parts-based target price of RM3.26.
It said the project's RM1.4 billion contribution is within its FY26F new contract win estimate of RM4 billion.
However, it has not yet factored in earnings contributions from the expanded concession pending further updates.
Public Investment Bank Bhd also reaffirmed its 'Buy' call and TP of RM3.26, echoing that the brownfield project fits well with IJM's long-term toll infrastructure strategy and would deliver meaningful recurring revenue.
"We make no changes to our earnings forecast, as the expected order book accretion of RM1.4 billion from the NPE extension is within our new contract win estimates of RM4 billion for FY26F.
"Similarly, we have not factored in any contributions from the expanded NPE concession pending further updates on its operational parameters."

KUALA LUMPUR: Sapura Energy Bhd has changed its name to Vantris Energy Bhd, reflecting its cumulative effort in its corporate transformation. The name change, which takes effect today, follows shareholder approval at an extraordinary general meeting held on July 30. Shareholders also overwhelmingly approved the company's proposed regularisation plan, a crucial component of its financial and operational recovery. According to the company, the new name Vantris Energy reflects its renewed purpose and corporate identity. Group chief executive officer Muhammad Zamri Jusoh said the name was inspired by internal contributions, with over 200 submissions received from employees. "Vantris Energy was ultimately selected as the top choice," he said. The regularisation plan, which received approval from more than 99 per cent of shareholders, comprises four key components: capital reconstruction, debt restructuring, financing, and exemption from a mandatory general offer. As part of its debt restructuring efforts, the company's total borrowings will be cut from RM10.8 billion to around RM5.6 billion, leading to an estimated reduction of more than RM500 million in interest expenses. Malaysia Development Holding Sdn Bhd will subscribe to up to RM1.1 billion in redeemable convertible loan stocks as part of the company's fundraising initiative. The company said the funds raised will be used to settle outstanding payments owed to Malaysian oil and gas vendors, underscoring its continued commitment to supporting its ecosystem. "We are glad that shareholders have actively exercised their rights and played a decisive role in shaping the company's future. "With these approvals, Vantris Energy is now in a stronger position to move forward with renewed focus, financial strength and purpose," Zamri said.

Sapura Energy rebrands as Vantris Energy effective Aug 1
KUALA LUMPUR: Sapura Energy Bhd has officially rebranded as Vantris Energy Bhd, effective August 1, 2025. The change follows regulatory approval from the Companies Commission of Malaysia under Section 28 of the Companies Act 2016. The company stated in a Bursa Malaysia filing that the rebranding aligns with its proposed regularisation plan (PRP), which received overwhelming shareholder approval exceeding 99%. The PRP, greenlit by Bursa Malaysia in June 2025, includes capital reconstruction, debt restructuring, fundraising, and a proposed exemption. As part of the restructuring, Sapura Energy's total borrowings will decrease from RM10.8 billion to RM5.6 billion, cutting interest expenses by over RM500 million annually. 'This deleveraging strengthens our financial position, paving the way for profitability and renewed stakeholder confidence,' the company said. Data centres to lead IJM growth surge in FY26
PETALING JAYA: With several data centre projects in the pipeline, next year could be a turning point for IJM Corp Bhd as it steps up its presence in the high-demand sector, says CIMB Research. The research house raised its new-job win forecasts for IJM for its financial year ending March 31, 2026 (FY26) and FY27 by 22% to 33% or about RM6bil per year as the group focuses on delivering one or two major data centre bids worth RM1bil to RM2bil each. The research house noted that as of March 31 this year, IJM's order book stood at a healthy RM6.6bil, or 2.6 times its FY25 construction revenue. 'Owing to an increasingly visible tender pipeline, we have raised IJM's FY26 to FY27 new order book assumptions to RM6bil a year, but these projections are still at the lower end of IJM's RM6bil to RM8bil new contract win target for FY26, suggesting further upside to our earnings forecast. 'We expect FY26 to be a breakout year for IJM, underpinned by five active data centre bids for global technology companies, with three already at an advanced stage,' the research house said in a report following a recent presentation by IJM. Beyond data centre tenders, IJM is actively bidding for government-related projects such as the Penang Light Rail Transit project, and hospital and road projects in Sarawak. It also witnessed an uptick in private tenders for industrial facilities. For FY26, IJM expects its 60%-owned subsidiary Kuantan Port to handle 23 million to 25 million tonnes of cargo, supported by the shipping of commodities such as bauxite, palm oil, liquid chemicals and iron ore. Going forward, CIMB Research foresees three game-changing catalysts reshaping Kuantan Port's long-term potential. One is the commencement of operational services on the East Coast Rail Link in January 2027. The second is Petroliam Nasional Bhd's proposed Southern Carbon Capture and Storage Hub in Kuantan, while the third will come from the second phase of Alliance Steel (M) Sdn Bhd's expansion plans. 'Of these three catalysts, we believe that Alliance Steel's expansion plans will directly lift Kuantan Port's growth trajectory, if the planned product lineup is approved. 'This could potentially double Alliance Steel's throughput volumes to between 14 million and 18 million tonnes from between seven million and nine million tonnes or 36% to 46% of Kuantan Port's existing capacity, providing greater impetus for the port to kick off its own expansion plans' said CIMB Research. Outside Malaysia, the group is a leading contender for a public housing project in Nusantara, Indonesia, worth over RM1bil. Over in Britain, IJM has been scouting for new opportunities from integrated road infrastructure, industrial and logistics facilities, and property redevelopment projects on long-term leases. This aligns with the group's broader target of having a 30% contribution from recurring income, said the research house. It noted that throughout FY24 and FY25, IJM has quietly established its name in Britain through a series of transformative collaborations. Through Innova, a joint-venture with Britain's Network Rail, IJM is finalising six over-station development sites with redevelopment potential once planning consent is secured within a 12 to 18 month timeframe. To boost the group's supply chain capabilities in Britain, IJM completed the acquisition of a 50% stake in British contractor JRL Group, which has been appointed as main contractor for 88 Royal Mint Garden, which is the second phase of Royal Mint Gardens development. In addition, IJM is also involved in The Wheat Quarter, which is a mixed-use regeneration project involving the old Shredded Wheat Factory site in Welwyn Garden City in Hertfordshire. 'Backed by a strong balance sheet, we maintain our 'buy' rating on IJM with a target price of RM3.70 up from RM3.40. At FY27 and FY28 price-earnings multiples of 16 times and 15 times, respectively, the stock is trading at or slightly below its historical mean,' the research house said.
