Dehradun: Uttarakhand high court on Friday directed the Panchayati Raj secretary and the director general of police (DGP) to submit a detailed report on safety measures and emergency response plans for the upcoming
panchayat elections
, scheduled to be held in two phases on July 24 and 28. A division bench of Chief Justice G Narendar and Justice Alok Mehra was hearing a petition seeking postponement of the elections citing concerns over numerous road closures during the
monsoon
and ongoing religious pilgrimages.
The petitioner, Dr Baijnath Sharma, a resident of Haridwar, contended that the election schedule coincided with severe weather conditions, leading to road blockages and restricted movement in rural areas, which would impact election activities. Sharma also pointed to the influx of devotees for the ongoing kanwar yatra, as well as the Char Dham yatra, which is drawing thousands of visitors daily across the state, creating significant pressure on traffic and administrative resources.
"The security personnel deployed for kanwar yatra, disaster-affected zones, and Char Dham yatra are already overstretched. Police and administrative staff are engaged in disaster management, panchayat election duties, and kanwariya arrangements, resulting in shortage of security forces across other districts," the petitioner said, urging that the three-tier panchayat elections be conducted in an alternative month to July.
The high court directed the state govt to present an emergency management plan for safely conducting the elections before the next hearing scheduled on Tuesday.

In a written response to a query by Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, seeking details of helicopter accidents and fatalities in the last five years and the remedial actions taken by the government, Mohol submitted specific state-wise data. He stated that one accident in Chhattisgarh led to two deaths, four mishaps in Maharashtra resulted in seven deaths, and seven accidents in Uttarakhand claimed 21 lives. On the remedial measures undertaken, the Minister said, 'The Directorate General of Civil Aviation (DGCA) has reiterated safety norms for helicopter operations in the country including Chardham Yatra, focussing on access control, improving parking arrangements, regulating strict adherence to SOPs. The DGCA has initiated additional surveillance and safety audits of helicopter operations for the Chardham Yatra.' In a separate written reply to YSRCP MP S Niranjan Reddy on the steps taken to regulate the surge in air ticket prices during festivals and emergencies, Mohol informed the House that the DGCA has also set up a Traffic Monitoring Unit (TMU) to monitor airfares on a monthly basis. He said, 'In order to enhance the transparency in airfare, DGCA has set up Tariff Monitoring Unit (TMU) that monitors airfares on selected 78 routes on a random basis to ensure that the airlines do not charge airfares outside the range declared by them, under the provision of sub-rule (2) of Rule 135 of the Aircraft Rules 1937. This covers about 27% of the domestic traffic.' The Minister added that the government is playing the role of a facilitator by creating an enabling environment to support the growth of the sector.

New Delhi: Civil Aviation regulator DGCA has initiated enforcement action against Air India after an audit revealed that the inspection of an emergency slide was overdue in an aircraft, Parliament was informed on Monday. "DGCA immediately grounded the aircraft till the required rectification was carried out. DGCA has initiated enforcement action against Air India and the responsible personnel as per the Enforcement Policy and Procedure Manual of DGCA," Minister of State (MoS) for Civil Aviation, Murlidhar Mohol, said in a written reply to a question in the Rajya Sabha. The Minister's response came to a question raised by DMK member Tiruchi Siva on whether the government is aware that aircraft operated by Air India, in the weeks preceding the crash of flight AI 171 in June, were allowed to fly with overdue emergency slide inspections, in violation of mandatory safety norms. The MP also wanted to know whether accountability has been fixed on the DGCA for regulatory oversight failure. The minister said DGCA ensures that airlines comply with all safety and maintenance standards by conducting surveillance, spot checks and night surveillance, among others, of airlines and their personnel. "In case of violation, DGCA takes enforcement action in accordance with procedures prescribed in the Enforcement Policy and Procedure Manual. The enforcement action consists of warning, suspension, and cancellation, including the imposition of a financial penalty on the airlines/personnel. DGCA officials are well trained to perform the oversight and enforcement function,' the minister said. In answer to another question, the minister said 12 accidents involving scheduled registered helicopters have occurred in the last five years, in which 30 people were killed. While as many as seven of these accidents took place in Uttarakhand, four of them happened in Maharashtra, and one in Chhattisgarh, the minister said. Murlidhar Mohol told the Rajya Sabha that the DGCA has initiated additional surveillance and safety audits of helicopter operations for the Chardham Yatra. The aviation regulator has reiterated safety norms for helicopter operations in the country, including Chardham Yatra, focusing on access control, improving parking arrangements, regulating slot allocations, enhancing pilot training, and ensuring strict adherence to Standard Operating Procedures (SOPs), he added.

In an action taken report tabled in Parliament on Monday, the committee, which is headed by Congress MP Saptagiri Sankar Ulaka, said that many states still lack the necessary rules and important laws related to land, forests and minerals, which are not fully aligned with PESA. The committee in its report noted the steps taken by the Ministry of Panchayati Raj for the effective implementation of the provisions of Panchayats (Extension to the Scheduled Areas) Act, 1996, commonly known as the PESA Act. "The committee is surprised to note that even after almost 30 years of passing the PESA Act, its implementation has not been completed yet. Many states still lack the necessary rules and important laws related to land, forests, and minerals which are not fully aligned with PESA," the report said. While the committee appreciated the steps taken by the ministry, such as holding conferences, trainings of state level master trainers, preparing manuals, and including PESA in village development plans, it observed that the ministry has not shared any data or results showing whether these activities have made any impact on the ground. "...Like whether Gram Sabhas have become stronger and violations of land rights have been reduced," it said. "Therefore, the committee reiterates its earlier recommendation that the MoPR should not only focus on action-oriented capacity building, organising conferences and workshops etc., but should also resort to active and practical approach with clear goals and measurable results to achieve and also gather regular feedback from tribal communities so as to assess that PESA is properly implemented in all Fifth Schedule areas," the panel said. It also urged the ministry to conduct training at district and village level, organise awareness programmes for tribal communities and set up a system to monitor the progress. The PESA Act was enacted to extend the provisions of the Panchayati Raj system to the Scheduled Areas in the country. These areas are primarily inhabited by tribal communities and are governed by the Fifth Schedule of the Constitution.
