Under Pushkar Government's Four-Year Tenure, Women Empowered at Every Level — From Government Jobs to Cooperative Societies, Women Got Reservation
Chief Minister Pushkar Singh Dhami, in the fifth year of his tenure, is set to gift the women of Uttarakhand a comprehensive women's policy. Uttarakhand's first women-centric policy is likely to be tabled in the cabinet soon. Through this, the government will lay out a structured roadmap for the economic and social empowerment of women. Over the past four years, Chief Minister Dhami has already taken major steps—granting 30% reservation for women in government jobs and, for the first time, implementing women's reservation in cooperative societies—aiming to strengthen women's leadership at all levels. To economically empower women, innovative schemes like Mahila Saarthi Yojana, Ekal Mahila Swarozgar Yojana, and Lakhpati Didi have also been successfully implemented on the ground.
01 – Reservation in Government Jobs
The Pushkar Singh Dhami government has reinstated 30% horizontal reservation for women of Uttarakhand in government jobs. This benefit is extended to all women who have domicile status in Uttarakhand. Since this policy came into effect, the number of women employees in government offices has increased. After receiving the Governor's approval, the women's reservation officially came into force from 10th January 2023.
02 – Reservation in Cooperative Societies
The Dhami government has also implemented 33% reservation for women in cooperative societies. While local bodies and panchayats in Uttarakhand already had women's reservation, this move ensures women's leadership now emerges even in cooperatives. The implementation of this policy at the grassroots level is being seen as a potential game-changer.
03 – Opportunities for Self-Employment
On March 8, 2025 (International Women's Day), the government launched the Mahila Saarthi Yojana as a pilot project in Dehradun. Under this scheme, women are now earning livelihoods by driving auto-rickshaws and two-wheelers to ferry passengers. Additionally, schemes like Lakhpati Didi, Mukhyamantri Sashakt Bahna Utsav Yojana, Ekal Mahila Swarozgar Yojana, and Drone Didi are creating multiple self-employment opportunities for women across the state.

Residents of Tehri village threaten to boycott panchayat polls over lack of road
Dehradun: Residents of Kyarda Naemchami village in Bhilangana block of Tehri Garhwal district submitted a memorandum to chief minister Pushkar Singh Dhami on Saturday, threatening to boycott the upcoming panchayat polls if the Panwali-Askanda road, which links their village to Kedarnath road, is not constructed. The warning came on the same day the state election commissioner announced that polls in 12 districts in the state (excluding Haridwar) will be held in two phases on July 24 and 28, with counting on July 31. Vishan Kandari, who was among those who handed over the memorandum declaring "No road, no vote" to the Ghansali tehsildar, said, "We are some 30 families in this revenue village, which have been seeking a road for the past 25 years since the state was formed. The fate of the road continues to hang in the balance despite repeated assurances by multiple political parties who came to power. None of the families here have migrated and we all rely on the income from growing vegetables. It's just a 1.5km stretch, about 6ft-wide, yet the project remains stuck in govt files year after year." They said that during the Covid-19 pandemic, villagers had begun constructing the road themselves. Later, they were assured by the district administration and Ghansali MLA Shakti Lal Shah that the road would be built. However, they are still waiting for connectivity. "If the elections are held without the road being constructed and our genuine demand is not heard, we will hold sit-ins on the Char Dham yatra road," added another villager Sher Singh. He said that under the leadership of Prime Minister Narendra Modi, the state government is working to promote green energy with coordination in the economy, ecology and technology. "Clean and green energy is being promoted in the state through the chief minister solar self-employment scheme. Hydroelectric projects like Tehri, Koteshwar, Pipalkoti, Lakhwar, and Vishnugad in the state are playing an important role in establishing Uttarakhand as an energy hub. The chief minister said that many works have been done in the field of oil and natural gas. Gas pipelines are being expanded under One Nation, One Grid. The gas distribution system has been expanded and made more convenient than before. Bio CNG plants are being set up. Schemes like the Ujjwala have brought a revolution in society. Many policies have also been implemented for oil production. India has also increased investments in the oil and natural gas sector abroad, the chief minister said. He said ONGC has done many such works in Uttarakhand, which are benefiting the state.
