National experts on child welfare and disabilities visit Telangana Child Rights Commission

Hyderabad, Aug 3 (UNI) A team of eminent experts from premier national institutions working in the field of intellectual and developmental disabilities paid a courtesy visit to the Telangana State Commission for Protection of Child Rights (TGSCPCR) on Sunday.
The delegation, comprising specialists in rehabilitation, education, and empowerment of Persons with Intellectual and Developmental Disabilities (PwIDDs), interacted with Commission Chairperson Ms Seetha Dayakar Reddy and Members Mrs. Vandana Goud, Mrs. Aparna, Ms Chandana, and Ms. Saritha.
During the meeting, the delegates expressed their willingness to collaborate with the Commission to strengthen child-centric rehabilitation initiatives and protect the rights of children, particularly those with disabilities. They reiterated their commitment to work collectively for the holistic development of children across the country.
The Chairperson and Commission Members lauded the visiting experts for their contributions at the national level in child welfare, rehabilitation, and inclusive development.
The Commission stated that it was looking forward to continued collaboration with these national institutions to ensure inclusive and equitable opportunities for every child in Telangana, an official statement said. UNI VV SSP

Karnataka Education Policy Commission proposes sweeping education overhaul

Bengaluru, Aug 8 (PTI) The Karnataka State Education Policy Commission has called for a sweeping overhaul of the state's education system, proposing structural reforms from pre-primary to professional courses, tighter regulation of private institutions, and a substantial increase in government spending on education. The Commission's chairperson Prof Sukhadeo Thorat on Friday submitted his final report in three volumes to Chief Minister Siddaramaiah in the presence of his cabinet colleagues and senior government officers, sources in the office of Higher Education Minister M C Sudhakar said. The 17-member Commission, which also comprises six subject experts, advisors, and one member-secretary, was formed to formulate an education policy. According to a note issued by Sudhakar's office, the panel has proposed adoption of a 2+8+4 system in school education — two years of pre-primary, eight years of primary, and four years of secondary education — coupled with a firm emphasis on Kannada or the mother tongue as the medium of instruction up to class five in all board schools. In its report, the commission recommended that school education be complemented by a bilingual policy pairing Kannada or the mother tongue with English, ensuring children are rooted in their linguistic heritage while gaining access to global language skills. It has also called for residential schools for children from migrant families, a gradual extension of the Right to Education Act to cover those aged between four and eighteen, and the universalisation of secondary education across Karnataka. To enhance the educational quality, it proposed ending the state's dependence on National Council of Educational Research and Training (NCERT) textbooks in favour of locally developed content, boosting government school standards to the level of Kendriya Vidyalayas, and stopping the appointment of guest or contract teachers. Privatisation, it said, must be checked through a dedicated regulator for private schools, while block education offices should be empowered to make academic decisions. Agencies working in parallel should be merged into an integrated commissionerate, the Department of State Educational Research and Training (DSERT) should be transformed into an autonomous State Council of Educational Research and Training (SCERT) with a focus on research and development, and the Directorate of Lifelong Learning revitalised. It also called for raising education's share in the state budget to 30 per cent, ensuring per-student spending grows by five to ten per cent each year. In higher education, the Commission wanted a comprehensive financing framework that guarantees timely and adequate funding, with expenditure on higher education gradually increased to one per cent of Karnataka's GSDP by 2034-35. Further, it recommended raising the share of higher education in the overall education budget between 25 and 30 per cent, and earmarking at least a quarter of this increased funding for infrastructure. For academic structure, it proposed a 3+2 model for undergraduate and postgraduate programmes in general education, a 4+2 model for professional courses, and the continuation of the pre-NEP 2020 re-entry policy. The report sought to keep fees in government and aided institutions within reach, regulate private institutions through a permanent mechanism, and extend full fee waivers and scholarships to girls in government, aided, and unaided private colleges. It urged reservation compliance in private unaided institutions, creation of a State Quality Assessment Board, and the filling of all sanctioned teaching posts within five years. The commission advocated for the introduction of short-term diploma and certificate programmes, government-funded internships, and region-specific skill councils led by industry leaders. Emerging technologies such as quantum computing, artificial intelligence, machine learning, data science, life sciences, and nanoscience should be embedded in engineering and polytechnic curricula. Agriculture studies, according to the panel, should begin at school-level and continue into higher education, with opportunities for dual or joint degrees, international internships, and public-private partnerships with foreign universities. Kolkata, Aug 8 (UNI) Starting today, West Bengal is preparing for a fresh wave of protests to mark the first anniversary of the rape and murder of a woman junior doctor at RG Kar Medical College & Hospital in Kolkata last August. The incident, which triggered massive outrage across the state last year, is set to reignite public anger as various groups plan demonstrations targeting both the state administration and the Central Bureau of Investigation. The victim's body was discovered on the morning of August 9 last year inside a seminar hall on the hospital premises. While civic volunteer Sanjay Roy, the sole accused, has been sentenced to life imprisonment by a trial court, the CBI is yet to complete its probe into what it describes as a 'larger conspiracy' behind the crime. This year's protests are expected to broaden their focus beyond the state government's role to also highlight the CBI's alleged inability to deliver a conclusive investigation. The victim's parents have called for a Nabanna Abhijan (march to the state secretariat) on August 9, appealing to all political parties to join them in demanding justice. Leader of the Opposition in the West Bengal Assembly, Suvendu Adhikari, who first proposed involving the family in the protest, has extended full support to the march. On Wednesday, Adhikari accused the state government of mobilising the entire police force to block the procession, claiming that top IPS officers had been summoned for a special briefing in Howrah to plan large-scale road deployments. The march itself became the subject of legal proceedings after a case was filed before a division bench of the Calcutta High Court where the bench of Justice Sujoy Paul and Justice Smita Das observed that peaceful protest and sit-in demonstrations are constitutional rights. The court stated that the march could go ahead but noted that since the police had already issued prohibitory orders, they would be within their rights to take measures to stop it. At the same time, the judges advised participants to ensure that no government property was damaged and no police officer was harmed during the programme. Several organisations, including the Joint Platform of Doctors (JPD), Medical Service Centre, service doctors affiliated to the All-India Democratic Students' Organisation (AIDSO), West Bengal Doctors' Forum and Association of Health Service Doctors, have announced protest programmes from August 8 to 15. JPD convenor Punyabrata accused the state government of failing to protect women in hospitals and educational institutions, citing another rape incident in a law college in South Kolkata after the RG Kar case as evidence of the continuing crisis. 'This shows the urgent need to return to the streets to demand justice and hold the government accountable," Punyabrata told media. The protest schedule begins on August 8, when the West Bengal Junior Doctors' Forum (WBJDF) will take out a torch rally from College Square to Shyambazar, followed by a midnight sit-in at the Shyambazar five-point crossing. On August 9, JPD and Abhaya Mancha will tie rakhis in the morning as a symbolic gesture for safety and security, before marching from Hazra crossing to Kalighat in the afternoon, near the Chief Minister's residence. The day will end with a gathering at RG Kar Medical College & Hospital. Protests will continue until August 14, when doctors and citizens will hold rallies and meetings across the state. On the night before Independence Day, a 'Reclaim the Night' march will take place in different parts of Kolkata, with women and families taking to the streets to demand justice. With emotions still raw a year after the crime, the anniversary is set to become both an act of remembrance and a renewed challenge to authorities at both the state and Central level, accused of failing to deliver a complete and convincing investigation. New Delhi, Aug 8 (UNI) The Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi today approved construction of 46-km long 4-lane Marakkanam-Puducherry road project in Tamil Nadu. Addressing a press conference, Information and Broadcasting Minister Ashwini Vaishnaw said the project will be developed on Hybrid Annuity Mode (HAM) at a total capital cost of Rs 2,157 crore. Currently, connectivity between Chennai, Puducherry Viluppuram and Nagapattinam is dependent on existing 2-lane National Highway 332A (NH-332A) and associated state highways, which experience significant congestion due to high traffic volumes, especially in densely populated stretches and key towns along the corridor. To address these challenges, the Minister said the project will upgrade approximately 46 km of NH-332A from Marakkanam to Puducherry to a 4-lane configuration. This will decongest the existing corridor, improve safety and cater to the mobility needs of rapidly growing towns such as Chennai, Puducherry Viluppuram and Nagapattinam. The project alignment integrates with two major National Highways (NH-32, NH-332) and two State Highways (SH-136, SH-203), providing seamless connectivity to key economic, social, and logistics nodes across Tamil Nadu. Additionally, the upgraded corridor will enhance multi-modal integration by connecting with two Railway Stations (Puducherry, Chinnababusamudram), two airports (Chennai, Puducherry), and one minor port (Cuddalore) thereby facilitating faster movement of goods and passengers across the region. Upon completion, the Marakkanam-Puducherry section will play a pivotal role in regional economic growth, strengthening connectivity between major religious and economic centers, boosting tourism to Puducherry, and opening new avenues for trade and industrial development. The project will also generate approximately eight lakh person-days of direct and 10 lakh person-days of indirect employment, and will open new avenues of growth, development and prosperity in surrounding regions.
