
New Wallyford homes get go ahead
Taylor Wimpey said the latest phase of its house building will be its first East Lothian location using its new 'national house types' which include a mix of terraced, semi-detached, detached and two bedroom apartments to give a broader appeal to buyers.
Confusion surrounded the location of the housing at the council's planning committee after a report by officers into the site's background referred to a neighbouring site where plans to build 150 homes on a site earmarked as park land had been approved earlier this year.
That development was refused permission by councillors but was overturned on appeal by Scottish Ministers.
However council officers said the reference to the neighbouring site in the report was intended to give councillors background on the 'wider site history' rather than referring to the application by Taylor Wimpey for neighbouring land.
Councillor Cher Cassini raised concerns about which site was involved and was told by officers: 'Just to avoid any confusion this application isn't on the site which was previously marked out as open space, it is to the north of that.'
Councillor Cassini said that now the new Taylor Wimpey housing development was going to be next to another 150 homes instead of open space, it sparked concern about a lack of green places for new residents.
Concerns were also raised about the impact of the additional housing on road junctions serving the site.
A spokesperson for Taylor Wimpey reiterated the land approved for the new housing they planned was not the area initially set aside for a public park and had, in fact, always been in the masterplan for the area as housing.
They said: 'Our application aligns fully with the approved masterplan and Planning Permission in Principle (PPP). The area granted consent under appeal is entirely separate from the scope of the current application.'
Speaking after councillors unanimously approved the new housing on the site, which is being named Dolphingstone Grange, Pauline Mills, technical director at Taylor Wimpey East Scotland, commented: 'We are pleased to have secured detailed planning consent for 93 homes from East Lothian Council, signalling progress for our Dolphingstone Grange development and another part of the Dolphingstone masterplan.
'This development also gives us the opportunity to introduce our new national house types to customers in East Lothian when they are launched for sale early next year, adding to the overall choice we can offer customers.'
The approval came as the company announced pre-construction work for its Ravensheugh Heights development in Wallyford has started with the project bringing approximately 700 new homes to the wider site.
The first homes at Ravensheugh Heights are expected to go on the market in the next few months from the existing sales information centre just off St Clements Wells in Wallyford.
The Dolphingstone master plan includes plans for new foot and cycle connections, fostering an active travel corridor to Wallyford and the local train station. Financial contributions of over £6.4 million will be made to fund education capacity and transport improvements, as well as a contribution of £186,000 to Network Rail for enhancements towards the rail link to Wallyford.

A petition posted on the Petitions Parliament website has urged the UK government to 'set the income tax personal allowance to £15,597 and higher rate to £62,379.02' A fresh online petition, signed by over 4,200 people, is demanding an increase in the personal tax allowance from £12,570 to £15,597. The aim is to "give more people money in their pockets to pay their bills" and reduce reliance on government assistance. The petition's creator, Andy Hobson, is also calling on the UK Government to raise the higher income tax threshold from £50,271 to £62,379.02. Earlier this year, the Labour Government announced that the Personal Allowance would remain frozen at £12,570 until April 2028. The proposed income tax thresholds by the campaigner are based on the current thresholds, which have been in place since 2021. Mr Hobson argues that "as we pay more for goods, our tax-free allowance stays the same, meaning we're getting poorer." Recent figures from the Office for National Statistics (ONS) reveal that the rate of inflation has now climbed to 3.8 per cent. The ONS attributes the rise in inflation to a surge in transport costs, particularly airfares, as families jetted off on holiday and a spike in food prices. Food inflation leapt to 4.9 per cent in July from 4.5 per cent in June as supermarkets grappled with global supply chain disruptions and economic uncertainty closer to home, reports the Daily Record. Core inflation, which excludes more volatile items such as food, alcohol, and tobacco, also increased in the 12 months to July to 3.8 per cent from 3.7 per cent in June. In simple terms, households continue to grapple with the fallout from the cost-of-living crisis. The 'set the income tax personal allowance to £15,597 and higher rate to £62,379.02' petition has been posted on the Petitions Parliament website. At 10,000 signatures, it would be entitled to a written response from the UK Government and at 100,000, it would be considered by the Petitions Committee for debate in Parliament. The petition states: "Set the tax-free allowance at £15,597, calculated via the Bank of England inflation calculator vs 2021 when the current rate was set. The same for the higher rate, currently £50,271 set in 2021, this should be £62,379.02. "We think this would give more people money in their pockets to pay their bills and rely less on government help. This could also mean more money being spent, so more VAT in the government's pocket too. "We are currently suffering fiscal drag because of this, and the previous government chose to freeze thresholds, but we think this is a stealth tax. As we pay more for goods, our tax-free allowance stays the same, meaning we're getting poorer." It's crucial to note that there are different tax banding rates in Scotland and England. England has four tax bands, whilst there are six north of the border. Primark given Scottish rebrand to mark 50 years in country
The fast fashion brand has 21 Scottish stores, all of which have been rebranded 'Preemark' in a 'homage' to how many Scots pronounce the name. The rebrand marks 50 years since Primark first opened its doors in Hamilton in 1975 – its first Scottish store and still its smallest in the UK. Its second Scottish store (in Motherwell) wasn't opened until 20 years later, in 1995. The brand said it now employs some 2637 staff across its 21 Scottish sites. Primark was first opened in Dublin in 1969 as Penneys, as it is still known in Ireland. It opened its first site in the UK in Derby in 1974 and currently has 197 UK sites. Kari Rodgers, UK retail director for Primark, said: 'The high streets and fashions have changed a lot over five decades in Scotland, and Primark has been there every step of the way. In 2018, the firm published its supply chain to prove it had nothing to hide in its push to sell products that are free of slave labour. Plastic not fantastic At a time of significant financial constraint, it's reasonable to ask why the Scottish government hasn't considered common-sense measures that could both improve our environment and relieve pressure on public budgets. A targeted litter levy on businesses whose products make up a large share of the waste along our roadsides is one such measure. By means of illustration, anyone driving the M80 near Robroyston will have seen the slip roads and verges frequently littered with takeaway cartons, bottles, cans and scraps of plastic. Sadly, this is not an isolated problem. Similar scenes are visible on the M8, M74, A9, A90 and many other routes. This persistent national issue damages Scotland's reputation and diminishes the quality of our shared spaces. The environmental impact is considerable. Litter breaks down into microplastics, pollutes waterways, and harms wildlife. While road maintenance contractors do eventually undertake cleaning, it is often too infrequent to keep pace with the accumulation of waste. Without a dedicated funding stream, the problem remains entrenched. Much of this litter originates from the unwelcome proliferation of fast-food outlets, petrol stations and retail parks. While some businesses carry out voluntary litter patrols near their premises, there is no requirement for them to tackle the waste along the surrounding roads their customers use. Taxpayers therefore bear the cost while the businesses whose packaging is most often discarded contribute little or nothing directly. Other jurisdictions have addressed this more effectively in applying a modest levy to producers and retailers of high-litter products, ring-fencing the proceeds for roadside cleaning and public education. Scotland could easily adopt a similar model. A well-designed levy here need not be overly punitive, but it would ensure that those who discard or profit from single-use packaging share responsibility for its disposal. Just as the small charge for single-use carrier bags led to a dramatic fall in their use, a targeted litter levy could also help change behaviour. By reinforcing the idea that litter has a cost, it could both fund clean-up work and discourage the utterly careless, selfish habits that cause so much of the problem in the first place. Such a measure would be practical, proportionate and fair. It is time to show that Scotland takes pride in its public spaces. David Roxburgh, Stepps. Tobacco road Latest information indicates the tobacco industry, in targeting youthful vaping consumers with sweet flavours and colourful wrappers, is encouraging youngsters to take up the habit and get hooked on the nicotine content ('Warning over risks to young who vape', The Herald, August 20). The Scottish government must act fast and treat all nicotine products, including vapes, in the same way as cigarettes. By Royal decree Having been born in Glasgow, I'm delighted the city is celebrating its 850th anniversary as a burgh of barony. Despite being born in the city, I spent the younger part of my life living near Rutherglen, which was granted Royal burgh status by King David I in 1126, and so is one of the oldest Royal burghs in Scotland. Glasgow, on the other hand, did not achieve Royal burgh status until 1611, almost 500 years after Rutherglen. Unfortunately, Rutherglen was subsumed into Glasgow in 1975 and lost its Town Council. In1996 Rutherglen, together with Cambuslang, were reallocated to the South Lanarkshire Council area. If Glasgow can celebrate the anniversary of becoming a burgh of barony, surely Rutherglen deserves to celebrate, in 2026, the 900th anniversary of becoming one of the oldest Royal burghs in Scotland.
