
New PIP assessment update for people making a claim for DWP disability benefit
The Department for Work and Pensions (DWP) has published a new online 'easy read' guide to help people making a claim for Personal Independence Payment (PIP) understand and prepare for an assessment in-person or over the phone.

The DWP guidance simplifies the process and what to expect, including the importance of attending the assessment, who you can bring with you and what happens afterwards.
The latest figures from the DWP show there are now more than 3.7 million people across Great Britain claiming PIP. The number of working age people receiving the disability benefit is at an all-time high with reforms planned for next year.
The Scottish Government confirmed last week that it will not be making any cuts to Adult Disability Payments (ADP), the devolved disability benefit that has replaced PIP north of the border.

What is a PIP assessment?
The PIP assessment is an opportunity for you to talk about how your condition affects you - it's not a diagnosis of your condition or a medical examination. The DWP will take into consideration evidence from the assessment to decide if you should be awarded PIP.
A health professional will carry out your assessment, write a report and send it to the DWP decision maker.
If you are waiting on a review, it's a good idea to have a copy of your PIP evidence form with you for telephone, video and face-to-face assessments. That way you can refer back to it, especially if it was completed a few years ago.
Talking about how your condition affects you
A helpful guide on the Citizens Advice website says you should be prepared to talk about how your condition affects you even if you've already detailed it on your PIP evidence form (the PIP2 document).
This can be hard to do, but it will really help if you can talk about:
the kind of things you have difficulty with, or can't do at all - for example, walking up steps without help or remembering to go to appointments
how your condition affects you from day to day
what a bad day is like for you - for example, 'On a bad day, I can't walk at all because my injured leg hurts so much' or 'On a bad day, I'm so depressed I can't concentrate on anything'
Observations on what you say and do during the assessment
The assessor will use the information you gave on your PIP claim form but also draw opinions from what you say and do on the day. For example, they might ask you how you got to the centre for a face-to-face assessment - if you say you came on the bus, without further clarification, they could make a note stating you can travel alone on public transport - unless you highlight otherwise.
You might also be asked to carry out some physical tasks during the face-to-face assessment. Don't feel you have to do things you wouldn't normally be able to do. If you do them on assessment day, the assessor may think you can always do them, so if you're not comfortable with something - say so.
During the telephone assessment you may be asked to describe how you complete simple tasks such as preparing and cooking food, getting washed and dressed and how you move around outside the home. Don't rush to respond, remember they are looking at your claim form and asking the same questions you have already answered.
Pause, reflect and reply
Break your answer down and take them through how you complete tasks step-by-step to paint an accurate picture of how your disability or health condition affects you.
What may seem like a drawn out process for you, will demonstrate exactly how you accomplish tasks to the assessor - so don't try to speed up or simplify how you get things done.
The assessor will also make a note of your mental state during the assessment - for example, they will record whether you look or sound depressed or happy, tense or relaxed and how you cope with social interaction.
Things to remember during the assessment
Don't let the assessor rush you and try not to just answer 'yes' or 'no' to their questions
Always try to explain how doing something would make you feel afterwards and the impact it can have on you if you had to do it repeatedly in a short period of time
You can have someone with you while you do the assessment over the phone, on the video call or in person, just remember to put the call on loudspeaker and advise the assessor who is with you.
Taking someone with you to a face-to-face assessment for support
The DWP has guidance on attending an assessment, which you can find on the GOV.UK website here. You can take someone with you into the actual assessment if they are 16 or over. This could be anyone who makes you feel more comfortable, like a friend, relative or carer. If you want, they can take part in discussions and make notes for you.

Check with your assessment provider that your assessment centre has everything you need - if it doesn't, you can ask for it. This can help make you feel more comfortable on the day.
Here are a few examples:
ask if you will have to go upstairs, and if there's a lift that can accommodate a wheelchair if you need one
ask how roomy the centre is if you get anxious in enclosed spaces - if the rooms or corridors are small, tell them this could make you anxious and see what they can offer you
ask for an interpreter or signer if you need one - do this at least two working days before your assessment so they have time to organise it
ask for the person carrying out the assessment to be the same gender as you, if that's important to you
ask if you can make an audio recording of the assessment - you must do this three days before your assessment and ask your provider about the rules for using recording equipment

NHS bosses face 'difficult choices' as budget crisis deepens in Ayrshire & Arran
Bosses today confessed that hard choices will need to be made. NHS Ayrshire & Arran may have a new face at the top, but the financial problems remain very familiar - with the warning of the difficult choices that may be required to address it. Professor Gordon James, who has stepped in as Interim Chief Executive after Claire Burden took 'extended leave,' attended his first health board meeting since joining at the start of the month. He was left in no doubt about the challenges facing the service, which is ready £11m overspent after three months of the financial year. Finance Director Derek Lindsay told NHS Ayrshire & Arran Health Board that a projected shortfall of £33.1m was set out by the board in March, only for the Scottish Government to come back and demand this be cut to £25m. But the figures made for familiar reading, with an overspend of £11.2m up to the end of June. Last year the board had posted a deficit of more than £50m. However, a late change of heart from the Scottish Government meant that they would provide a loan for the entire shortfall rather than the £27m they had insisted on. This year, no brokerage is available, with Ayrshire & Arran receiving an allocation of around £25m as part of a new sustainability payment programme. While the board have maintained a projected deficit of £33m, the figure could be much higher if it follows the same levels of overspend as the first quarter. Mr Lindsay said: "At the end of the first quarter, we're at £11.2m overspent. £7.35 million of the overspend has been in acute services." He added that they were £2.1 million overspent on new medicines. He also pointed out risks that funding for planned and unscheduled care hadn't been allocated by the Scottish Government. "There is a risk that we invest extra funding, and this allocation might not be received. "But we are working with the Scottish Government to try and get assurance around that." The report drills down into the acute overspend with the high number of delayed discharges in acute hospitals a significant reason for overspend. Other elements that have added to the overspend include unbudgeted costs for private ambulances to discharge patients and laboratory overspends. NHS A&A have also failed to identify all of the cuts and savings required by the Scottish Government. The Scottish Government has set a three per cent savings target termed Cash Releasing Efficiency Savings (CRES). Although NHS A&A have identified more than £30m in savings, they are still £6.3m short of the requirement. These savings are meant to be recurring rather than one off savings that only impact a single year. Mr Lindsay said: "The recurring CRES target amounts to £30.2 million. But as yet, we've only identified £16.7 million, which is of a recurring nature, with the rest being of a non-recurring nature, things like reducing nursing agency, etc, is of a non-recurring nature. "On a more positive note, year-to-date achieved savings are £5.7 million, which is in line with the plan. "We are showing good progress on reducing both medical and nursing agency, in the first quarter." Medical agency costs are down £150k compared to the first quarter of last year. while nursing agency costs have dropped by £650k. Medical Director Crawford McGuffie said: "We were tasked in the last financial year with getting £1 million into additional medical spending. "And the reason we have to have additional medical spending is that the workforce is not right sized." Health Board member Joyce White said: "I suppose the challenge is we're not in line with the savings against the CRES target, which is going to further exacerbate the problem that we're facing [meeting the £25m deficit]. "So we're really going to have to move at pace to be able to deliver against the CRES target, but secondly, to come in against the more ambitious target that's being set by the Scottish government. "I think we've got a huge challenge on our hands. In terms of how we're going to be assessed and to deliver on the financial requirements for this year. Board chair Lesley Bowie said that the NHS A&A corporate management team were focused on work to realise the £25m deficit target. She added: "At some point, difficult choices may well come to us as board members to try and put forward how we close that gap. "And across the piece, it's not going to be a case of working around the edges any more."

New Ayrshire & Arran health board chief executive sets out his stall
The new top man at NHS Ayrshire & Arran has spoken for the first time. The new temporary boss of NHS Ayrshire & Arran has set his sights on helping make improvements as he appeared at a board meeting for the first time. Ayrshire-born Professor Gordon James, who joined NHS Golden Jubilee in December 2022, took up his position at NHS Ayrshire & Arran on August 1. He takes the place of incumbent Claire Burden, who is on extended leave. Professor James told Monday's meeting of the NHS Board: 'Thanks to everyone I have met over the last week and a day. You have been nothing but welcoming to me. I would like to say thank you to them. "I was born in Ayrshire Central Hospital and went to school in Kilmarnock so I know Ayrshire welI and am delighted to be here and to work in a team. "I was at healthcare governance last week and also in the Kyle Ward chemotherapy unit which has a fantastic service and saw the new garden which was opened in July. 'My short term ambition was to meet the team and go out and about and be visible. I have a number of visits set up including urology and orthopaedics. I will go to Crosshouse Hospital next week. 'I am working with the board on a financial plan and the Scottish Government want to get us to a position of £25m so again I will be working with colleagues on that basis. We want to be as close to £25m as we can. 'The operational recruitment plan published by the Scottish Government is also a priority. Ayrshire delivers excellent patient quality and that is at the centre of everything we do."
