
Huaning exits PAR, heads for Japan's Ryukyu Islands
In its 5 a.m. bulletin, the state weather bureau said Huaning slightly accelerated while moving north-northeastward toward the Ryukyu Islands of Japan.
It was last spotted 650 kilometers east northeast of Itbayat, Batanes, with maximum sustained winds of 55 kilometers per hour (kph) near the center and gustiness of up to 70 kph. The tropical depression was moving at 10 kph.
PAGASA said Huaning is unlikely to directly affect any part of the country throughout the forecast period. The weather disturbance is also not expected to influence sea conditions in Philippine coastal waters.
On its current track, Huaning may pass near or over the Ryukyu Islands within the day. The tropical depression is projected to maintain its strength, though PAGASA noted that intensification into a tropical storm is still possible, albeit unlikely at this time.
Despite exiting PAR, PAGASA advised the public to continue monitoring official updates, with the next advisory scheduled at 11:00 a.m. Tuesday. —Sherylin Untalan/KG, GMA Integrated News

Cracks, holes mar P94.5-million flood control project in Camiling
A flood control project in Camiling, Tarlac, appears to be deteriorating, with holes on the surface and the steel bars underneath already visible, two years after construction started in 2023. According to Ian Cruz's report in '24 Oras' on Wednesday, residents said the project somehow eased the floods, which used to rise to the waist or chest. But they are now worried that the floodway will completely deteriorate soon. But in the next visit of GMA Integrated News to the site, the first district engineering office of Tarlac was conducting repairs to the project, particularly on the holes and cracks found. The most expensive flood control project in the country can also be found in Camiling–the Camiling-Agno River Floodway Phase 3, which costs P289.5 million. While it helped during the heavy rains brought by the series of tropical cyclones and the southwest monsoon, cracks are now visible in the lower portion. But the Department of Public Works and Highways said that the cracks on the cement are nothing to be worried about, as they are normal during hot weather. It added that it can be easily fixed, according to the report. Meanwhile, Phase 4 of the project has almost the same budget as Phase 3. But there were no problems so far, the barangay said.

LPA off S. Luzon has medium chance of becoming tropical cyclone
The low pressure area being monitored inside the Philippine Area of Responsibility (PAR) has a 'medium' chance of developing into a tropical depression within the next 24 hours, the state weather bureau PAGASA said on Wednesday afternoon. As of 2 p.m., the LPA was monitored 855 kilometers east of southeastern Luzon. The LPA will be called "Isang" if it develops into a tropical cyclone, PAGASA weather specialist Benison Estareja said in his 5 p.m. report. On Friday, the weather disturbance will pass through Northern and Central Luzon before leaving PAR on Sunday to head to southern China, he said. In the next 24 hours, several parts of the country will experience rains due to the Intertropical Convergence Zone (ITCZ) and the easterlies. According to the forecast issued at 4 p.m., the ITCZ will bring cloudy skies with scattered rains and thunderstorms over Western Visayas, Negros Island Region, Zamboanga Peninsula, Northern Mindanao, CARAGA, and Palawan. The ITCZ will also cause partly cloudy to cloudy skies with isolated rain showers or thunderstorms over the rest of Mindanao. Further, the easterlies will bring cloudy skies with scattered rains and thunderstorms over the Bicol Region, Quezon, Northern Samar, Eastern Samar, Samar, and Biliran. Likewise, partly cloudy to cloudy skies with isolated rain showers or thunderstorms will be experienced over Metro Manila and the rest of the country. Winds across the country will be light to moderate, and coastal waters will be slight to moderate. Low pressure area spotted east of Eastern Visayas
A Low Pressure Area (labeled LPA 08e) is being monitored inside the Philippine Area of Responsibility (PAR) and has a "medium" potential of developing into a tropical depression within the next 24 hours, based on weather advisory issued by state weather bureau PAGASA at 8 a.m. on Wednesday, August 20, 2025. "All are advised to monitor updates from DOST-PAGASA [Department of Science and Technology-Philippine Atmospheric, Geophysical and Astronomical Services Administration)," the weather advisory also said.
