Cracks, holes mar P94.5-million flood control project in Camiling

A flood control project in Camiling, Tarlac, appears to be deteriorating, with holes on the surface and the steel bars underneath already visible, two years after construction started in 2023.
According to Ian Cruz's report in '24 Oras' on Wednesday, residents said the project somehow eased the floods, which used to rise to the waist or chest. But they are now worried that the floodway will completely deteriorate soon.
'Sa amin naman, sir, gusto namin ipaabot sa mahal na Presidente na sana matingnan naman itong slope dito sa barangay namin dito sa Pindangan II, Camiling, Tarlac para mapagtuunan naman niya ng pansin mga pinaggagawa ng contractor,' said resident Ronaldo Baltazar.
(For our part, we want to convey to our dear President that we are hoping that he can look into this slope here in our barangay, Pindangan II, Camiling, Tarlac. This way, he can focus his attention on what the contractor has done.)
The slope protection project is worth P94.5 million and was handled by Flordes Construction. GMA Integrated News is trying to reach out to the said contractor.
But in the next visit of GMA Integrated News to the site, the first district engineering office of Tarlac was conducting repairs to the project, particularly on the holes and cracks found.
The most expensive flood control project in the country can also be found in Camiling–the Camiling-Agno River Floodway Phase 3, which costs P289.5 million.
While it helped during the heavy rains brought by the series of tropical cyclones and the southwest monsoon, cracks are now visible in the lower portion.
But the Department of Public Works and Highways said that the cracks on the cement are nothing to be worried about, as they are normal during hot weather. It added that it can be easily fixed, according to the report.
Meanwhile, Phase 4 of the project has almost the same budget as Phase 3. But there were no problems so far, the barangay said.

The low pressure area being monitored inside the Philippine Area of Responsibility (PAR) has a 'medium' chance of developing into a tropical depression within the next 24 hours, the state weather bureau PAGASA said on Wednesday afternoon. As of 2 p.m., the LPA was monitored 855 kilometers east of southeastern Luzon. The LPA will be called "Isang" if it develops into a tropical cyclone, PAGASA weather specialist Benison Estareja said in his 5 p.m. report. On Friday, the weather disturbance will pass through Northern and Central Luzon before leaving PAR on Sunday to head to southern China, he said. In the next 24 hours, several parts of the country will experience rains due to the Intertropical Convergence Zone (ITCZ) and the easterlies. According to the forecast issued at 4 p.m., the ITCZ will bring cloudy skies with scattered rains and thunderstorms over Western Visayas, Negros Island Region, Zamboanga Peninsula, Northern Mindanao, CARAGA, and Palawan. The ITCZ will also cause partly cloudy to cloudy skies with isolated rain showers or thunderstorms over the rest of Mindanao. Further, the easterlies will bring cloudy skies with scattered rains and thunderstorms over the Bicol Region, Quezon, Northern Samar, Eastern Samar, Samar, and Biliran. Likewise, partly cloudy to cloudy skies with isolated rain showers or thunderstorms will be experienced over Metro Manila and the rest of the country. Winds across the country will be light to moderate, and coastal waters will be slight to moderate. P250M dike in flood-prone Oriental Mindoro town damaged after only 7 months

A dike worth P250 million that was supposed to mitigate the flooding woes in Baco, Oriental Mindoro was damaged only after seven months since it was constructed in April last year. According to Maki Pulido's report in '24 Oras' on Tuesday, nearly half of the 220-meter dike collapsed in December amid heavy rains and floods. The town's engineering department claimed that there was no coordination with the municipal government with regards to the dike project. Just last July, a month wherein no floods are usually expected, residents were surprised with the floodwaters that damaged their crops. 'Sabi sa amin hindi na babahain, libre na kami sa baha. Mas malaking baha ang mangyayari sa amin, pati ang aming taniman, nalulubog,' said Marcelo Almanon, a resident of Barangay Santa Cruz. (They told us it wouldn't flood anymore, that we'd be free from floods. But a bigger flood came upon us, even our crops were submerged.) The dike that was supposed to prevent the flooding was overwhelmed by the water coming from the river, according to the report. 'Ang proposal dapat dito ay dahil sabi nga ng mga taga rito ay matataas ang baha, dapat mas matataas yung design ng flood control,' said of Raymar Lonto of Baco's engineering department. (The proposal here should have been, since the locals say the floods are high, the flood control design should be higher.) It's been two weeks since the contractor started the repair on the damaged dike. GMA Integrated News is trying to reach out to the contractor to speak on the matter. 'Kung same ang design siguro baka po maging ganun ulit, baka bumagsak ulit,' said Lonto. (If the design is the same, perhaps it might happen again, it might collapse again.) Meanwhile, Governor Bonz Dolor flagged the substandard dike projects in the municipality of Naujan, which is not even considered flood-prone. 'Bakit nasabi kong substandard? Of course, 561,000 per linear meter tapos ganyan ang result,' he said. (If the design is the same, perhaps it might happen again, it might collapse again.) GMA Integrated News reached out to Sunwest, Inc., the contractor behind the dike projects in Naujan. It was earlier named among the 15 contractors identified by President Ferdinand Marcos Jr. that handled flood-control projects in the country. Meanwhile, two of the flood control projects in Barangay Metolza in Naujan amounting to P578 million were effective in protecting two towns in barangays from flooding. 'Siyempre magtataka ka rin, bakit? Gaano kalaking pondo ito. Pero nung nakita ko naman po na ganun kaganda yung ginawa sa barangay namin,' said Brgy. Captain Salatiel Ramirez. (Of course, you would wonder why? How much was its funding? But then I saw how well it was done in our barangay.)
