An anguished, frustrated and dejected IAF chief

While speaking to Rahul Kanwal and Gaurav Sawant, the News Director and the Managing Editor of India Today respectively, at India Today Conclave 2025 on 23 January 2025, the Indian Air Force (IAF) Chief, Air Chief Marshal (ACM) Amar Preet Singh expressed his objective but candid views on a host of sensitive yet significant issues.
He particularly focused on IAF's limitations regarding its indigenisation drive, ever-widening qualitative gap with respect to the competitive regional Air Forces (China and Pakistan), and dilemma to choose between self-reliance or off-the-shelf acquisitions in the race against time. Towards later part of the interview, he particularly appeared anguished and disturbed about discourteous interjections and exhibition of pseudo expertise by the hosts compelling him to sarcastically invite them to work for the IAF as freelancers.
The ACM did not either mince words to express his displeasure and discomfort towards the hosts for bringing his private conversation with the officials of Hindustan Aeronautics Limited (HAL) to the public.
While finalising the envisioned implementation plan of the Cold Start Doctrine against Pakistan and lamenting two-front war mantra, IAF's projections were rationalised to 42 squadron Air Force in 2014 by the Indian political and military leadership. However, gradual decommissioning of the aging fleet has reduced IAF to 32 squadrons which, according to the hosts of the India Today Conclave 2025, is further projected to shrink to 25-26 squadrons by 2030.
The deficiencies so arise were planned to be systematically filled by the six squadrons of indigenously built LCA/Tejas (Mk-1, Mk-1A & Mk-2) by HAL alongside off-the-shelf acquisitions of 126 Rafale aircraft. However, despite the lapse of over four decades of hard work and huge financial, technological and HR investments, HAL seems to be way short of its promised targets and timelines.
The IAF chief was unhappy and visibly frustrated with the delayed decision-making, in this regard, by the political leadership and painfully slow progress by HAL. His criticism of HAL colleagues can be inferred as: (i) pursuing the project without the continuous inputs from the IAF resulting in systematic delays; (ii) delays in timely addressing the highlighted observations and incorporating requiste modifications; (iii) perpetuity of technological gaps due to continuous shifting of goal posts and manufacturing delays; (iv) vicious cycle of delayed timelines vs increasing costs; and (iv) delayed availability of funds due to red tapism.
There is a general fear amongst the decision-making tier of the IAF that acute deficiency in aircraft numbers may result in panic buying of off-the-shelf foreign platforms, thus compromising on the long-drawn indigenisation efforts of IAF.
The IAF chief's frustration could be understood within the context that the current IAF fleet is suffering from both qualitative and quantitative differential which becomes more pronounced when asked to confront and compete nuclear neighbours equipped with more modern and more lethal aerial platforms.
Pakistan's endeavours to co-produce and acquire 5th generation aircraft with long range stand-off weapons and retention of first shot capabilities ahead of IAF are sure enough reasons to have sleepless nights for the IAF chief, let alone China indigenously producing 6th generation aircraft for its air force. Mr Singh was caught off guard to say that "IAF would employ 'tactics' to fight qualitatively superior adversary" while trying to defend IAF's current state of affairs.
Interestingly, the IAF's current fleet is not only ageing but also presents serious interoperability problems due to vintage and diversity. French-built Rafale is IAF's best bet which at best is 4.5 generation aircraft with relatively inferior avionics and weaponry.
In the face of delayed production of Tejas, pursuance of the Defence Research and Development Organization's (DRDO) Advance Medium Combat Aircraft (AMCA) practically seems a distant possibility. Therefore, off-the-shelf purchase of additional Rafale from France and decision to buy another 120 modern platforms from elsewhere seems to be the only viable option for the IAF which, if materialised, would take at least ten years to fully operationalise.
By the time PAF would fully operationalise its 5th generation platforms, IAF would still be reeling between the dilemma to choose either self-reliance or go for direct acquisitions. Nevertheless, in either of the cases, PAF is likely to maintain its qualitative superiority over IAF for at least next 10-15 years.
The IAF's recent acquisitions are a piecemeal solution and thus not commensurate with its desired role within the overall geopolitical and geostrategic objectives of India. Weapon systems like Russian S-400 SAMs and French-built Rafale aircraft present acute deployment and employment limitations especially in a potentially heavily contested and competitive airspace along the eastern and western frontiers of India.
In the same backdrop, likely presence of 5th and 6th generation platforms in the near future within its immediate neighbourhood may compel the IAF to panic purchase 5th generation platforms (F-35 or SU-57) either from Russia or from the USA. Such a decision, if materialised, would not only adversely impact its indigenisation drive but would add complexities to already fragile ecosystem of IAF.
In short, ACM Singh, as a professional and honest airman, has not only identified limitations and shortcomings within the IAF but also expressed his anguish, frustration and dejection about the current capabilities of IAF vis-à-vis desired role and tasks. His remarks that "if a person equipped with a chaku (knife) is made to fight another person having a gun, [he] may not succeed all the times" exhibit his frustration about the state of current capabilities of IAF and amply describe the likely outcome of any future conflict involving IAF.

According to the Inter-Services Public Relations (ISPR), the visit began with Eid prayers, where special prayers were offered for the country's peace, stability, and prosperity, as well as for the martyrs who laid down their lives in defence of the motherland. Extending Eid greetings to officers and soldiers, the COAS lauded their unwavering commitment, professional excellence, and dedication despite persistent challenges. He stated that celebrating Eid at the frontlines, away from families, reflects the higher national purpose of safeguarding the country. The Army Chief praised the formation's performance during Marqa-e-Haq and Operation Bunyaanum Marsoos, paying tribute to the martyrs and Ghazis. 'You have befittingly avenged the loss of innocent Pakistani lives, including children, women, and the elderly, through your bold and effective response,' he said. While interacting with the troops, COAS Munir appreciated their high morale, operational preparedness, and vigilance in countering ceasefire violations by Indian forces. He reiterated full confidence in the armed forces' ability to deter and defeat any aggression. Reaffirming Pakistan's principled position on the Kashmir dispute, the COAS said the just and valiant struggle of the Kashmiri people against Indian occupation would not be forgotten. He stressed the importance of resolving the Jammu and Kashmir issue in line with the aspirations of the Kashmiri people and relevant United Nations Security Council resolutions. The Army Chief was received by the Commander of Rawalpindi Corps upon his arrival at the LoC.

NEW DELHI: Indian Foreign Minister Subrahmanyam Jaishankar said on Saturday a trade deal with Britain was 'truly a milestone' that will boost bilateral ties as he welcomed his counterpart David Lammy to New Delhi. India and Britain struck a long-delayed free trade agreement last month after negotiations were relaunched in February. Britain has sought to bolster trade ties across the world since it left the European Union under Brexit, a need that became more pressing after the United States unleashed a global tariff blitz that risks causing weaker economic growth. 'The recent conclusion of the India-UK FTA… is truly a milestone which will not only propel our two-way trade and investment but will also have a positive effect on other strategic aspects of our bilateral ties,' Jaishankar said after meeting Lammy, who is on a two-day visit. Lammy says UK, US working to ensure enduring Pakistan, India ceasefire, dialogue 'It would also contribute to the strengthening of supply and value chains,' he said. The accord will slash tariffs on imports of UK goods into India, including whisky, cosmetics and medical devices. In exchange, Britain will cut tariffs on imports of clothes, footwear and food products, including frozen prawns, from India. Britain and India are the sixth- and fifth-largest global economies respectively, with a trade relationship worth around 41 billion pounds ($54.8 billion) and investment supporting more than 600,000 jobs across both countries. They hope the free-trade agreement will increase trade between them by about 25.5 billion pounds, as well as boost the British economy and wages. Talks were relaunched in February after stalling under Britain's previous Conservative administrations. Lammy said before his visit the deal with India was 'just the start of our ambitions'.

They called for national unity, compassion and collective sacrifice to overcome challenges at home and abroad. The military's top brass also extended Eid greetings to the people. According to a statement issued by the Inter-Services Public Relations (ISPR), the armed forces offered prayers for enduring peace, prosperity and national cohesion in the country. COAS and Field Marshal General Munir, chairperson of the Joint Chiefs of Staff Committee, chief of naval staff and chief of airstaff all extended their fecilitations to the people. They praised the resilience of the Pakistani people and saluted the bravery of the armed forces, law enforcement agencies and citizens who continue to defend the nation's security and stability. The military leadership recognized Eidul Adha as a time of reflection, sacrifice, and unity, and called on all Pakistanis to use this occasion to promote harmony and strengthen the fabric of the nation. "Eid-ul-Azha is a sacred time of reflection, sacrifice, and unity. May this blessed occasion foster harmony across our society and reinforce the spirit of solidarity that binds us as one indomitable nation. The Pakistan Armed Forces stand resolutely with the people, united in purpose and steadfast in their sacred duty to defend the sovereignty and territorial integrity of the country," read ISPR's statement. "On this day of reverence, we also honour the noble families of Shuhada-e-Pakistan—whose loved ones made the ultimate sacrifice in the service of peace and the nation." Celebrations in fervour Eidul Adha is being celebrated across today with religious fervour and reverence, as millions of Muslims gather for prayers and perform sacrifices in remembrance of the devotion of Prophet Ibrahim (AS). Photo: Reuters Large congregations were held for Eid prayers at mosques, Eidgahs, Imambargahs, and open spaces nationwide. In Islamabad, worshippers offered Eid prayers at the Shah Faisal Mosque and other major sites, where special prayers were also made for the armed forces, national unity, and the country's progress and prosperity. In Lahore, Eid prayers were led by Council of Islamic Ideology Chairperson Raghib Naeemi at Darul Uloom Jamia Naeemi. A large-scale collective sacrifice has been arranged at the seminary, where 180 animals were sacrificed on the first day. A total of 300 sacrifices are planned over three days. Similar arrangements were made in other parts of the city. In Karachi, Eid prayers were offered at different mosques in the city. Clerics across the country delivered sermons on the spiritual and philosophical significance of Prophet Ibrahim's (AS) sacrifice. Special prayers were also offered for the unity of the Muslim Ummah, national development, and the well-being of Palestinians and Kashmiris. In Hyderabad and surrounding areas, more than 1,000 small and large prayer gatherings were organised. Many residents visited graveyards after Eid prayers to offer fateha for deceased loved ones, before commencing animal sacrifices. In Peshawar, major congregations took place at the central Eidgah and various neighbourhoods, reflecting the same spirit of solemnity and unity. Municipal authorities have deployed special teams for sanitation and waste disposal, working to ensure prompt removal of offal and solid waste to maintain cleanliness in urban and rural areas.
