Over 5,000 juvenile cases recorded since 2023, says Home Minister
He said 2,006 cases were recorded in 2023, followed by 2,442 in 2025 and 1,185 cases as of June 2025.
Selangor recorded the highest number of juvenile cases at 892 followed by Johor (731); Perak (506); Sabah (474); Sarawak (460); Kedah (433); Kelantan (347); Pahang (331); Kuala Lumpur (315); Penang (294); Terengganu (275); Negri Sembilan (241); Melaka (218) and Perlis (116).
'Those aged 16 to 18 made up the highest number of cases at 3,637. The lowest number of cases was from those aged between seven and 10 with 21 cases,' he said in a written reply on Wednesday (Aug 20).
Saifuddin Nasution was responding to a question by Zahir Hassan (PH-Wangsa Maju) who asked about the number of juvenile cases under the Child Act 2001 and for statistics on the age of offenders.
Zahir also asked about measures taken to prevent underage teens from loitering without permission at night.
To this, Saifuddin Nasution said various public awareness campaigns, including lectures, seminars and exhibitions, are carried out to educate parents on their responsibilities.
'Constant patrols are also carried out in high-risk areas where teens are known to loiter without supervision.
'Crime prevention rounds are also carried out by the police, and their duties include taking immediate action towards public complaints on teens loitering without supervision,' he said.

PETALING JAYA: Malaysia possesses strong intelligence capabilities and a comprehensive security framework to counter espionage threats posed by foreign elements, said Home Minister Datuk Seri Saifuddin Nasution Ismail in Parliament yesterday. He said espionage is a global threat affecting all nations, and Malaysia is no exception. 'We classify espionage as a serious national security issue that must be addressed comprehensively,' he said in response to a question from Lubok Antu MP Roy Angau Gingkoi on preventive and intervention measures taken by the government. Saifuddin Nasution said espionage typically involves stealing sensitive political, military or economic information without authorisation. He said the modus operandi often begins with identifying targets, gathering data for profiling and understanding an organisation's structure. He added that perpetrators may act through insiders or enter Malaysia as tourists. 'Some insiders are recruited with promises of rewards, others coerced through threats and some influenced by ideology.' He highlighted the growing use of cyber espionage, with intruders gaining covert access to information systems via phishing, malware or spyware. He said the stolen data is then transmitted to handlers through the dark web or encrypted channels. Saifuddin Nasution outlined a three-pronged national response to combat such threats – prevention, detection and enforcement. 'Prevention measures include continuous monitoring of watchlists and blacklists as well as the strengthening of security vetting procedures, especially for foreigners working in Malaysia. 'On detection, intelligence agencies are enhancing expertise and coordinating information security programmes to safeguard critical data. 'Cooperation with international bodies such as Interpol and Aseanapol also forms part of Malaysia's strategy.' He cited the 2022 arrest of a Malaysian woman in her 30s who had been recruited by Israeli intelligence agency Mossad. He said her mission was to kidnap two Palestinian men, but police successfully rescued them and detained her. His remarks came amid renewed scrutiny of Malaysia's security measures following the Aug 6 arrest of two Chinese nationals for allegedly trespassing by flying drones into a restricted area of the Defence Ministry headquarters.

Siblings drown in unfenced construction pond site in Ipoh
IPOH: Two siblings were found drowned in a water retention pond located within an unfenced construction site in Lebuh Perindustrian Sin Yong Seng, Taman Chemor Ria, here yesterday. The boys, aged eight and nine, had reportedly gone out to play near their rented home, which is adjacent to the construction area, before the tragedy occurred. District police chief Assistant Commissioner Abang Zainal Abidin Abang Ahmad said authorities received an emergency call via MERS 999 at 8.33pm yesterday. He said initial information indicated that members of the public had discovered two unconscious children in the pond. "Both victims were immediately rushed to Raja Permaisuri Bainun Hospital (HRPB) for emergency treatment, but were unfortunately pronounced dead at 9.39pm on the same night," he said when contacted tonight. He added that an initial investigation at the scene revealed the construction site was not secured with fencing, and no warning signage was displayed to alert the public of potential hazards. "A post-mortem conducted at HRPB's forensic unit confirmed that the cause of death was drowning," he said. The case is being investigated under Section 33 of the Child Act 2001, which pertains to child negligence and is punishable by a fine of up to RM20,000, a jail term of up to five years, or both. He advised the public to always prioritise children's safety, especially when near high-risk areas such as rivers, ponds, mining pools, or construction sites. "Developers and contractors are also reminded to comply with safety regulations, including installing fencing and warning signs at construction sites to prevent unwanted incidents.
