Egypt's Planning Ministry announces 4 billion euros in budget support from EU

Minister of Planning, Economic Development, and International Cooperation Rania al-Mashat announced that efforts are in place alongside the European Union (EU) to implement a macroeconomic support mechanism and support the state's budget deficit with a value of four billion euros.
She affirmed the Egyptian government's appreciation for the economic partnership with the EU and the upgrade of relations to a strategic partnership.
Mashat added that these efforts constitute vital support for the state's efforts to implement the ongoing structural reform program.
During her meeting with the European Commissioner for International Partnerships, Joseph Sikela, Mashat discussed strengthening the strategic partnership between Egypt and the European Union.
She highlighted sustainable development priorities, green transformation efforts, cooperation within the the 'Team Europe' initiative, and support for the NWFE program.
Mashat added that technical discussions with the European side are ongoing in preparation for the upcoming assessment mission, ensuring consensus on reform priorities and enhancing the development impact of financing.
The meeting also addressed the private sector investment guarantee mechanism and efforts to activate it to mobilize more European investments into the local market.

Israa Farhan The Ministry of Planning, Economic Development and International Cooperation announced that the Suez 1.1 GW Wind Power Plant Project, implemented by a local and foreign private sector consortium as part of the energy pillar of the "NWFE" program country platform, has received two international awards. The project won the "Deal of the Year" award in the infrastructure sector from African Banker magazine. A consortium of international and regional financial institutions contributed to the project's financing, including the African Development Bank, the OPEC Fund for International Development, the European Bank for Reconstruction and Development (EBRD), British International Investment (BII), DEG (a subsidiary of KfW), and the Arab Petroleum Investments Corporation (APICORP). In the same context, the project received the "Best Energy Deal in Egypt and Africa" award from EMEA Finance, within the framework of the platform launched by Hassan Allam Utilities, in cooperation with the French company Meridiam and the EBRD, to provide $300 million in financing for the project. H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, emphasized that the "NWFE" program country platform, particularly regarding the energy pillar, has become a model for partnership between international financial institutions and the local and foreign private sector. This partnership aims to provide the necessary financing and investments to support Egypt's efforts in renewable energy, for the implementation of the national sustainable energy strategy and nationally determined contributions. H.E. Dr. Al-Mashat pointed out that the structural and regulatory reforms implemented by the government since 2014 have opened the way for the private sector to significantly enter the renewable energy field. This has encouraged international financial institutions to inject investments and development financing into these projects, noting that Egypt seeks to implement its vision to reach 42% renewable energy in its generated power by 2030. H.E. Minister Al-Mashat added that the energy pillar of the "NWFE" program has achieved tangible results since the program's launch in November 2022 at COP27. Agreements have been signed to initiate renewable energy projects with a capacity of 4.2 GW with private sector companies, and development financing of approximately $4 billion has been mobilized for these projects. She explained that efforts are ongoing in coordination with the EBRD to achieve the program's energy pillar target: adding 10 GW of renewable energy capacity with investments of approximately $10 billion, phasing out 5 GW of fossil fuel power generation by 2028, and enhancing and developing grid infrastructure, while supporting national grid investments, all with the aim of supporting the national strategy. The Suez wind project is the largest of its kind in Egypt and one of the largest projects in the African continent. It is expected to generate 4,111 GWh annually, providing clean, reliable, and affordable energy to over one million households. Egypt's Garment Exports Jump by 25 Percent in April

CAIRO – 1 June 2025: Egypt's ready-made garment exports rose sharply by 25 percent in April 2025, reaching $223 million, up from $179 million in April 2024, according to a statement released by the Garments Export Council. The Council reported that total exports for the sector between January and April 2025 amounted to $1.028 billion, marking a 22 percent increase compared to the same period last year. This growth underscores Egypt's strengthening position in the global textile market. The United States retained its status as the largest importer of Egyptian garments, with total imports reaching $384 million, reflecting an 11 percent rise from $345 million during the same period in 2024. European countries came in second, with exports increasing by 39 percent to $259 million, compared to $186 million a year earlier. Exports to Arab countries also posted a 6 percent gain, totaling $190 million, up from $180 million in the corresponding period of the previous year. One of the most notable trends was the 101 percent growth in exports to non-Arab African markets, signaling a significant expansion into new African destinations. At the same time, exports to other global markets climbed by 50 percent, reaching $190 million, compared to $127 million in the same period of 2024. Commenting on these figures, Fadel Marzouk, Chairman of the Ready-Made Garments Export Council, stated that the export performance reflects a positive trajectory and the gradual recovery of the sector. He attributed this progress to rising global demand, broader market outreach, and the Council's continuous efforts to improve the competitiveness of Egyptian garments on the international stage. Marzouk also emphasized that the Council is targeting an annual export growth rate of 30 to 35 percent, supported by training programs, expansion of the SME base, increased promotion in international markets, and continued work to remove obstacles facing exporters.

CAIRO – 1 June 2025: Egypt's entrepreneurial landscape is experiencing a powerful surge, with startups attracting $228 million in venture capital and debt financing during the first five months of 2025. This upward momentum, announced by the Ministerial Group for Entrepreneurship, signals renewed confidence among investors and growing resilience in the Egyptian innovation economy. Between January and May 2025, 16 investment deals were closed, of which 11 were publicly disclosed, amounting to $156 million—a 130 percent increase over the same period last year. Alongside equity injections, top startups such as Nawy and MNT-Halan secured notable debt financing rounds worth $23 million and $49 million, respectively. Speaking on the occasion, Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, and Chair of the Ministerial Group, underscored the government's unwavering commitment to fostering a robust and inclusive startup ecosystem. She emphasized that this support is driven by a clear national vision, led by President Abdel Fattah El-Sisi, to position Egypt as a competitive regional hub for innovation. Dr. Al-Mashat also revealed that the Ministerial Group is nearing the completion of the Startup Charter, which will set the groundwork for a more enabling environment. Complementary funding mechanisms and support facilities are being developed to attract further capital and support early-stage growth. In parallel, the government has rolled out tax incentives for startups with annual revenues under EGP 20 million, aiming to ease operational pressures and accelerate scalability. Beyond financial incentives, the Group's strategy focuses on empowering youth and enhancing Egypt's global entrepreneurial standing. The approach is not only economic but also strategic, emphasizing competitiveness, knowledge-based development, and sustainable growth. The first five months of the year also saw pivotal movements in Egypt's startup market, particularly in the area of exits and acquisitions. Among the standout deals were Dubizzle's acquisition of Hatla2ee, a key player in online car sales, and the acquisition of Fatora, a digital invoicing platform, by MaxAB-Wasoko. These developments point to a maturing market, where consolidation and strategic scaling are becoming more prevalent. Sector-wise, PropTech led in capital attracted, drawing 33 percent of total venture investment, while FinTech dominated by deal count, with five transactions accounting for 32 percent of the funding activity. These figures underline the diversity and sectoral dynamism of Egypt's startup environment, offering promising signals for sustained growth and innovation in the months ahead.
