Insurance premiums to rise in bad year for aviation, say experts

New Delhi It's a payout no one -- neither airliners nor passengers -- hopes would ever come to pass, but aviation insurance is set to get costlier amid rising risks and air fatalities, experts say.
Mishaps and war have already ratcheted up the stakes, capping a dream run of low, stable premiums, which are poised to jump this year. The lumbering Russia-Ukraine conflict, a spate of air accidents and the apparent start of an Israel-Iran clash have added significantly to those risks, an industry executive said, requesting anonymity.
Earlier this month, a UK judge ruled that insurance companies must compensate aircraft lessors and airliners for planes seized by Russia as part of its counter-sanctions reprisal, adding a new dimension to aviation insurance.
The year 2025 was already beginning to prove to be a tipping point with the Potomac River mid-air collision in the US this January. It shattered the calm of 2023 when no large plane was involved in a fatal accident, according to aviation groups. The encounter between American Airlines Flight 5342 and an army helicopter near Washington was the deadliest US disaster in over a decade.
'This changed sentiments dramatically in New York and London, two financial centres where the largest aviation reinsurance businesses are concentrated,' said Mathew Pannerselvam of Troth Broking Ltd.
The crash of Air India AI 171 outside Ahmedabad's airport on Thursday has already made 2025 the deadliest in a decade globally with over 480 fatalities, according to figures from the Virginia-based Flight Safety Foundation.
The London, Gatwick-bound Boeing 787 jetliner crashed moments after taking off, unable to power its initial climb and barely able to clear a neighbourhood just outside the runway.
Insurance payments to follow from the Air India crash are likely to be the costliest in Indian aviation history because of the extent of damages, including to properties on the ground and non-passenger fatalities, the executive cited in the first instance said. The accident resulted in the complete destruction of the aircraft and the death of all but one passenger.
The payouts could potentially reach nearly $100 million if the totality of liabilities is taken into account, said a second executive from Marsh India, an investment advisory firm, requesting anonymity.
The main insurer of the Air India Dreamliner was TATA AIG while several other firms underwrote part of the liabilities, including National Insurance and Oriental Insurance, a third industry analyst said, asking not to be named.
Most large insurers opt for reinsurance, an arrangement where the original insurance firms protect themselves against losses by transferring their own risks to a reinsurer at a cost. 'In aviation, this is the norm and very little risks remain with the original insurers,' one of the industry executives cited above said.
In the case of the AI 171 flight too, just about 10% of the liability will have to be borne by Indian insurers, whose aviation businesses are covered under a global reinsurance programme, the third analyst cited above said.
Aviation insurance is never a single product, analysts said. A commercial plane typically is covered by several types of risk packages. The most critical ones include cover for hull losses during flight and taxiing, as well as when an aircraft is stationary.
Passenger liability covers allow airliners to compensate the next of kin in case of fatal accidents. Tata Sons, the conglomerate that owns Air India, on Thursday announced that it would pay ₹1 crore to the next of kin of each passenger on board the fatal flight.
Airliners also need to take out a public liability policy for third-party compensation, just as in car insurance, to pay for damages caused to other aircraft, objects or people.
Insurance premiums make up no more than 1.5-2% of airlines' costs, very little compared to spending on fuel or maintenance, and premiums can range from $45000 to $150,000, depending on aircraft type, age and routes travelled, among other parameters, according to data from AerCap Holdings NV. The insured value of a commercial jetliner can range from $112 million to $230 million.
The insurance industry is 'good at adapting to changes' and risks from emerging wars were earlier considered 'second-order risks', Bruce Carnegie-Brown, the chairman of Llyod's of London, one of the largest aviation insurers, told Bloomberg last month.

Addressing a press conference at Udaan Bhawan, New Delhi, alongside Minister of State Murlidhar Mohol, Secretary Samir Kumar Sinha and senior officials, Naidu said the incident had 'shaken the entire nation,' and stressed that the loss of young lives — many of them students — was 'heartbreaking beyond words'. 'I myself lost my father in an accident. I understand what these families are going through,' said the Minister. 'This is not just a technical event. It's a humanitarian tragedy. The government's priority is to provide every form of assistance possible.' "India's aviation safety systems are among the world's best, as recognised by the ICAO,' Naidu reiterated. 'But this tragedy calls for honest introspection. We will ensure meaningful reform, not just reassurances.' Ahmedabad plane crash: Support to affected families The minister announced a series of directives issued to Air India to support families of victims and the injured. These include: Immediate disbursement of ex gratia compensation Logistical and emotional support to next of kin Deployment of senior Air India personnel for family assistance A dedicated support cell at Gatwick Airport for British nationals and their families Help with travel arrangements, medical documentation, and hospital coordination Naidu stressed that the government's approach would prioritise 'compassion, dignity and respect' for the deceased and their families. Ahmedabad plane crash: Emergency measures and coordination Soon after the crash on June 12, a 24X7 control room was activated at the Ministry's headquarters, staffed by officials from DGCA, BCAS, CISF and the Airports Authority of India (AAI). A parallel media control room was also set up at the National Media Centre to ensure streamlined information dissemination. Helplines were activated to support victims' families, including: Ahmedabad Airport Emergency Helpline: 9974111327 MoCA Control Room: 011-24610843 / 9650391859 Air India Passenger Helpline: 1800-5691-444 Senior officials from the Ministry of Civil Aviation (MoCA), DGCA, Aircraft Accident Investigation Bureau (AAIB), AAI and BCAS reached the crash site within hours to coordinate rescue and relief operations. Ahmedabad plane crash: Investigations and black box recovery The AAIB launched a formal investigation the same day, dispatching a five-member GO Team led by the Director General. The team has since been reinforced with forensic and medical experts. In a significant development, the aircraft's black box was recovered on June 13 around 5 pm. 'This will provide critical insight into what happened during the flight's final moments,' said the minister. To conduct a broader inquiry, the government has constituted a high-level committee under the Union Home Secretary. This independent panel will include representatives from: Ministry of Civil Aviation Ministry of Home Affairs Government of Gujarat DGCA, BCAS, Indian Air Force, Intelligence Bureau State Disaster Response Authority National and state-level forensic experts Key objectives of the committee include: Examining the crash from technical, operational and regulatory perspectives Identifying systemic and institutional gaps Recommending long-term reforms to aviation safety systems, emergency protocols, crew training and air traffic management The committee will submit its report within three months. Deliberations are scheduled to begin on Monday (June 16). Ahmedabad plane crash: Technical inspections and oversight The DGCA has directed Air India to conduct immediate inspections of all Boeing 787-8 and 787-9 aircraft fitted with Genx engines. Of the 33 Dreamliners in service with Indian carriers, eight have already been checked. The rest are being inspected on a priority basis. Meanwhile, DGCA has intensified surveillance of maintenance and airworthiness protocols for all wide-body aircraft in the country. Besides, the Ministry has also urged the public and media to avoid speculation and rely only on verified information. 'We will ensure transparency. The focus is to get to the truth and deliver justice,' the Minister said.

Uttar Pradesh fares better in buying fodder for stray cattle than wheat for PDS

Uttar Pradesh has procured more cattle fodder than wheat in terms of target achievement (in percentages ) this year, despite the state requiring over 70 lakh metric tonnes (MT) of wheat annually to meet its public distribution system (PDS) needs, reflecting changing rural priorities and marketing dynamics. According to official data, the state government fixed a minimum target of procuring 60 lakh MT of wheat at the minimum support price (MSP) of ₹2425 per quintal from farmers this marketing season. Despite widespread publicity and procurement drives, it managed to purchase just a little over 10 lakh MT — achieving only about 17% of its target. The government began the wheat procurement for 2025 on April 1 through 5853 purchase centres across the state. The procurement season will end officially on Sunday. Officials attribute the poor procurement to higher prices being offered in the open market. 'Farmers are increasingly preferring private buyers who offer rates above the MSP and added conveniences like timely pickup, cash payment and transport assistance,' said a senior food and civil supplies official. 'The persistent low procurement trend has been observed over the last few years, with global disruptions such as the Russia-Ukraine war also impacting grain trade flows and pricing,' he added. This shortfall is likely to force the Centre to step in and fill the deficit by diverting wheat stocks from Food Corporation of India (FCI) godowns in other states, which is bound to increase the transportation cost significantly. In contrast, the state has fared far better in buying bhoosa — the dry wheat chaff or straw used as fodder for bovines. The government collected over 8 lakh MT of bhoosa this year, primarily for feeding stray cattle housed in more than 7,000 gaushalas (cow shelters) across Uttar Pradesh, and this collection stands at about 90% of the target. These shelters accommodate nearly 13 lakh animals, mostly abandoned or unproductive cattle, with fodder expenses forming a substantial part of the state's animal care budget. The department of animal husbandry fixed the target of collecting around 9 lakh MT bhoosa for stray cattle through a drive between April 15 and May 31. Of it, 26,62,198.16 quintal was sought to be collected through donations while the rest 62,11,795.72 quintal was to be purchased by the government from farmers at the rate of ₹850 per quintal. The stark contrast between the two figures — 90.55% of bhoosa procured versus just 17% of wheat — underscores the growing challenge in securing foodgrains for the PDS through MSP operations, even as the state remains committed to cow protection policies. Experts warn that unless procurement becomes more farmer-friendly or MSPs are revised to match real-time market prices, states like UP will continue to struggle with meeting their foodgrain buffer needs through local sourcing. Principal secretary, food and civil supplies, Ranvir Prasad said the objective of the MSP was to ensure that no farmer had to sell his produce below the threshold price fixed by the government. 'Despite our best efforts, many farmers preferred their wheat to private players since they offered a better price to them and the government has no issue with farmers getting a better price than the MSP in the open market,' he said.
