A breaking note via UBS:
White House envoy Steve Witkoff reportedly warned top Senate Republicans last week that Iran could launch a large-scale missile and drone retaliation if Israel attacked its nuclear sites, saying that this could overwhelm Israeli defenses and cause heavy damage, according to various media (here and here). Israel has since attacked a key nuclear site in Natanz and Iran has vowed to respond with force. Both Brent and WTI crude prices are up more than 12%.

US Envoy Urges Israel to Comply with Ceasefire as Lebanon Moves to Disarm Hezbollah

U.S. envoy Tom Barrack on Monday urged Israel to honor its commitments under a ceasefire agreement that ended last year's war with Hezbollah, following Lebanon's decision to begin a process to disarm the Iran-backed group. Under the November truce, Hezbollah was required to withdraw fighters from the Israeli border, while Lebanon's state institutions were tasked with assuming control of weapons. In return, Israel was expected to withdraw its forces, but it has maintained positions at five border points deemed strategic, while continuing airstrikes inside Lebanon. 'The Lebanese government has taken the first step. Now what we need is Israel to comply,' Barrack said after meetings with Lebanese President Joseph Aoun and Parliament Speaker Nabih Berri, a Hezbollah ally. 'We're all moving in the right direction.' Berri described Israel's full adherence to the ceasefire and its troop withdrawal as the 'gateway to stability in Lebanon.' Asked whether Israel should end its military presence and violations, Barrack responded: 'That's exactly the next step needed. We need Israel's participation, alongside an economic plan for prosperity, restoration, and recovery.' Barrack added that Washington is in talks with Israel over its position and predicted 'progress on all sides' in the coming weeks, stressing that peace would mean 'a better life for the people and a new path of dialogue in the region.' The envoy's visit follows the Lebanese cabinet's unprecedented decision to instruct the army to draft a plan for Hezbollah's disarmament by year-end. The cabinet also endorsed a U.S. proposal that outlines 11 objectives, including ensuring the ceasefire's sustainability, ending the armed presence of non-state actors across Lebanese territory, demarcating borders with Israel and Syria, and mobilizing international support for reconstruction. President Aoun emphasized the need for 'all parties to adhere' to the joint declaration, calling for greater international backing for the Lebanese army and accelerated reconstruction. Prime Minister Nawaf Salam urged Washington to pressure Israel to halt hostilities, withdraw its forces, and release Lebanese prisoners. Hezbollah, the only faction to retain weapons after Lebanon's 1975–1990 civil war, was significantly weakened in last year's conflict with Israel. However, the group's leader Naim Qassem rejected disarmament, vowing the 'resistance will not surrender its weapons while occupation persists.' Aoun, speaking to Al Arabiya, warned that failure to adopt the U.S. plan could lead to intensified Israeli attacks, economic isolation, and further instability. Barrack reiterated that resolving Hezbollah's status must remain 'a Lebanese process.'

Israel Bombs Power Plant Near Yemeni Capital After Houthi Ballistic Missile Launch

The Israeli navy launched strikes on a key power plant near Yemen's capital, Sanaa, on Sunday. The Israeli military claimed the facility was being used by Houthi forces but did not provide evidence. The assault comes in the wake of the latest Houthi ballistic missile attack which targeted Tel Aviv's Ben Gurion airport, but which was reportedly intercepted and caused no damage or casualties. Houthi-affiliated Al Masirah TV said the new Israeli assault caused damage to generators at the Hezyaz power station and triggered a fire, which was soon after successfully contained. The Israeli military (IDF) described the attack as a response to ongoing Houthi missile and drone launches on Israel, which have persisted in parallel to IDF expanded operations inside the Gaza Strip. A Sunday statement said Israeli forces 'struck… deep inside Yemen, targeting an energy infrastructure site that served the Houthi terrorist regime' in an area of Sanaa, with without naming the specific site. These 'strikes were conducted in response to repeated attacks' by the Iran-allied Shia militant group. Israel has off and on for months bombed various parts of Yemen's infrastructure, including the critical port of Hodeidah and the country's main international airport. These Israeli operations in Yemen have stepped-up after last spring the US withdrew from active Red Sea operations. Trump essentially declared mission accomplished, announced ceasefire, and called the US Navy away from the very costly (in terms of missiles and bombs expended) and risky mission. Currently, Houthi leadership has still vowed to attack alleged Israeli-linked ships in the Red Sea and Gulf of Aden. Foreign ships bound for Israeli ports have also been put on notice. International shipping transit routes have long ago been forced to adjust, taking longer and costlier routes to avoid the Red Sea, and also to the financial detriment of Egypt and its Suez canal. Neither Israel nor the Western allies have been able to do anything about this, and some observers have expressed awe that a group of largely poor Islamist militants in sandals have been able to inflict such punishment and an effective blockade on global shipping and Israeli and Western companies. And given that Israel is actually expanding offensive operations into southern Gaza once again, and against Gaza City, the Red Sea conflict won't wind down anytime soon. Ceasefire efforts based in Doha have clearly failed at this point.

Russia, Ukraine launch drones before Zelensky-Trump summit

Kyiv and Moscow launched attack drones at each other Sunday, a day before Ukrainian President Volodymyr Zelensky is due in the United States for talks with President Donald Trump on ending three years of war with Russia. Fighting has continued to rage during a flurry of diplomatic moves to end Moscow's invasion. Kyiv's air force said Russia attacked Ukraine with 60 Iranian-made Shahed and other drones as well as an Iskander missile. The governor of the embattled eastern Donetsk region, Vadym Filashkin, said Russian attacks killed five people in the area on Saturday. In Russia, the defence ministry said Kyiv launched 46 drones at the country, mostly over border regions but also over the Nizhny Novgorod region east of Moscow, hundreds of kilometres from Ukraine. The acting governor of the border Kursk region, Alexander Khinstein, said a Ukrainian drone attack killed a man in his car. The governor of the southern Voronezh region, Alexander Gusev, said a railway worker was wounded by a drone in the region. Ukraine has launched drones into Russia throughout Moscow's full-scale offensive, which has killed thousands of people and displaced millions. Zelensky is due in Washington on Monday, three days after Trump hosted Russian leader Vladimir Putin in Alaska for talks. Following the Putin meeting, Trump dropped his push for a ceasefire in Ukraine in favour of pursuing a peace deal -- a position that Moscow has been pushing for. Putin launched the Russian invasion of Ukraine in February 2022 and Moscow's forces now occupy large swathes of the south and east of the country.
