ANCM, AMNEX, AFR: RMN Balances Diplomacy, Military Elements And Regional Cooperation

Deputy Chairman of the ANCM Working Committee, Rear Admiral Datuk Pahlawan Mohd Fadzli Kamal Mohd Mohaldin, said the Royal Malaysian Navy (RMN) has also undertaken detailed preparations to ensure the smooth execution of the programme, which will comprise several main segments around Penang from Aug 15 to 22.
GEORGE TOWN, Aug 14 (Bernama) -- The 19th ASEAN Navy Chiefs' Meeting (ANCM), the Third ASEAN Multilateral Naval Exercise (AMNEX), and the ASEAN Fleet Review (AFR) have been meticulously planned to strike a balance between diplomacy, military elements and regional cooperation.
'This includes engagement sessions with ASEAN Defence Advisors based in Malaysia, the holding of Planning Conferences and ANCM Staff Meetings, as well as initiatives to disseminate important information,' he said in an interview with Bernama here.
'The RMN has also carried out close coordination with the Points of Contact (POC) of ASEAN member states through military diplomacy channels to ensure the smooth preparation and execution of the ANCM, AMNEX and AFR.
He said the RMN has established collaborations with various government and non-government agencies at both the federal and Penang state levels to ensure systematic coordination and implementation of activities to achieve the set objectives.
In efforts to enhance promotion and public awareness, he said the RMN has joined forces with Penang Global Tourism (PGT) under the supervision of the Penang government.
In addition to ANCM, AMNEX and AFR, side activities include the Naval Engineering Conference (NEC), the ASEAN Navies' City Parade (ANCP) to promote naval traditions to the public and opportunities for the public to visit ASEAN warships.
The week-long programme in Penang will also feature an ASEAN naval contingent parade, salutes by maritime assets, an RMN helicopter flypast and a formation sail-past of ships in the Northern Strait as part of the AFR.
Mohd Fadzli Kamal said hosting such significant activities as ANCM, AMNEX and AFR is an international recognition of Malaysia's capability, particularly the RMN, in leading and coordinating regional cooperation, while also reflecting ASEAN's confidence in the RMN's role as one of the main drivers of maritime stability in the region.
'I hope the success of this event will set a new benchmark for the RMN in hosting international-level military events, thereby elevating Malaysia's name as a leader in maritime cooperation in the region,' he said.

He said the RMN aims to send a clear message of its strong commitment to advancing the agenda of regional maritime peace and stability through cooperation and unity.
Mohd Fadzli Kamal also expressed hope that this year's activities will serve as a platform for constructive strategic dialogue among ASEAN navy leaders and open the way for closer and more effective collaboration in the future.
Highlighting the RMN's role at the ASEAN and international levels, he said the RMN's consistent participation in various bilateral and multilateral platforms demonstrates that it is not merely a naval force, but also serves as Malaysia's maritime ambassador on the global stage.
In addition, he said the RMN continues to play a consistent role in advancing the agenda of regional maritime peace and security, particularly in current issues such as piracy, cross-border crimes, maritime search and rescue and humanitarian assistance and disaster relief (HADR).
'Beyond the military aspect, the RMN also emphasises the element of defence diplomacy through overseas ship deployment (Regional Engagement Deployment), officer exchange programmes, the holding of strategic dialogues or meetings and joint training programmes.
'All these directly contribute to the recognition of the RMN's capability and professionalism, while enhancing Malaysia's reputation as a progressive and trusted maritime nation,' he said.

CHUKAI, Aug 15 (Bernama) -- The 'ghost ship' appears to be risk-free as no hazardous chemicals or human remains were found in the abandoned hulk that drifted into the waters of Semangkok A oil platform in Terengganu, said Kemaman Maritime Zone director, Maritime Commander Abdul Halim Hamzah. He said 17 members of the Malaysian Fire and Rescue Department's (JBPM) Hazardous Materials (Hazmat) Special Team and three officers from the Malaysian Marine Department (JLM) of Terengganu were involved in an hour-long inspection on three levels of the 53.7-metre (m)-long and 10m wide ship at the Kemaman Supply Base (KSB) today. He said the fire department had used two types of high-tech equipment, Four-Gas Meter (FGM) and Gasmet (gas analyser), to detect the presence of any hazardous materials or gases in the ship. "The Hazmat team used high-tech advanced equipment to detect any readings from hazardous chemicals or gases on all three levels of the ship. "The area was found to be safe, with no signs or presence of human remains. Initially, there was an unpleasant odour, but upon inspection it was traced to raw materials in the refrigerator," he told a press conference at the Kemaman Maritime Zone here today. In addition, the MMEA team would conduct regular patrols around the ship's area to prevent trespassing. "The 293-tonne ship will be handed over to the JLM for further action," he said. Earlier, the ghost ship was towed (some 140 nautical miles) to KSB here at about 11.30 am before the safety inspection by a JBPM-JLM team was conducted at 3.30 pm. According to MMEA, the ghost ship was first spotted on Aug 12. According to media reports earlier, the Pahang MMEA said the ghost ship is believed to be an oil tanker which caught fire off Tanjung Sedili Kecil, off the Johor coast on Aug 7, where one crew member died, with four others injured.

GEORGE TOWN, Aug 15 (Bernama) -- A total of 10 warships from ASEAN countries arrived at the Swettenham Pier Cruise Terminal (SPCT) here today to attend events in conjunction with Malaysia's ASEAN Chairmanship 2025. Seven of the warships are from ASEAN countries, and three are from the Royal Malaysian Navy (RMN), bringing about 1,600 naval personnel in total. A Bernama survey found that three RMN warships - KD Kedah, measuring 91 metres (m) in length; KD Lekiu (106.5m); and KD Lekir (98m) - arrived ahead of the other vessels at the SPCT. They were followed closely by RSS Vigour (from Singapore); UMS King Sin Phyu Shin (Myanmar); BRP Antonio Luna (the Philippines); KRI Bung Tomo (Indonesia); VPNS Quang Trang (Vietnam); HTMS Krabi (Thailand); and KPD Darulaman (Brunei). The warships arrived at the SPCT between 9.15 am and 1.45 pm, and were welcomed with military traditions accompanied by a band performance and an RMN delegation. A survey of the Padang Kota area also found that many people seized the opportunity to view the warships docked at the SPCT, including recording their arrival. Visitors may also tour the docked warships on Sunday (Aug 17) and see for themselves the capabilities and technologies used by these regional navy vessels. Penang is set to take centre stage in regional maritime defence as the RMN hosts three key ASEAN naval events from Aug 15-22 under Malaysia's ASEAN Chairmanship 2025. 20 RAMD To Conduct Military Exercises In Sungai Nakat Area Between Aug 26-Sept 2

MIRI, Aug 15 (Bernama) -- The 20th Battalion of the Royal Malay Regiment (20 RAMD), Sri Miri Camp, will conduct three large-scale military exercises in phases in the Sungai Nakat area, Bakong, near here, as part of efforts to enhance readiness. According to a statement from 20 RAMD, the first exercise, Pasak Bumi Exercise (EPB) Series 2/2025, will be held from Aug 26 to Sept 2, with the participation of 170 officers and personnel. The exercise, based on the Counter-Insurgency Warfare (CIW) concept, involves a 40-kilometre tactical navigation movement over 10 days, as well as activities such as base establishment, communications handling, immediate action drills, ambushes and assaults on enemy camps.
