Egypt's Minister of Electricity flies to Russia to discuss requirements for reactor core of the Dabaa Nuclear Power Plant
CAIRO – 17 April 2025: Egyptian Minister of Electricity and Renewable Energy Mahmoud Esmat headed on Thursday to Russia to discuss the requirements needed for the nuclear reactor core in Egypt's under-construction Nuclear Power Plant (NPP) in the Mediterranean city of Dabaa.
The Egyptian Ministry of Electricity and Renewable Energy said in a statement on Thursday that the minister will meet with Russian nuclear officials to discuss developments in the Dabaa Nuclear Power Plant.
Additionally, Esmat will make an inspection tour of equipment factories, and will meet with Russian nuclear officials to discuss several common topics, the statement added.
Located in Matrouh, northwestern Egypt, the 4.8GW plant is being developed by Russia's state-owned nuclear energy corporation Rosatom in partnership with Egypt's Nuclear Power Plants Authority (NPPA). Expected to be fully operational by 2030, the plant will supply approximately 10 percent of Egypt's total energy needs, generating up to 37 billion kilowatt-hours of electricity annually. Rosatom, which was contracted in 2015, is responsible for constructing the plant and providing nuclearfuel.
In January 2025, the Egyptian House of Representatives approved the Energy and Environment Committee's report on Presidential Decree No. 515 of 2024, which ratifies a protocol amending the government financing agreement between Egypt and Russia. The agreement secures a government export loan from Moscow to support the construction of Egypt's first nuclear power plant, El-Dabaa facility.
The decree was reviewed by a joint committee that included members of the Energy and Environment Committee, as well as representatives from the Planning and Budget, Economic Affairs, and Foreign Relations Committees. During three sessions, the committee examined the decree, its explanatory memorandum, and feedback from government officials before recommending approval.

Russia Cuts Interest Rates by 100 Basis-point for First Time since 2022
Taarek Refaat The Central Bank of Russia cut interest rates to 20%, the first cut since September 2022, amid signs of easing inflationary pressures. The Bank of Russia cut interest rates by 100 basis points, after having held them steady at 21% since last October, the highest level since the adoption of the new benchmark interest rate in 2013. Inflation in April reached 6.2%, a marked slowdown from an average of 8.2% in the first quarter of 2025, according to Central Bank data. The Bank of Russia confirmed in its statement that although domestic demand still exceeds supply, the Russian economy is gradually returning to a balanced growth path. The Bank added that monetary policy will remain tight for a "prolonged period" until inflation returns to its 4% target. The Russian-Ukrainian war, which erupted in February 2022, has led to severe economic pressures, most notably the weakness of the Russian ruble and rising import prices. Since then, Moscow has reoriented its economy to meet the challenges of war and Western sanctions. There were hopes at the beginning of the year that US President Donald Trump could broker a ceasefire or even end the war, but fighting continues on the ground. Despite everything, the rouble is currently the best-performing currency in the world this year, according to Bank of America, due to a combination of capital controls, tighter monetary policy, and a weaker US dollar. It's worth noting that with the interest rate cut announcement, the US dollar rose 2.72% against the rouble on Friday. UPDATED: Madleen sailing through Egyptian waters on way to break Israeli siege on Gaza - War on Gaza
An aid ship with 12 activists on board, including Swedish climate campaigner Greta Thunberg, is sailing through Egyptian waters and is nearing the besieged Palestinian territory, organisers said on Saturday. The Madleen, part of the Freedom Flotilla Coalition, left Sicily last week with a cargo of relief supplies "to break Israel's blockade on Gaza". "We are now sailing off the Egyptian coast," German human rights activist Yasemin Acar told AFP. "We are all good," she added. In a statement from London on Saturday, the International Committee for Breaking the Siege of Gaza -- a member organisation of the flotilla coalition -- said the ship had entered Egyptian waters. The group said it remains in contact with international legal and human rights bodies to ensure the safety of those on board, warning that any interception would constitute "a blatant violation of international humanitarian law". European parliament member Rima Hassan, who is on board the vessel, urged governments to "guarantee safe passage for the Freedom Flotilla." The Palestinian territory has been under an Israeli naval blockade since 2007, long before the outbreak of Israel's devastating war on Gaza in October 2023. The blockade, coupled with repeated military incursions over the years, has devastated Gaza's infrastructure and economy, exacerbating poverty and limiting access to basic services like healthcare and clean water. In 2010, Israeli commandos killed 10 civilians during a raid on the Turkish ship Mavi Marmara, part of a similar aid flotilla attempting to break the blockade. In May, another Freedom Flotilla ship, the Conscience, reported coming under drone attack while en route for Gaza, prompting Cyprus and Malta to send rescue vessels in response to its distress call. There were no reports of any casualties. Earlier in its voyage, the Madleen changed course near the Greek island of Crete after receiving a distress signal from a sinking migrant boat. Activists rescued four Sudanese migrants who had jumped into the sea to avoid being returned to Libya. The four were later transferred to an EU Frontex vessel. Launched in 2010, the Freedom Flotilla Coalition is a coalition of groups opposed to the blockade on humanitarian aid for Gaza that Israel imposed on March 2 and left more than two million Palestinians on the verge of starvation. Israel has faced mounting international condemnation over the resulting humanitarian crisis in the territory, where the United Nations has warned that the entire population of more than two million is at risk of famine.
