
Mooikloof Smart City moves ahead despite outstanding government reimbursement
The DA in Gauteng has commended the progress made and the successful completion of the first phase of the Mooikloof Smart City project.
The smart city is a landmark development poised to transform the east of Pretoria, bringing road development, bridging housing gaps and providing employment prospects.
This was revealed during a recent site inspection by the DA Gauteng Shadow MEC for Human Settlements, Mervyn Cirota, and the party's provincial spokesperson, Evert du Plessis.
Dubbed a 'green mega city', it is expected to become one of South Africa's largest sectional title housing projects, offering thousands of homes for the so-called 'missing middle' income group.
Launched by President Cyril Ramaphosa in 2020, Mooikloof Mega City is viewed as a smart city that will cater to South Africans who earn too much to qualify for fully subsidised housing, but not enough to afford a mortgage bond.
With a projected total value exceeding R84-billion, the development is one of 62 government strategic integrated projects (SIP) gazetted in July 2020 as part of the country's post-Covid-19 economic recovery plan.
The development spans over 200 hectares and will include more than 50 000 residential units with retail spaces, schools, offices, and other amenities.
The project is also a major infrastructure initiative aimed at creating jobs and stimulating local economic growth.
According to property developer Balwin, as it is an SIP, the Department of Public Works and Infrastructure is responsible for funding all external bulk infrastructure services, including water, electricity, sewer, roads, and stormwater systems.
Cirota said he was pleased with the progress made. 'This kind of state-of-the-art development project usually takes a lot of time, money and commitment, but I am happy with the pace that the property developer is moving [at].'
He said what they had seen so far was that it was an excellent development.
'There is a lot of work to be done, a lot of money to be spent, but it will be worth it in the end. We still have a lot of questions regarding the development, and a lot of unanswered questions, particularly regarding the inclusion of other income groups and the dynamics between the city, provincial government, and National Treasury.'
He pledged the party's support for the development, describing it as a major milestone to address housing needs and employment opportunities, as well as road development.
'Roads need to be developed in order to meet the growing demand, and I am certain that with this project, this area will be world-class.'
Cirota said they will be closely monitoring the project. 'We need to regularly visit the sites, we need to monitor what is being said and see what is actually being done. And what will be done to ensure there's progress and ensure that the promises made by the government and the developer are being carried out.'
Du Plessis emphasised the importance of ensuring that communities from nearby townships, particularly Mamelodi, are included in the Mooikloof Smart City development.
He said the project presents an opportunity to address housing needs closer to where people work. 'I recently spoke to a local councillor who highlighted that many people from Mamelodi travel long distances to work in this area. It is essential that housing is created within the development to accommodate these individuals, allowing them to live closer to their places of employment.'
Du Plessis said road infrastructure is of paramount importance.
Despite the progress, the project continues to face challenges, most notably, delayed government reimbursements.
Spokesperson for Balwin, Morné Reinders, said they have not yet been compensated for the bulk infrastructure investments made on the Department of Infrastructure's behalf.
'To date, we have successfully completed phase one of the infrastructure rollout, valued at R205-million, and have officially handed it over to the city of Tshwane,' Reinders said.
'This includes R90-million in bulk water upgrades, R35-million for bulk sewer infrastructure, R66-million in road upgrades, and R14-million in bulk electrical improvements.'
Among the key projects currently out on tender is the doubling of the Garstfontein Road carriageway, from the N1 freeway to Solomon Mahlangu Drive, an initiative that will significantly improve access to the Mooikloof area.
Despite the funding delays, Balwin is moving forward with its development plans, reaffirming its commitment to delivering quality housing and infrastructure.
Reinders said that though the developer has not yet been reimbursed, work on the next phase of the project is already underway.
'Phase 2, which is valued at about R150-million, is currently out on tender and construction is expected to commence later this month,' he said.
'This phase includes R31-million allocated for road upgrades and new roads, R16-million for stormwater improvements, and R6-million for the construction of a new reservoir, sewer systems, a pump station, and rising mains. Additional work includes R4-million in bulk water upgrades, R2-million in electrical infrastructure, and a major R90-million upgrade to the K147 (Zwavelpoort Road), which will serve as a key link between Atterbury and Garstfontein roads.'
Metro spokesperson Lindela Mashigo said the city's role in the development is to provide (not fund) bulk and link municipal engineering infrastructure, as well as provide ongoing facilitation support when required.
Mashigo said the development is taking place within the Mooikloof Manor Ext 2 and Ext 1, which is divided into Mooikloof Manor Ext 9 to 15 and Rietfontein Ext 16, that will be utilised for retail use.
'Balwin has installed the bulk water pipeline, sewer line and intends to construct the 2ML reservoir. The said bulk installations are to ensure enough capacity for Mooikloof Manor Ext 2, Ext 9-15 and Rietfontein Ext 16. Eskom is providing electricity to this development.'
He said the developer committed to providing affordable housing, and the city responded by assisting it where it requires assistance to develop within the city.
The plans, at that stage, however, only included First Home Finance units from about R500 000 to address the gap in the market.
'First Home Finance programme is a partly subsidised programme for qualifying residents whose household income is from R3 501 up to R22 000 per month and are first-time homeowners,' said Mashigo.
'Due to the demand for housing, the city needs to engage the developers to include social housing (affordable rental housing, also subsidised) for the project to be more accessible. The development was adopted as one of the city's Strategic Urban Developments (SUD) – these are projects facilitated by the Economic Development and Spatial Planning Department.'
He said the development is a major milestone in Tshwane, as it has rates income potential.
'Assuming that the value of the development on completion is R9-billion in the year 2029, local government rates and taxes could be in the region of R117-million per annum.'
Infrastructure South Africa has not yet provided a comment regarding the allegations of failing to reimburse the property developer for bulk infrastructure services.

Saru declares significant loss in 2024 financial report – but 2025 outlook positive
Despite a large deficit, the South African Rugby Union is optimistic about the short-to-medium-term future. The South African Rugby Union (Saru) reported a R93-million loss for the 2024 financial year, which was expected and forecast, despite record earnings, its latest financial statements reveal. On the up side, new sponsorships and becoming a full shareholder of the United Rugby Championship (URC) from next month, has led to a bold prediction of a R100-million surplus in the current financial year. Overall, in 2024, group commercial revenues exceeded R1.5-billion for the first time (R1.552-billion), up from R1.44-billion in 2023. Total income with the addition of grants (principally from World Rugby of R186-million) took total income to R1.76-billion. Revenues for 2025 are forecast to exceed R2-billion. The 7.8% increase in revenues was attributable to increased broadcast revenues in a non-Rugby World Cup year, competition sponsorships and a strong performance in merchandising receipts, which more than doubled from R30-million to R62-million. Expenses increased from R1.816-billion to R1.871-billion. The 2.9% increase was put down to investment in hosting three World Rugby tournaments (R133-million), a R24-million increase in player image rights (to R148-million), and the costs associated with the mooted private equity transaction (R13-million). Total expenditure attributable to the northern hemisphere international franchise competition was R446-million, while Saru was still able to make a full distribution to member unions. Spending on the No 1 world-ranked team, the Springboks, and other national teams was R433-million, a reduction of R27-million on the Rugby World Cup-winning year of 2023 (R460-million). 'Reporting a loss can never be desirable, but the irony is that we are more than satisfied with our position,' said Saru CEO Rian Oberholzer. 'We had budgeted for a loss in 2024 in the expectation that the members would approve the private equity transaction that they had sought, releasing funds to cover the deficit. 'When that did not happen, we continued with our planned commercial reset, and other revenue generation plans, which have borne fruit. We are in the very rare position among our international peers of continuing to be debt-free and confident of posting a surplus in 2025.' European costs Saru's biggest accumulated cost over the past eight years has been paying to participate in URC (and the Pro14 competition before that). The cost of securing South Africa's place in northern hemisphere rugby, which was accelerated by the collapse of Super Rugby in 2020, has been R2.2-billion. According to the finance notes, Saru currently pays R392-million annually for top club teams to compete in URC and European Professional Club Rugby (EPCR). Without this contribution, the Bulls, Cheetahs, Lions, Sharks and Stormers would have no international competition. Another R54-million is paid to travel and other associated costs for the teams. Saru also paid R347-million to member unions (the 15 provinces) to ensure their existence. Saru president Mark Alexander highlighted a period of significant challenges and growth for the organisation. Despite the unsuccessful private equity transaction, it elevated Saru's profile and led to the exploration of alternative commercial initiatives, including a new commercial app and digital platform to diversify revenue streams. The Saru president acknowledged a financial loss for the period, but emphasised that the R2.2-billion investment was made to secure future participation and full membership in the URC and EPCR by the end of June 2025. He also noted that budgets for 2025-2027 had been secured, ensuring financial stability. Plans include digital transformation and leveraging partnerships for growth beyond 2028. Alexander also praised the Springboks' continued world-class performance, ranking No 1 in 2023 and 2024. Oberholzer said the financial outlook beyond next year was equally healthy, with strong revenues forecast for 2026 with new competition formats in the pipeline. 'The income that SA Rugby generates all goes back into supporting the growth and promotion of rugby in the country,' he said. 'It allows us to fund Springbok campaigns, expand women's rugby programmes and fuel our other national teams. It pays for our members' activities in their communities as well as their professional teams. 'It underwrites our rugby safety programme BokSmart; supports referee and coaching development and our age group competitions as well as development programmes, and allows us in turn on sell-out Test match entertainment and our domestic competitions. 'Ultimately, every rand that we earn goes into powering the game in some shape or form and after a challenging 2024, we have a good news story to tell our South African rugby community as we look ahead.' Minister Nkabane responds after chewing gum backlash
Minister of Higher Education and Training Dr Nobuhle Nkabane has come under fire for chewing bubble gum during a tense Portfolio Committee session last week. In a statement released and quickly deleted on the Department of Higher Education and Training's Facebook page, Nkabane responded to mounting criticism over her conduct. 'It was never my intention to evade accountability or undermine parliament — Nkabane
Higher education minister Nobuhle Nkabane has accepted that her conduct was wrong when she appeared before a portfolio committee in parliament this week. TimesLIVE on Thursday reported that President Cyril Ramaphosa had asked Nkabane to write him a report on her conduct when she appeared in parliament and refused to answer questions relating to the process she followed on the appointment of chairs of sector education and training authorities (Setas). Ramaphosa's spokesperson, Vincent Magwenya, on Thursday revealed that Nkabane had been requested to submit a detailed report on the appointment process, as well as an explanation of her conduct before the portfolio committee. Nkabane's demeanour was deemed disrespectful when she refused to answer questions and referred the chair of the committee to Google for answers to a question she was asked. Nkabane was criticised for appearing to be nonchalant and seemingly chewing gum the entire time she was before the committee. 'Upon reflection, and having considered the feedback received from various stakeholders, I acknowledge that the situation could have been handled differently. I take this opportunity to express my commitment to strengthening the relationship between the ministry, the department, and the portfolio committee,' said Nkabane in a statement released by her department. Ramaphosa had taken issue with Nkabane's behaviour and wanted her to explain herself as he believed government officials should always uphold standards when appearing before structures such as parliament. Magwenya said Ramaphosa expected ministers, deputy ministers and senior executives in the public sector to conduct themselves professionally, transparently and cordially in engaging parliament and other accountability structures. In her statement, Nkabane said she had intended to maintain what she said was a 'constructive, respectful and professional' working relationship with parliament. 'I remain committed to the principles of accountability, good governance and co-operative governance as outlined in our constitution and parliamentary protocols,' she said.
