Mumbai: In the wake of the row over Turkish-origin robotic life buoys that were to be deployed at six city beaches and the political backlash from BJP and Shiv Sena (UBT) over Turkiye's support for Pakistan, BMC's Rs 4,000-crore waste collection and transport tender has barred joint ventures with foreign firms, reports Richa Pinto.
Last month, BMC, after almost 15 years, floated the tender to replace 1,000 waste collection vehicles. It also plans to phase out community waste bins over the next 3 years. While civic officials denied political backlash had led to barring of foreign firms, a BMC document accessed by TOI says, "International companies cannot bid directly or through their subsidiaries or in JV." Recently, a pre-bid meet was held for the tender where there were discussions on the Çelebi case.
BMC's Rs 4,000-crore waste collection and transport tender, which was floated last month, has barred joint ventures with foreign firms.
When contacted, additional municipal commissioner Ashwini Joshi, in charge of the solid waste management department, said it being a labour-intensive work, wherein a large quantum of labourers is required, it has been decided not to allow foreign firms. "Also, as it is a seven-year work, we want to ensure that labourers are available throughout the project period," she said.
But recently, a pre-bid meet was held for the tender where there were discussions on the Çelebi case. "The recent challenges being faced in Turkish company Celebi's case is a classic example which teaches that essential public services should not be made open to international firms," states BMC's pre-bid document. Centre has revoked the security clearance of Celebi and its associated companies at airports citing national security concerns.
BMC's tender follows a service-based model, where a single agency will manage both wa-ste collection and transport us-ing high-capacity, colour-coded vehicles, 10–15% of which will be electric. Currently, contracts are of two types: service-based, where the contractor owns the collection system; and hiring-based, where vehicles are provided by the contractor and the infrastructure is BMC-owned.
Managing multiple systems has posed coordination challenges, said BMC, adding that service-based contracts are estimated to be 25% more cost-effective than hiring-based ones. Hence, service-based contracts are being proposed across all wards except L (Kurla), M-East (Govandi), and M-West (Chembur), all of which are areas closer to Kanjurmarg and Deonar dumping grounds. There are also plans to phase out community bins, which officials said would be done over a period of time through education and awareness activities, which are also part of the contract.

Vijayawada: The Bureau of Energy Efficiency (BEE), under the Ministry of Power, expressed satisfaction over the active participation of all State Designated Agencies (SDAs) particularly the proactive Southern SDAs in the recent World Environment Day celebrations. BEE urged the SDAs to sustain this momentum by intensifying efforts to promote Behavior-Based Energy Saving Practices (2BESP), which are crucial in combating climate change and reducing electricity consumption. According to recent estimates, 2 BESP initiatives can potentially save up to 22.5 billion kWh of energy annually. BEE emphasized the need for targeted awareness and implementation campaigns at the State-level. During an interactive session on the impact of 5-Star Rated Appliances, senior BEE officials including Deputy Director General Dr Asok Kumar, Secretary Milind Deore and Directors Abhishek Sharma and Karman Sheik highlighted the importance of adopting high-efficiency appliances such as air-conditioners, refrigerators and ceiling fans to significantly reduce both electricity usage and consumer bills. The officials also encouraged SDAs to collaborate with Residential Welfare Associations (RWAs) and Group Housing Societies to spread awareness about maintaining air-conditioner temperatures at 24°C or higher, in line with the Government of India's national energy efficiency campaign for both commercial and residential buildings. India's building sector currently accounts for 35–40 per cent of the country's total energy consumption. Against this backdrop, BEE reiterated that urgent adoption of energy efficiency measures by SDAs is critical to reducing energy demand, lowering costs and safeguarding the environment. The benefits of adopting energy-efficient appliances: A conventional 75W ceiling fan, used for 16 hours daily, consumes 1.2 kWh per day, resulting in an annual electricity bill of Rs 2,857 (at Rs 6.50/kWh). In contrast, a 32W Brushless DC (BLDC) fan, under similar usage, consumes only 0.51 kWh per day, lowering the annual bill to Rs 1,208—less than half the cost. Several states in the country - Andhra Pradesh (APSECM), Kerala (EMC), Karnataka (KREDL), Telangana (TSREDCO), and Tamil Nadu (TANGEDCO - in South have emerged as frontrunners in advancing BEE's mission. Their robust participation in the Standards & Labelling Programme helped achieve notable outcomes in 2022–23, including: Saving of 81.64 billion Units of electricity and in terms of money Rs 54,323 crore in energy cost savings. The BEE reaffirmed its commitment to fostering a culture of energy efficiency across India and urged all SDAs to continue driving this transformative shift toward a more sustainable energy future.

Some members of the Gujjar community held a protest on railway tracks and stalled a train in Rajasthan's Bharatpur district Sunday after taking part in Mahapanchayat, which was called by BJP leader Vijay Bainsla, pressing for various demands including on reservation. The Mahapanchayat of Gujjar community began at 8 am Sunday in Pilupura and thousands of people from different areas attended it. During the meeting, a draft was sent to the Mahapanchayat from the government which was read out by Vijay Bainsla, who is also the president of Gujjar Aarakshan Sangharsh Samiti. After this, the meeting concluded. However, a section of the community expressed discontent with the government's response, gathered on the railway tracks and stopped the Sawai Madhopur–Mathura passenger express at Fatehsinghpura near Bayana town, Harshit Srivastav, PRO, Western Central Railways told The Indian Express. Srivastav said that though the train was stopped, the presence of security forces in nearby areas ensured that the law and order situation was under control, adding that all passengers were safe. Soon, the Collector and Superintendent of Police reached the spot, spoke to the protesters and the track, which is only 150 m from the Mahapanchayat venue, was cleared around 6:30 pm. Asked about the protest, Bainsla, son of the late Kirodi Singh Bainsla who had led several Gujjar agitations on the quota issue, said that the entire community and leaders are happy with the government's response to their main demands. 'To get the 5% reservation to Most Backward Classes (MBC) included in the Ninth Schedule of the Constitution, a proposal would be recommended by the state Cabinet and it would urge the Centre (to ensure its passage). The entire community wanted this. It is a legislative issue. We all are happy,' Bainsla told PTI, adding it was their key demand. According to the draft read out by Bainsla, ministers will hold a meeting with the Gujjar Aarakshan Sangharsh Samiti in the next 60 days regarding the method of operation of MBC reservation and, if necessary, a decision will be taken as per law after obtaining legal opinion. The government also assured, as per the draft, that a meeting of the Committee of Ministers will be held every 3 months in which the representatives of Samiti will also be invited. The first meeting will be held in June last week. Bainsla said that another demand was that a nodal officer should be appointed in every district to dispose of police cases against community members during the Gujjar agitation. 'The government has agreed to it,' he claimed. Earlier in the day, during the meeting, Bainsla had accused his own government of not fulfilling the promises made to the Gujjars. On June 7, state MoS for Home, Jawahar Singh Bedam held a meeting with members of the Gujjar community in a hotel to convince them to call off the panchayat. Bedam told mediapersons, 'I got the information regarding the Mahapanchayat and its demands. I spoke to CM Bhajanlal Sharma about this, who said that the government is ready to hear anyone. Community leaders should come forward and put forth their demands. Government will listen and make an appropriate decision.' In 2008, when the Gujjar reservation movement erupted, Pilupura was at its centre. Under the leadership of Kirori Singh Bainsla, the Gujjar community took part in the movement and during clashes, 72 people died in police firing. —With PTI

KOCHI: KNR Constructions (KNRC) said the company has made no 'mistake' in the construction of NH 66 and attributed the collapse of the highway stretch at Kooriyad in Malappuram to unexpected subsoil conditions. According to KNRC, the company responsible for the Ramanattukara-Valanchery section of NH 66, the approach ramp with a reinforced earth (RE) wall yielded due to 'pockets of soft or slushy soil between the earth's layers' beneath the foundation. The Hyderabad-based listed company, in its latest earnings call, stated that the construction process followed proper protocols. 'We are very confident that we have not done any mistake... It's a completely waterlogged area... Proper approvals were taken, and thorough examination of the foundations were done during earthing, along with subsoil investigations,' K Jalandhar Reddy, promoter and executive director of KNRC, said in the call. Responding to analysts' questions, Reddy explained that the designs were made accordingly, and Strata Geosystems, a renowned RE Walls agency, had done the work. 'The design was verified and approved by the authorities concerned before execution. So, as such, we didn't see anything that would have indicated this issue. We treat this as an accident only,' he said. He said the company has put forth a proposal to NHAI to construct a viaduct in the damaged area —estimated to cost Rs 25-Rs 30 crore — to permanently resolve the issue. Reddy said this solution would prevent similar problems in the future given the road's 15-year maintenance requirement.
