
Four blocks ready; six by August: 22 years after RM152 million Federal project was launched

Kota Kinabalu: Four out of 10 blocks at Taman PPR Putera Kionsom, Inanam, are partly ready — 22 years after it was launched. Introduced under the Eighth Malaysia Plan in 2003, the People's Housing Project (PPR) was supposed to be completed within five years. In May, the low-cost flats received the Occupation Certificate (OC) for the four blocks. Housing and Local Government Minister Nga Kor Ming, who officiated the key handover ceremony, Friday, said once completed, the RM152.9 million project would house 1,000 families. 'After more than two decades, the Madani Government has finally delivered on a promise to the people of Sabah,' he said. Nga said the remaining six blocks are scheduled for completion end of August. The project includes 10 disabled-friendly units, two kindergartens, six shop lots, four suraus and eight community halls. He said the Federal Government would continue working with the State Government to provide more low-cost housing options, including rent-to-own schemes, especially for the B40 income group. 'Under this arrangement, the State provides the land, while the Federal Government funds the projects,' he said. Outlining the PRR model, Nga said urban PRR units are offered on a rental basis, while rural residents may benefit from a 20-year rent-to-own scheme. To strengthen rent compliance, he proposed implementing a hotel-style access card system that grants entry only to tenants with up-to-date payments. A pilot project in Johor reportedly increased collection rates from 45 to 95 percent. 'The rent is low as RM124 per month. With government assistance such as Bantuan Tunai Rahmah, there's no excuse not to pay,' he said. As of now, Sabah has 39 PPR projects with 35 completed, two under construction, and two more in the pipeline representing a total investment of RM3.02 billion and delivering 26,299 housing units statewide. Nga said new PRR sites are being considered in several districts across Sabah. He also revealed that RM195.35 million has been approved under the 12th Malaysia Plan (RMK-12) Fifth Rolling Plan for 48 infrastructure and repair projects in Sabah. Of that amount, RM39.78 million is allocated specifically for PRR and PPR works in Kionsom, Pitas, Lahad Datu, Kota Belud, Beaufort, Kibabaig, Sandakan, Kuala Penyu, and Tuaran. Other allocations include RM24.48 million for Rumah Mesra Rakyat, RM13.74 million for parks and landscaping, RM7.7 million for fire station upgrades, and RM32 million for landfill projects. As part of his Sabah working visit, Nga also toured several local developments, including the Foh Sang multi-level parking site, Luyang Multipurpose Hall, Tanjung Aru Recreational Park, Kepayan Square and Menggatal Residency (Phase 1A), where he handed over house keys. PJ groups against Selangor parking privatisation plan
PJ Sejahtera and Persatuan Petaling Jaya Lestari said since parking is a local government resource, the revenue from parking fees must go directly to the respective local councils for the benefit of the residents. PETALING JAYA : Two groups here have called for the Selangor government to cancel a concession to a company granting it the right to take over parking fee collection and enforcement in Petaling Jaya and three other Selangor local councils from Aug 1. PJ Sejahtera and Persatuan Petaling Jaya Lestari said parking is a local council resource, and revenue derived from it must be channelled directly to the respective local councils who manage them for the benefit of their residents. The groups want the state government to provide detailed information on the vendor selection process and associated procurement documentation, including the final contract. They also called for the state government to reaffirm the local councils' rights to fully manage parking in their jurisdictions. In a statement today, the groups said Petaling Jaya may stand to lose RM10 million annually from the move, and that the councils' powers to collect parking fees under the Road Transport Act 1987 were being undermined. They called for a public enquiry to be convened over how the decision to privatise parking at the four local councils was reached. They said the lack of transparency was concerning as there were no public consultations held before the decision to appoint the company. 'This issue is not just about parking but also about public accountability, respect for local government autonomy, as well as responsible and transparent resource management and finance,' they said. PJ Sejahtera is part of a coalition of residents' associations, civil society organisations and other stakeholders which work to ensure sustainable, equitable, and participatory development. Persatuan Petaling Jaya Lestari is an NGO which advocates sustainable development, eco sustainability, and transparent governance. On Wednesday, local government and tourism committee chairman Ng Suee Lim announced that Rantaian Mesra Sdn Bhd will assume responsibility for parking fee collection and enforcement across four local councils in Selangor beginning Aug 1 under the Smart Intelligent Parking (SIP) system. The revenue generated will be distributed evenly, with 50% allocated to the concessionaire and the remaining 50% retained by the state. Of the state's share, 40% will be directed to the local councils, while the remaining 10% will go to Menteri Besar Selangor Incorporated. Ng said the company was selected through an open tender process via a request for proposal which initially attracted interest from 26 companies, after which three were shortlisted. Rantaian Mesra was awarded the contract for the initial phase of the SIP system, which encompasses the Petaling Jaya, Subang Jaya, Shah Alam, and Selayang local councils. Ng said the initiative forms part of the state government's broader strategy to enhance parking revenue, which currently reflects a collection rate of only about 30% from the 1,000 designated parking bays.

Too early to say if US tariffs will impact JS-SEZ, says Johor exco man
JOHOR BARU: Johor is watching the negotiations between Putrajaya and Washington closely before the 25% reciprocal tariffs imposed by the United States on Malaysia take effect on Aug 1. State investment, trade, consumer affairs and human resources committee chairman Lee Ting Han said it was too early to say if the new tariff rate would have an impact on the Johor-Singapore Special Economic Zone (JS-SEZ). 'Initially, the Federal Government projected that Malaysia would get a good deal, but the United States decided to increase the tariff. 'So now, we have been told that the Investment, Trade and Industry Ministry is negotiating with its American counterparts,' he added. Lee, who is also the Paloh assemblyman, was speaking on the sidelines of the Associated Chinese Chambers of Commerce and Industry of Malaysia's (ACCCIM) 79th annual general meeting at a hotel here on Sunday (July 13). He added that the state government hoped the talks between Malaysia and the United States would yield some good news. 'Johor is among the biggest exporters of petrochemicals, semiconductors, electrical and electronic goods, and furniture to the world, including to the United States, but we are still uncertain about the impact of the new tariff rate,' he said. On Monday (July 7), the United States announced it would impose a higher 25% tariff on all Malaysian products exported to the United States effective Aug 1, an increase from the 24% announced in April. International Trade and Industry Minister Tengku Datuk Zafrul Abdul Aziz said Malaysia is optimistic that further negotiations will bring a positive outcome. He said the Aug 1 deadline provides Malaysia several weeks to negotiate for a 'win-win' trade deal for both countries. 'Of course, we will continue the engagement. 'If we are not optimistic, why should we continue the engagement? 'The important thing is that the US still wants to negotiate,' he added.

PM hits back at claims of neglect, says RM1.84b in projects prove federal commitment to Terengganu
KUALA TERENGGANU, July 12 — Prime Minister Datuk Seri Anwar Ibrahim has asked the people of the state not to be influenced by baseless claims that the federal government is not doing any development for their welfare. He said in fact, a total of 445 programmes and projects with an allocation of RM1.836 billion have been approved in Terengganu under the Fifth Rolling Plan (RP5) Development Programmes/Projects of the 12th Malaysia Plan (MP12). He said this was an increase of RM239 million compared to last year, thus refuting claims by some quarters that no development was being done for the state. '..this is I announcing projects that are underway or have started to proceed. Sometimes it is slow (because we have to take into account) the issue of land acquisition, impact studies and suitability, but the approved (project) is RM1.836 billion. 'So if there are people giving talks in any village, claiming no projects, please explain the approved allocation of RM1.836 billion,' he said when speaking at the Closing Ceremony of the Terengganu Madani Rakyat (PMR) 2025 Programme at the Pasar Kedai Payang compound, here today. The Finance Minister said that among the important development projects currently underway for the people of Terengganu is the initiative to expand broadband internet coverage in districts such as Hulu Terengganu and Besut which will benefit more than 15,000 households. In addition, RM300 million has been allocated to upgrade the existing water distribution system which will increase piped water supply to 98 per cent by the end of this year. 'Then, RM2.243 billion has been allocated specifically for flood mitigation projects and estuary conservation and coastal erosion in Terengganu. 'I also discussed with the Menteri Besar that we (the federal and state governments) must find new technologies to prevent this erosion from continuing to occur so that preventive measures can be expedited,' he said. He said that all these are evidence of the commitment that the federal government also prioritises the people in this state regardless of the excessive accusations that do not benefit and result in continued tension between the state and federal governments. 'In this country, if there is cooperation and focus on important matters for the country, we will be safe but if we are still hanging around with negative campaigns, it will not help. For example, the accusation that we do not want to help the Malays or that the Islamic economy is currently challenged. '...but this is a programme, why did I choose Terengganu (as one of the locations for the event). Terengganu has more than 90 per cent Malays, but I didn't choose it because it's Malay alone, but because the state has recorded progress and excellence in education and other fields. 'So I hope we can listen but evaluate it well and don't make it an issue that doesn't benefit us,' he said. During the event, Anwar also witnessed the handover of a replica cheque for the allocation for road and slope maintenance on Terengganu's federal roads totalling RM158.6 million from the Ministry of Finance to the Ministry of Works. The three-day Terengganu PMR, which ends today, has become a strategic platform to unite the federal government, state governments, ministries, agencies and government-linked companies (GLCs) in delivering information, opportunities and services directly to the people. — Bernama
