Captive power shifting to Discos: Murad hosts federal govt ministers-industrialists meeting

KARACHI: Sindh Chief Minister Syed Murad Ali Shah hosted a forum to bring together federal ministers and industrialists' leadership to discuss the issues of shifting from Captive Power Plants to DISCOS, which, as per the cabinet decision, is mandatory.
However, the meeting decided that all proposals and reservations expressed by the industrialists would be submitted to the prime minister for his final decision.
The prime minister would also be requested to constitute a committee to determine the transitional period regarding the imposition of levies.
The chief minister categorically stated that the gas withdrawn from the Captive Power Plant after the transfer of industrial units to the national grid must remain within the province.
The meeting served as a platform for brainstorming sessions between industrialists and federal government representatives to establish a timeline for the transition from their Captive Power Plants to the DISCOs. The meeting, held at CM House was attended by Sindh Chief Minister Syed Murad Ali Shah, Federal Ministers for Finance Muhammad Aurangzeb, Petroleum Ali Pervaiz Malik, Power Awais Leghari, PM Special Assistant Rana Sanaullah, MNAs Syed Naveed Qamar, Asad Alam, Mirza Ikhtiar Baig, Chief Secretary Asif Hyder Shah, federal and provincial concerned secretaries, MD SSGC, CEO Moonis Alvi, and leading industrialists of the city – Zubair Motiwala, Shabir Diwan, Jawed Balwani, and others.
The transition from Captive Power Plants to the national grid or DISCOs must be facilitated, for which the federal government must reassure the industrialists, the CM said, adding that a mutually agreed-upon timeline must be established. The meeting focused on in-depth discussions regarding the proposed increase in the captive power tariff. 'There are approximately 660 captive power plants in Sindh,' said CM said. 'Industrialists have raised concerns over the proposed tariff hike. We have dedicated this Sunday to listening to them,' he added.
The Chief Minister expressed gratitude to the federal government for agreeing to hear the concerns of industrialists firsthand. He urged federal ministers to gather input directly from industry stakeholders before making any decisions.
Industrialists voiced objections, stating that an additional charges have been imposed on industries under the 'De-Grid (Captive Power Plants) Levy Ordinance 2025.' Gas companies are already overcharging. Any further taxes on captive power plants could become unbearable for industries. It is not feasible for industries to shut down captive power plants and rely solely on electricity from the federal grid, as the grid supply is often unstable, the industrialist said.
At this, Federal Finance Minister Muhammad Aurangzeb, while briefing the participants, said, 'We are here today at the invitation of the Sindh government to listen to the concerns of industrialists. The country's economy is growing, and this progress includes the efforts of all stakeholders. The Prime Minister has directed us to introduce policies that ensure industrial growth.'
Petroleum Minister Ali Pervaiz Malik highlighted that President Asif Ali Zardari and PPP Chairman Bilawal Bhutto Zardari have also emphasised the importance of resolving industrial issues in Sindh. He acknowledged CM Murad Ali Shah's efforts and commitment during a previous Zoom meeting with industrialists.
Power Minister Awais Leghari informed the meeting that a 30 per cent reduction in industrial tariff has already been implemented. Distribution companies (DISCOs) are improving their operations. A feasibility plan for 7,000 MW of power generation is ready. Leghari said that Industrialists will eventually need to shift from captive power generation to DISCOs/distribution networks. So far, 583 captive power plants have already transitioned to the DISCO grid.
CM Murad Ali Shah reiterated the ultimate goal of shifting all captive power plants to the national grid but stressed that this transition should not overburden consumers. 'If gas is cut off from captive power plants, it should remain within Sindh and not be diverted elsewhere,' he asserted.
Special Assistant to the Prime Minister Rana Sanaullah described the meeting as `highly productive' and assured that all suggestions made by the CM and industrialists would be conveyed to Prime Minister Shehbaz Sharif. It was agreed in the meeting that the Industrialists' proposals would be formally presented to the Prime Minister. He said that a committee would be formed to review whether a tax should be imposed during the transition period from captive power to the national grid. The final decision on taxation will be made by Prime Minister Shehbaz Sharif.

Govt walks a tight rope

FDI in various sectors, including power, oil and gas exploration, financial, and petroleum refinery sectors, witnessed a 6.4-fold increase, reaching $211 million in December 2023 compared to $33 million last year. photo: afp Listen to article The government will walk a tight fiscal rope in the next fiscal year, too, as it plans to unveil the second budget on Tuesday envisaging a federal budget deficit of Rs6.2 trillion or 4.8% of size of the economy. The total size of the budget is expected to be around Rs17.6 trillion, which is 7.3% less than this year's original budget due to relatively lower allocations for the interest payments in fiscal year 2025-26, according to the Finance Ministry's budget estimates. The government sources said that the proposed budget deficit is 2% of the GDP or Rs2.3 trillion less than the original estimates of this fiscal year. The deficit may still be appearing large in absolute terms. But it is, for the first time, lower than this year's gap, both in terms of size of the economy and in absolute numbers. The tight budget envisages fiscal consolidation of 2% of GDP, as the government is planning to set the budget deficit target at 4.8% of GDP, the sources said. This will be 2% of GDP or Rs2.6 trillion lower than this fiscal year's target. Finance Minister Muhammad Aurangzeb will deliver his second budget speech on June 10. The expenditure path is known to be narrower and predicted. However, it seems that the government may again adopt the business as usual approach on the revenue front, which is unsustainable and puts the country's marginalized salaried class and corporate sector at risk of being insolvent. The fiscal consolidation is the need of the hour but it will drastically reduce the government's ability to spend due to no space left for any productive spending after making payments for the interest servicing and defense. However, whatever space is left is not prudently used and the sources said that the quality of spending becomes poorer with large allocations for provincial projects, discretionary spending on the schemes recommended by the Parliamentarians at the expense of space technology and atomic energy programmes. The sources said that the fiscal consolidation is again planned to be achieved by putting more burden on the people, directly as well as indirectly. The government is projecting gross federal revenues at record Rs19.4 trillion for next fiscal year, higher by Rs1.6 trillion. The gross revenues are based on the Federal Board of Revenue's tax target of Rs14.13 trillion and Rs5.2 trillion non-tax revenues. The non-tax income will mainly come from the Petroleum Levy, which the government wants to increases to nearly Rs100 per liter, and the profit by the State Bank of Pakistan. The sources said that like this fiscal year, the FBR may remain the weak area in the next fiscal year, too, despite the required growth to achieve the goal will be far lower than this year. The new tax collection target will become challenging from first day of next fiscal year because the FBR will not be able to achieve even the downward revised target of Rs12.3 trillion, said the sources. This will erode the base of new tax target. Prime Minister Shehbaz Sharif tried everything to put the FBR house in order but all those measures backfired. The FBR's ability to predict revenue estimates is also not up to the mark and this year the World Bank experts helped in projecting numbers, said the sources. Out of the Rs14.1 trillion FBR tax collection, the provinces will get Rs8 trillion as their shares in the federal taxes under the National Finance Commission award, the sources added. This leaves the federal government with Rs11.4 trillion net revenues for next fiscal year, which will not be sufficient to meet the interest payments and inclusive all defense spending, according to the government sources. The government will borrow Rs6.2 trillion in the next fiscal year to finance the Rs17.6 trillion total federal budget. Under the IMF programme, the four provinces are also required to save Rs1.33 trillion from their revenues as cash surplus to bring down the national budget deficit to Rs4.8 trillion or 3.7% of GDP, the sources said. This is steeper fiscal consolidation and would require all the five governments to meet all their revenue and expenditures related targets. The four provinces have indicated nearly Rs2.9 trillion for their development spending in the next fiscal year. This is Rs850 billion more than what the IMF has allowed to spend to the four provinces under the national fiscal framework. Punjab has indicated Rs1.2 trillion record spending on development, followed by Rs995 billion by Sindh.

Only 14% MNAs attend all sittings of 16th NA session

Two supplementary resolutions were adopted by the house which were about paying tributes to the sacrifices of the armed forces on Defence Day and condemning terrorism in Quetta and Mardan. PHOTO: FAFEN The 16th session of the National Assembly that spanned over 13 sittings between May 5 and 22, 2025, saw only 14% members making 100% attendance, while 9% of the members were absent during the entire session, the Free and Fair Election Network (FAFEN) said in its report on Thursday. Fafen is a civil society network focused on strengthening democracy. It said in its latest report that consistent with the previous sessions, female attendance was generally higher than that of their male counterparts during the session last month. "The highest attendance was recorded during the first sitting, with 237 members (76%) present. During this sitting, the House suspended its regular agenda to discuss the recent Pakistan-India conflict," the report said. The lowest attendance was recorded during the last sitting, with 174 members (55%) present. This sitting was initially adjourned after just 13 minutes because of the lack of quorum. The House reconvened after 15 minutes and passed The Off the Grid (Captive Power Plants) Levy Bill, 2025. Fafen said that 150 members of the National Assembly (MNAs) skipped sittings without advance leave request; 118 (44%) submitted a leave application, including 25 (21%) in advance and 37 (31%) applied ex-post facto after returning from their leave. It added that 268 members (86%) missed at least one sitting during the current session. The report said that 16 female MNAs, including 14 on reserved seats, attended all the sittings, while five female MNAs, including two on the reserved seats, recorded zero attendance. Region-wise, Khyber-Pakhtunkhwa and Islamabad Capital Territory lawmakers recorded the highest percentage of MNAs attending more than half of the sittings, it said, adding that majority of lawmakers from the SIC, the PML-N, the JUI, and independents attended more than half of the sittings. A lack of ministerial presence weakened legislative oversight, Fafen said in the report. Among the 29 federal ministers, who were expected to be present during the Question Hour to respond to queries from lawmakers, only 15 (52%) were marked present during the sittings.
