Saifuddin to seek clarification on mediation claim in cancer survivor's bullying case

KUALA LUMPUR: Home Minister Datuk Seri Saifuddin Nasution Ismail has pledged to seek clarification from Johor police over the handling of a bullying case involving a 10-year-old cancer survivor in the state.
Saifuddin was answering a question in today's Dewan Rakyat sitting by Muar member of parliament Syed Saddiq Syed Abdul Rahman, who raised concerns surrounding reports that police had initially attempted to mediate between the families involved rather than launching an immediate investigation.
"If there are elements of improvement suggested, that while the police may have good intentions in being mediators but this isn't enough and that they must immediately take investigative action, I welcome it," he said.
Saifuddin, however, said since amendments to the Penal Code came into force on July 11, police had opened several investigation papers into bullying cases.
"This shows that when there is improvement to the law, it has allowed the police to act. Zara (Qairina Mahathir's) case, for example, (the accused) have been charged under the amended section, making it the first case where we have charged (someone under the amended law).
"Whether (the amendments) have benefited or not, let the courts develop the law. Then, we will see from there," he said.
On Aug 17, it was reported that a 10-year-old cancer survivor had suffered brain trauma and memory loss after allegedly being bullied twice this year.
The boy, who has been fighting adenoid cystic carcinoma for the past two years, was allegedly attacked first by an 11-year-old boy at a religious school and later by a 10-year-old classmate at a primary school.
Johor police chief Commissioner Ab Rahaman Arsad said they had recorded statements from seven people, including medical officers, schoolmates and family members.

Siti Hajar Aflah Sharuddin, 39, pleaded not guilty before magistrate Khairatul Animah Jelani yesterday. She is alleged to have spread false statements, claiming that Zara Qairina died after being put in a washing machine, on her TikTok account 'SHA_Abrienda' at 1.20pm on Aug 6, with the intent to cause alarm to the public. The statement was seen and heard by a police officer at the KL International Airport Terminal 2, Bernama reported. Siti Hajar Aflah was charged under Section 505(b) of the Penal Code, which provides imprisonment for up to two years, or a fine or both, upon conviction. Earlier, deputy public prosecutor Nadia Mohd Izhar offered bail at RM10,000 in one surety. Lawyer Mohamad Zaiful Bahrin Kamde applied for a lower bail of RM3,000 on grounds that his client is a single mother with three school-going children and has to support her parents. 'My client is a teacher at the Education Ministry with an income of RM5,000 a month. 'She also supports three children aged 10, 11 and 12, and parents aged 65 and 66, with the mother suffering a mild stroke,' he said. Mohamad Zaiful added that she cooperated with the authorities during the investigation and was not a flight risk. The court granted bail of RM4,000 with one surety and set Oct 9 for mention. Zara Qairina, 13, was rushed to hospital after being found unconscious in a drain near the hostel of SMKA Tun Datu Mustapha in Papar on July 16. She died the following day.

BUKIT MERTAJAM: A group of supporters have turned up with banners at the court complex here to show solidarity with Umno Youth chief Datuk Dr Muhamad Akmal Saleh. A group of more than 20 people could be seen standing outside the Bukit Mertajam court with large banners stating "Solidarity with Dr Akmal Saleh" as they stand forming a wall to the side of the courthouse entrance. Dr Muhamad Akmal will be charged under Section 505(b) of the Penal Code along with two others at the Bukit Mertajam court here on Friday (Aug 22). It was reported on Tuesday (Aug 19) night that the AGC had said it would charge Dr Muhamad Akmal over a Facebook post under the name "Akmal Saleh". Also to be charged are Muhammad Hilman Idham over a TikTok post under the " account; Siti Hajar Aflah Sharuddin over a statement on the "SHA_Abrienda" TikTok account and Chandrasegaran Subramaniam over a statement made on TikTok under the "cikguchandra3" account. The AGC said based on the evidence and statements obtained, charges would be filed against Dr Muhamad Akmal, Muhammad Hilman and Siti Hajar under Section 505(b) of the Penal Code. Meanwhile, it said Chandrasegaran would be charged under Section 233(1)(a) of the Communications and Multimedia Act 1988. All charges will be filed in a Magistrate's Court. The AGC added that the statements made by these individuals were found to have threatened public order or constituted improper use of network facilities or network services. Under Section 505(b) of the Penal Code, a person may be charged with making statements likely to cause, fear or alarm to the public. If convicted, a person can be punished with up to two years imprisonment, a fine, or both.

PETALING JAYA: Malaysia possesses strong intelligence capabilities and a comprehensive security framework to counter espionage threats posed by foreign elements, said Home Minister Datuk Seri Saifuddin Nasution Ismail in Parliament yesterday. He said espionage is a global threat affecting all nations, and Malaysia is no exception. 'We classify espionage as a serious national security issue that must be addressed comprehensively,' he said in response to a question from Lubok Antu MP Roy Angau Gingkoi on preventive and intervention measures taken by the government. Saifuddin Nasution said espionage typically involves stealing sensitive political, military or economic information without authorisation. He said the modus operandi often begins with identifying targets, gathering data for profiling and understanding an organisation's structure. He added that perpetrators may act through insiders or enter Malaysia as tourists. 'Some insiders are recruited with promises of rewards, others coerced through threats and some influenced by ideology.' He highlighted the growing use of cyber espionage, with intruders gaining covert access to information systems via phishing, malware or spyware. He said the stolen data is then transmitted to handlers through the dark web or encrypted channels. Saifuddin Nasution outlined a three-pronged national response to combat such threats – prevention, detection and enforcement. 'Prevention measures include continuous monitoring of watchlists and blacklists as well as the strengthening of security vetting procedures, especially for foreigners working in Malaysia. 'On detection, intelligence agencies are enhancing expertise and coordinating information security programmes to safeguard critical data. 'Cooperation with international bodies such as Interpol and Aseanapol also forms part of Malaysia's strategy.' He cited the 2022 arrest of a Malaysian woman in her 30s who had been recruited by Israeli intelligence agency Mossad. He said her mission was to kidnap two Palestinian men, but police successfully rescued them and detained her. His remarks came amid renewed scrutiny of Malaysia's security measures following the Aug 6 arrest of two Chinese nationals for allegedly trespassing by flying drones into a restricted area of the Defence Ministry headquarters.
