AWS report: Generative AI overtakes security in global tech budgets for 2025

Generative AI tools have surpassed cybersecurity as the top budget priority for global IT leaders heading into 2025, according to a comprehensive new study released today by Amazon Web Services.
The AWS Generative AI Adoption Index, which surveyed 3,739 senior IT decision makers across nine countries, reveals that 45% of organizations plan to prioritize generative AI spending over traditional IT investments like security tools (30%) — a significant shift in corporate technology strategies as businesses race to capitalize on AI's transformative potential.
'I don't think it's cause for concern,' said Rahul Pathak, Vice President of Generative AI and AI/ML Go-to-Market at AWS, in an exclusive interview with VentureBeat. 'The way I interpret that is that customers' security remains a massive priority. What we're seeing with AI being such a major item from a budget prioritization perspective is that customers are seeing so many use cases for AI. It's really that there's a broad need to accelerate adoption of AI that's driving that particular outcome.'
The extensive survey, conducted across the United States, Brazil, Canada, France, Germany, India, Japan, South Korea, and the United Kingdom, shows that generative AI adoption has reached a critical inflection point, with 90% of organizations now deploying these technologies in some capacity. More tellingly, 44% have already moved beyond the experimental phase into production deployment.

As AI initiatives scale across organizations, new leadership structures are emerging to manage the complexity. The report found that 60% of organizations have already appointed a dedicated AI executive, such as a Chief AI Officer (CAIO), with another 26% planning to do so by 2026.
This executive-level commitment reflects growing recognition of AI's strategic importance, though the study notes that nearly one-quarter of organizations will still lack formal AI transformation strategies by 2026, suggesting potential challenges in change management.
'A thoughtful change management strategy will be critical,' the report emphasizes. 'The ideal strategy should address operating model changes, data management practices, talent pipelines, and scaling strategies.'
Organizations conducted an average of 45 AI experiments in 2024, but only about 20 are expected to reach end users by 2025, highlighting persistent implementation challenges.
'For me to see over 40% going into production for something that's relatively new, I actually think is pretty rapid and high success rate from an adoption perspective,' Pathak noted. 'That said, I think customers are absolutely using AI in production at scale, and I think we want to obviously see that continue to accelerate.'
The report identified talent shortages as the primary barrier to transitioning experiments into production, with 55% of respondents citing the lack of a skilled generative AI workforce as their biggest challenge.
'I'd say another big piece that's an unlock to getting into production successfully is customers really working backwards from what business objectives they're trying to drive, and then also understanding how will AI interact with their data,' Pathak told VentureBeat. 'It's really when you combine the unique insights you have about your business and your customers with AI that you can drive a differentiated business outcome.'

To address the skills gap, organizations are pursuing dual strategies of internal training and external recruitment. The survey found that 56% of organizations have already developed generative AI training plans, with another 19% planning to do so by the end of 2025.
'For me, it's clear that it's top of mind for customers,' Pathak said regarding the talent shortage. 'It's, how do we make sure that we bring our teams along and employees along and get them to a place where they're able to maximize the opportunity.'
Rather than specific technical skills, Pathak emphasized adaptability: 'I think it's more about, can you commit to sort of learning how to use AI tools so you can build them into your day-to-day workflow and keep that agility? I think that mental agility will be important for all of us.'
The talent push extends beyond training to aggressive hiring, with 92% of organizations planning to recruit for roles requiring generative AI expertise in 2025. In a quarter of organizations, at least 50% of new positions will require these skills.

The long-running debate over whether to build proprietary AI solutions or leverage existing models appears to be resolving in favor of a hybrid approach. Only 25% of organizations plan to deploy solutions developed in-house from scratch, while 58% intend to build custom applications on pre-existing models and 55% will develop applications on fine-tuned models.
This represents a notable shift for industries traditionally known for custom development. The report found that 44% of financial services firms plan to use out-of-the-box solutions — a departure from their historical preference for proprietary systems.
'Many select customers are still building their own models,' Pathak explained. 'That being said, I think there's so much capability and investment that's gone into core foundation models that there are excellent starting points, and we've worked really hard to make sure customers can be confident that their data is protected. Nothing leaks into the models. Anything they do for fine-tuning or customization is private and remains their IP.'
He added that companies can still leverage their proprietary knowledge while using existing foundation models: 'Customers realize that they can get the benefits of their proprietary understanding of the world with things like RAG [Retrieval-Augmented Generation] and customization and fine-tuning and model distillation.'

While generative AI investment is a global trend, the study revealed regional variations in adoption rates. The U.S. showed 44% of organizations prioritizing generative AI investments, aligning with the global average of 45%, but India (64%) and South Korea (54%) demonstrated significantly higher rates.
'We are seeing massive adoption around the world,' Pathak observed. 'I thought it was interesting that there was a relatively high amount of consistency on the global side. I think we did see in our respondents that, if you squint at it, I think we've seen India maybe slightly ahead, other parts slightly behind the average, and then kind of the U.S. right on line.'
As organizations navigate the complex AI landscape, they increasingly rely on external expertise. The report found that 65% of organizations will depend on third-party vendors to some extent in 2025, with 15% planning to rely solely on vendors and 50% adopting a mixed approach combining in-house teams and external partners.
'For us, it's very much an 'and' type of relationship,' Pathak said of AWS's approach to supporting both custom and pre-built solutions. 'We want to meet customers where they are. We've got a huge partner ecosystem we've invested in from a model provider perspective, so Anthropic and Meta, Stability, Cohere, etc. We've got a big partner ecosystem of ISVs. We've got a big partner ecosystem of service providers and system integrators.'

For organizations still hesitant to embrace generative AI, Pathak offered a stark warning: 'I really think customers should be leaning in, or they're going to risk getting left behind by their peers who are. The gains that AI can provide are real and significant.'
He emphasized the accelerating pace of innovation in the field: 'The rate of change and the rate of improvement of AI technology and the rate of the reduction of things like the cost of inference are significant and will continue to be rapid. Things that seem impossible today will seem like old news in probably just three to six months.'
This sentiment is echoed in the widespread adoption across sectors. 'We see such a rapid, such a mass breadth of adoption,' Pathak noted. 'Regulated industries, financial services, healthcare, we see governments, large enterprise, startups. The current crop of startups is almost exclusively AI-driven.'
The AWS report paints a portrait of generative AI's rapid evolution from cutting-edge experiment to fundamental business infrastructure. As organizations shift budget priorities, restructure leadership teams, and race to secure AI talent, the data suggests we've reached a decisive tipping point in enterprise AI adoption.
Yet amid the technological gold rush, the most successful implementations will likely come from organizations that maintain a relentless focus on business outcomes rather than technological novelty. As Pathak emphasized, 'AI is a powerful tool, but you got to start with your business objective. What are you trying to accomplish as an organization?'
In the end, the companies that thrive won't necessarily be those with the biggest AI budgets or the most advanced models, but those that most effectively harness AI to solve real business problems with their unique data assets. In this new competitive landscape, the question is no longer whether to adopt AI, but how quickly organizations can transform AI experiments into tangible business advantage before their competitors do.

At WWDC, How Will Apple Address Its Lackluster First Year of Apple Intelligence?

At WWDC 2025, how is Apple going to spin what can be objectively seen as a year of AI promises unkept? Leading up to WWDC 2024, AI had broken into the mainstream, capturing the imagination of early adopters and the general public. Services like Google's Gemini and OpenAI's ChatGPT showcased features that used large language models and generative AI to write, search the internet and create near-photorealistic artwork in a way that only books and movies had imagined before. AI was the future, and all the major tech companies needed to be pointed in that direction. But Apple, being secretive by nature, kept its AI plans closely guarded. By the time Tim Cook, Apple's CEO, took the stage during last year's WWDC keynote presentation, analysts and financial experts thought the company had fallen way behind on AI, especially after Google featured nothing but AI at its Google I/O event. When Cook introduced Apple Intelligence at WWDC, the collection of features was a more modest approach to incorporating AI into the iPhone and Mac. Far from seeming like a straggler, Apple had us praising a measured, practical rollout. Instead of throwing more slop against the wall, Apple Intelligence promised to focus on practical features like notification summaries and removing distractions from photos. Siri was going to be the loom that wove together various threads of your personal information and become a true virtual assistant. But after a slow rollout of Apple Intelligence features, we learned about Siri's internal struggles, and Apple acknowledged that progress was "going to take us longer than we thought." Now it's unclear whether Siri will advance significantly at all this year. So how will Apple deal with this AI-generated elephant in the room? Will the presenters hype what's been accomplished so far? Or maybe ignore the issue altogether and focus on whatever is coming next? That seems like the most likely -- the most Apple -- way for this to go. However, let's not forget that WWDC as a whole is still primarily an event for developers, treating them like members of an exclusive club even as the keynote event serves to showcase technologies that will dominate the rest of the year for everyone else. Apple's senior vice president of software engineering, Craig Federighi, has consistently delivered news with a light touch. As just one example, the fabulously coiffed exec, sometimes referred to as "Hair Force One," even donned a silver hair-shaped helmet during the introduction to WWDC 2024 in the guise of parachuting over Apple's Cupertino, California, campus. Apple/Screenshot by Jeff Carlson/CNET And even though tech giants like Apple and Google are laser-focused on competing to own the AI future, they're not always so serious that they don't poke fun at each other, as Rohan Shah, senior product manager, Android platform, did during this year's Google I/O Android Show when he mentioned that Gemini "isn't just an app," and continued out of the side of his mouth, "like on some other phones." I'm guessing Federighi will have a few clever lines acknowledging that Apple's aspirations were higher than the state of the art, give the audience a "we all know what I mean" knowing wink, and then push through to what's new in the next versions. Because honestly, we'll all be wondering how Apple is going to move forward to make up the ground it's lost so far. We'll know for sure during the WWDC 2025 keynote presentation on Monday, June 9, which Apple will stream live starting at 10 a.m. PT. Apple is on defense at WWDC

It's early June and the vibes are decidedly off in Cupertino. The hype leading up to Apple's last two developer conferences felt much different. There was anticipation in 2023 for a potentially groundbreaking new headset. In 2024, there was a sense of urgency leading up to the company's AI announcements and whispers that Siri might actually, finally be good at something. But 2025? Well, things are different. The Vision Pro was the big announcement at that 2023 show, and it's, uh, still around. Apple has reportedly cut production due to slow sales, and you can get one at a steep discount on eBay. Maybe the price is wrong. And the big AI announcement last year? How's that going? As it stands, Apple Intelligence is stalled out. The features that Apple managed to deploy are underwhelming, and the meaty update to Siri has been delayed — maybe even for years. It sounds like the whole thing was a real fiasco inside Apple, and publicly, the company took down an ad showcasing Siri features that simply don't exist yet. Ouch. And then there's the legal stuff. In 2021, a court in California ordered Apple to let developers add links allowing customers to make purchases outside of their apps. The company was also supposed to come up with a rationale for whatever commission it decided to take on those purchases. Apple's subsequent compliance with this order was so poor that Judge Yvonne Gonzalez Rogers got fed up and blocked the company from taking any fees on those purchases and recommended the case for criminal contempt proceedings — all detailed in a seething 80-page decision. Meanwhile, in the EU, regulators have fined Apple for practices that fail to comply with the DMA's antitrust rules, Fortnite is back in the App Store, and oh yeah, President Donald Trump keeps waving tariffs around in Tim Cook's face with a cockamamie plan to convince him to build iPhones in the US. What's a beleaguered tech CEO to do in times like these? Here's what I'd like to see at WWDC: Apple showing a little humility. I do not want to see a two-minute Hollywood production of Craig Federighi jumping out of a helicopter or whatever with his expensive haircut flapping in the wind. I would like to see Tim Cook take the stage and own up to the company's recent missteps. Doesn't he owe this particular audience some kind of apology after a judge put him on blast for choosing the worst option for developers at every turn? Shouldn't he at least acknowledge that the company got out over its skis showing us Apple Intelligence demos on the same stage last year that, by some accounts, were pure vaporware? I do not want to see a two-minute Hollywood production of Craig Federighi jumping out of a helicopter or whatever It would be the right thing to do, but one early indication makes it seem unlikely Apple will choose this path. Daring Fireball 's John Gruber's annual Talk Show episode usually features guest appearances by Apple executives who provide color on the big WWDC announcements. But Gruber says that this year, for the first time since 2015, Apple has declined the invitation to join. Notably, Gruber published a blog earlier this year taking critical aim at Apple's mishandling of AI features. Coincidence, I'm sure! This is a strong indicator that Apple will choose the more familiar option: project confidence and keep smiling. Instead of a sincere acknowledgement of its misjudgments, we'll probably see it paper over the disastrous Apple Intelligence rollout with a sleek new redesign and a new OS naming convention for funsies. They'll keep pretending that the Vision Pro is a beloved innovation and not just collecting dust on the shelves of early adopters. They'll keep insisting that notification summaries and a text prompt image generator constitute a worthwhile AI feature set. The trouble is, I don't think it'll be enough this time. Apple's force of personality has sustained it through past missteps, but I don't think the same playbook will work through the current crisis. The stock price is down from its highs earlier in the year — about flat from last June — a federal judge is breathing fire at Tim Cook, and it's obvious to anyone with an iPhone 16 that Apple Intelligence is half-baked at best. And the vibes? Way, way off. But the thing about a vibe is that you can turn it around. WWDC is Apple's chance to talk directly to arguably its most important audience: developers. Apple executives would do well to remember that it was apps that made the iPhone what it is today. If developers are going to follow Apple into the next era of AI or XR or whatever the shift may be, then now would be a good time to show them a little humility.

Nvidia remains a must-own stock for AI investors. SoundHound AI could provide even bigger gains. 10 stocks we like better than Nvidia › Warren Buffett's conglomerate Berkshire Hathaway is famous for its long-term performance. Since he took over the company almost six decades ago, shares have produced annualized gains of more than 20%. Few investment vehicles in history have been able to provide this level of returns for such a long stretch of time. While it won't be easy for investors to achieve similar returns, the artificial intelligence (AI) revolution should provide some compelling opportunities. According to forecasts by Grand View Research, the AI market could grow by 30% or more per year over the next decade and beyond. By investing in the right AI stocks today, you could generate Buffett-style returns over time -- and the two look like your best bets right now. While it has gotten a ton of press and attention already, Nvidia (NASDAQ: NVDA) remains a must-own stock for every investor looking to capitalize on the rise of AI. The story here is simple. AI spending has been skyrocketing in recent years, with most forecasts calling for double-digit percentage growth throughout the next decade and beyond. Nearly all of this growth will depend on GPUs and other specialized AI accelerator chips: high-powered parallel processors that provide the specific types of computational muscle to make training and running complex AI models possible. Because it already held the leading position in the GPU space when the AI revolution took off, Nvidia now controls roughly 90% of the market for GPUs destined to support AI applications. So at least right now, if AI innovation and spending continue to rise, Nvidia will directly benefit due to rising demand for its GPUs. Nvidia's dominance in GPUs is no joke. When it unveiled its latest GPU architecture, dubbed Blackwell, last year, the next-gen chips quickly sold out for the next 12 months. According to one report from October, "Customers who have not yet placed an order with the company won't receive any Blackwell products until late 2025." Just to make it clear, Nvidia is by no means competing on price. In fact, it has the highest gross margin by far in the industry, reflecting both its superior offerings and its strong pricing power. There are some long-term concerns. Nvidia may not be able to maintain its high market share, technological superiority, or high gross margins forever. But even if it does cede some market share and profitability, there's a good chance the company can continue to grow at double-digit percentage rates for far longer than its current valuation of 44 times earnings suggests. Nvidia is now worth more than $3.4 trillion -- in the past week, it has been neck and neck with Microsoft for the title of world's largest company. As such, its long-term growth from here may be limited to a degree by its sheer size. If you're looking to maximize your upside potential in exchange for a little more risk, take a look at SoundHound AI (NASDAQ: SOUN). Most investors haven't heard of this company. Even many AI investors aren't aware of it. That's because SoundHound's market cap is just $4 billion. But if you're looking for big gains, relatively small players like this can deliver, even if the investments carry more risk. As its name suggests, SoundHound AI's business involves AI technologies within the audio arena. Think drive-thru windows where your order is taken by an AI agent, customer support lines operated by AI agents, or even in-vehicle AI assistants that can chat with you about the weather or your car's upcoming maintenance needs. SoundHound already has customers piloting its technology in all of these areas. And similar to the rest of the AI industry, the voice AI segment of the market is expected to grow by 30% to 40% per year over the long term. SoundHound faces heavy long-term competition from big tech competitors that have much deeper pockets from which to fund their research and development budgets. But the potential is there. You'll have to get comfortable with the stock's premium valuation though: Shares trade at nearly 40 times sales. And you'll have to monitor customer growth and competitive pressures. But if you're looking for a company that can deliver 20% annual returns over the next decade and beyond, SoundHound certainly has all the right pieces in place. Just know that shares are for risk-tolerant, long-term investors only.
