Nvidia, AMD to pay U.S. government 15% of AI chip sales to China

U.S. chipmakers Nvidia and AMD will pay the U.S. government 15% of revenue generated by sales of their AI chips in China, a White House official confirmed to CBS News.
The Financial Times on Sunday reported that the agreement between the tech giants and the U.S. government was reached as a condition for granting export licenses for China, which were provided last week. A U.S. official confirmed the "broad strokes" of the report to CBS.
The arrangement, with companies providing a stream of revenue in exchange for export licenses, is highly unusual as corporations typically do not pay the federal government a share of revenue from their export sales. Export licenses also do not carry any fees, according to shipping giant Maersk.
In a Monday press conference, President Trump described the agreement with Nvidia as a deal that would benefit the nation. He described meeting with Nvidia CEO Jensen Huang to discuss the terms of agreeing to the export license; Mr. Trump didn't mention AMD in his comments.
"So I said, 'I want 20% if I'm going to approve it for you,'" Mr. Trump said of his meeting with Nvidia CEO Jensen Huang to discuss the terms of the export license. "I don't want it myself, so when I say I want 20%, it's for the country."
"[Huang] said, 'Will you make it 15%?' so we negotiated a little deal," the president added.
The revenue-sharing plan comes after the White House announced in April that it would restrict sales of Nvidia's H20 chips and MI308 chips from rival chipmaker AMD to China. However, Nvidia CEO Jensen Huang last month said it had won approval from the Trump administration to sell its H20 chips to China.
The H20 chip, which is specialized for artificial intelligence applications, was developed by Nvidia for the Chinese market, while AMD's MI308 chips are also geared for AI.
It is unclear how the Trump administration would use the money generated from the chip sales agreement.
Nvidia didn't comment on the specifics of the deal. In a statement, a spokesperson said, "We follow rules the U.S. government sets for our participation in worldwide markets. While we haven't shipped H20 to China for months, we hope export control rules will let America compete in China and worldwide."
AMD did not immediately respond to a request for comment.
Proponents of restrictions on sales of advanced chips to China say they are necessary to ensure the U.S. maintains a competitive edge as the two countries battle for AI dominance. They've also been viewed as a security safeguard. In one instance during the Biden administration, the Commerce Department said it was updating its export controls and said advanced AI capabilities "present U.S. national security concerns."
"These controls were strategically crafted to address, among other concerns, the PRC's efforts to obtain semiconductor manufacturing equipment essential to producing advanced integrated circuits needed for the next generation of advanced weapon systems," the department said in a 2023 release.

'Imagine you buy front row season football tickets and when you sit down there's some man girating [sic] right in front of you,' he wrote on X. @gator_gum had the perfect response, pointing out the hypocrisy of loving such a homoerotic sport but being applied by male cheerleaders, writing, 'Yes, he's blocking your view of the husky man in tights putting his hands between the legs of the other man in tights. Do you know they shower together after the games too? But that dancing guy! Draw the line!' Other right-wing social media users took to X to voice their displeasure at having men join an NFL cheerleading team, with one person posting, 'The Minnesota Vikings HIRED a MALE as their LEAD CHEERLEADER for the 2025-26 NFL football season. This is just disgusting…' Another person reposted the video announcement and wrote, 'I just threw up in my mouth." But former NFL star Antonio Brown took things a step further by reposting a video of Shiek in his new Vikings cheerleader uniform with the caption that used a homophobic slur. MAGA might be up in arms about these particular male cheerleaders, but they are far from the first. In fact, according to Outsports, last season there were 'seven teams had a total of 18 men on their cheer squads,' a trend that was started in 2018 by the Los Angeles Rams. And in 2023, two out gay men became the cheer captains for the Rams' cheerleading squad. Another social media user pointed out that while the sport is dominated by women today, the first cheerleaders were men, a fact backed up USA Cheer, which makes the whole rage debate even more ridiculous. By Wen-Yee Lee TAIPEI (Reuters) -Taiwan's Foxconn, the world's largest contract electronics maker, is expected to report on Thursday that second-quarter profit rose 14% on continued strong demand for artificial intelligence servers. Net profit for April-June for Apple's top iPhone assembler and Nvidia's server maker likely came in at T$39.8 billion ($1.33 billion), up from T$35.05 billion a year earlier. Foxconn, formally called Hon Hai Precision Industry, last month reported record second-quarter revenue on strong demand for AI products but cautioned about geopolitical and exchange rate headwinds. Global trade uncertainty could dim the prospects for its outlook this year, as it has a major manufacturing presence in China, though Washington and Beijing this week extended a tariff truce for another 90 days. Most of the iPhones Foxconn makes for Apple are assembled in China, but the bulk of those sold in the United States are now produced in India. The company is also building factories in Mexico and Texas to make AI servers for Nvidia. In its July sales report, Foxconn said while the third quarter should see on-year growth - the company does not provide numerical guidance - the impact of "evolving global political and economic conditions" would need continued close monitoring. Foxconn has also been looking to expand its footprint in electric vehicles, which the company sees as a major future growth generator, though that has not always gone smoothly. Earlier this month, Foxconn said it had struck a deal to sell a former car factory at Lordstown, Ohio, for $375 million, including its machinery, but said it would continue to use the site to make a broader range of products aligned with its strategic priorities. Foxconn has expanded beyond its traditional role as an iPhone assembler in other areas too. Last month it formed a strategic partnership with industrial motor maker TECO Electric & Machinery to build data centres. Enovix Warrants: 17 of 17 Trading Days Above $10.50 FREMONT, Calif., Aug. 13, 2025 (GLOBE NEWSWIRE) -- Enovix Corporation (Nasdaq: ENVX, ENVXW) ('Company' or 'Enovix'), a leader in advanced silicon battery technology, today announced that the price of its common stock has exceeded $10.50 for seventeen consecutive trading days since the distribution of the warrants to purchase common stock (the 'Warrants'), currently traded on Nasdaq under ENVXW. Today's closing price for Enovix common stock was $10.98 per share and the Warrants remain $2.23 in-the-money based on their $8.75 per share exercise price.
