
Packers and movers transport 108 kg ganja from Odisha to Nagpur in bank manager's household goods

An investigation into the seizure of 108 kg marijuana (ganja) worth Rs 27 lakh last week has found out that a packers-and-movers transporter, Avinash Dhoke, had brought the narcotics consignment concealed in household goods of an innocent bank manager, who had been transferred from Odisha to Nagpur, reported ToI.The consignment was intercepted by Kalamna police after a dramatic chase on June 3. It has affected the bank manager's shifting plan as his household goods have been impounded as evidence. However, the police have promised to legally sort out the issue.A Kalamna police team, led by senior inspector Praveen Kale under Zonal DCP Niketan Kadam, travelled about 700 km from Nagpur to a remote Odisha village to nab the key supplier, Bulbul Pradhan, alias 'WhatsApp Bhai'. The police waited in a trap set for him for more than 24 hours. Pradhan belongs to a family of drug mafia. His elder brother is part of an interstate racket with a nationwide network.The mission to bust the drug cartel was done by Nagpur CP Ravinder Singal's crackdown on narcotics 'Operation Thunder', which has unearthed a new nationwide modus operandi of using movers and packers to transport narcotics across India.ToI sources said Dhoke, 34, was supposed to deliver the bank manager's belongings to the official's new address in Nagpur. However, Dhoke's driver took a detour of about 250 km to pick up the consignment from Pradhan, who was waiting at a location on the Sambalpur highway. The driver had been promised Rs 1,000 per kg ganja or Rs1 lakh as his share in profits.Dhoke was supposed to deliver to consignment to Palash Wankhede. He managed to keep the tightly packed, dried marijuana herbs in a few sacks under the bank manager's household belongings, furniture, beds, and electronic gadgets. Wankhede is now behind bars along with Dhoke.Dhoke managed to dodge numerous checkpoints, nakabandis, toll nakas, RTO check posts, and highway police by furnishing the receipt of the payment made by the bank manager for shifting his belongings from the Odisha-West Bengal border to an interior village of Odisha, and then to Nagpur in Maharashtra via Raipur in Chhattisgarh.Sources from Kalamna police told ToI that Dhoke was working for Wankhede for quite some time but has refused to reveal further details during interrogation.(With ToI inputs)

Vasai-Virar illegal construction: ED says ‘intricate cartel' involved, used codewords to signal bribes
CALLING IT an 'intricate cartel' involved in large-scale corruption, the Enforcement Directorate (ED), which arrested four including the former Vasai Virar City Municipal Corporation (VVCMC) Commissioner, IAS officer, Anil Kumar Pawar, claimed that from the junior engineer to the commissioner, commissions from Rs 1-2 per square feet to Rs 25 per square feet were paid as bribes for illegal construction in the region, with a 'codeword system' in place. A special court on Thursday sent Pawar, YS Reddy, the suspended official, who was the deputy director of Urban Planning, Sitaram Gupta, a former corporator of the Bahujan Vikas Aghadi party and construction businessman and his nephew Arun Gupta, to ED's custody till August 20 for further probe. The ED arrested the four on Wednesday in connection with its probe into the illegal construction of 41 residential and commercial buildings in the Vasai-Virar region, with connivance between VVCMC officials and builders. The buildings were constructed on 60 acres of land, 30 of which was government land, reserved for a dumping ground and a sewage treatment plant. Relying on statements recorded of builders and architects, the ED claimed that the legal department of the municipal corporation was paid Rs 50,000 to Rs 1 lakh per file, the engineering department, Rs 25,000 per file and the others from junior engineer, municipal engineer, assistant director, deputy director and the commissioner, as per a fixed rate as per square feet of the illegal buildings. The ED's special public prosecutor Kavita Patil, told court that Reddy, who was at the town planning department since 2012, used a codeword system, for collection of bribes, where 'D' meant for commission to be paid to him, and 'C' for then commissioner, Pawar. The ED claimed that in searches carried out at the home of Reddy, who was deputy director, town planning from 2012, Rs 8.23 crore cash and 'diamond-studded' jewellery worth Rs 23.25 crore was seized. 'The accused number 3 (Reddy) organised a cartel of VVCMC officers, junior engineers, architects, CAs and Liaisoners. He was involved in an organised action plan to acquire the proceeds of crime by committing the illegal omission to perform his public duty and thereafter granting development permissions at fixed rates,' the ED claimed. The ED claimed that evidence including WhatsApp chats revealed that he charged Rs 10-12 per square feet of the built area of the project. The ED alleged that Pawar, who was the commissioner from 2022 to 2025, was directly responsible for taking preventive action so that no illegal construction occurs but he turned a blind eye. 'Accused number 4 (Pawar) flourished the already existing cartel comprising of senior VVCMC officers, local builders, liasioners for keeping a blind eye and taking no action over rampant illegal construction on government/private land and fixed the commission /bribe amount at the total rate of Rs 150 square feet,' the ED told court. It referred to another statement claiming that Pawar took Rs 50 per square feet and the rest was distributed among three senior posts. The central agency claimed that this was done through a distant relative of Pawar, who allegedly collected the money from Reddy and invested in properties at various locations in the state, and bought luxury expensive sarees, gold, pearls, gold and diamond studded jewellery. The ED had claimed that the cash was infused in multiple entities including in residential projects floated in the names of his close family members, including his wife. The ED claimed that Pawar's custody is necessary to prevent tampering or evidence as it suspects that he deleted call logs and WhatsApp data when a search was conducted at his home. The accused denied these charges with one of them claiming that the case resulted out of political vendetta.

Rs 6 lakh worth of banned tobacco seized at LTT
The Vigilance Department of the Central Railway, in coordination with the Railway Protection Force (RPF), intercepted an illegal consignment of banned tobacco products on Wednesday that was being transported through the Railway's parcel booking system. The operation took place on August 13 after a specific tip-off and sustained surveillance. A vigilance team, along with RPF personnel, conducted an inspection of consignments that arrived by Godan Express train No. 11056, which operates along the Gonda–Lokmanya Tilak Terminus (LTT) route. The team monitored the unloading of consignments by being present ahead of the train's scheduled arrival. Their suspicion was drawn towards one consignment booked from Gonda to LTT. The shipment comprised 10 packages weighing 564 kg. The team opened the package in the presence of the Chief Parcel Supervisor and RPF officials to recover 'flavoured chewing tobacco, flavoured pan masala and other banned tobacco products'. Officials estimated the value of the goods at approximately Rs 6 lakh. The entire consignment was seized and handed over to the RPF for investigation and legal action. In an official statement, Central Railway said the vigilance team had 'demonstrated an example of alertness, dedication and efficiency,' noting that the department had solved 'numerous such cases' in recent times.

Fraud worth Rs 60 crore: EOW to summon Shilpa Shetty and husband Raj Kundra in cheating case
The Economic Offences Wing (EOW) which has been probing a cheating case of Rs 60 crore against Bollywood actor Shilpa Shetty Kundra and her husband Raj Kundra, will soon summon them and record their statement. A senior IPS officer confirmed that an FIR has been registered on Wednesday night against the Kundra couple. 'As Shilpa Shetty Kundra and her husband Raj Kundra have been named in the FIR, it is a legal mandate that their statement should be recorded in the matter'. The complainant, Deepak Kothari, said that he and his company made repeated attempts to recover the money from businessman Raj Kundra and Shilpa Shetty, and a mediator, but failed, as they cited pandemic-related delays. A resident of Juhu, Kothari is a director of Lotus Capital Financial Services Limited, which is a non-banking financial company, which provides loans. Kothari eventually found that the couple had used the funds for personal benefit, and had cheated him. In his FIR, Kothari alleged that Rajesh Arya, who was working as a loan agent in his firm, said that Kundra and Shetty wanted to take on a business loan, and he knew them personally. A meeting was arranged in a five-star hotel in Juhu, where Raj Kundra, Shilpa Shetty, Arya, and the complainant, along with his son, met in 2015. Raj Kundra and Shilpa Shetty Kundra claimed that they were directors of Best Deal TV Pvt Ltd, a now-defunct home shopping and online retail platform. At the time, Shetty reportedly held 87.61 per cent of the shares in the company. Both allegedly sought a loan of Rs 75 crore at 12 percent interest, and the complainant agreed. However, the FIR said, the couple persuaded him to route the funds as an 'investment' to avoid higher taxation, while assuring monthly returns and repayment of principal. As per the complainant, he had given the loan of Rs 60.4 crore for business expansion during the period from 2015 to 2023. Believing these assurances, Kothari agreed and transferred Rs 31.95 crore in April 2015 under a share subscription agreement, followed by Rs 28.53 crore under a supplementary agreement in September 2015. The amount was allegedly credited to Best Deal TV's HDFC Bank accounts, and the couple had paid stamp duty of Rs. 3.19 lakh, the complainant alleged in the FIR. The FIR further states that despite providing a personal guarantee, the complainant received an email from Shilpa Shetty's email address that she had resigned as director in September 2016 from Best Deal TV. Kothari asked the reasons, but she did not give a satisfactory answer and avoided him. Kothari later discovered that insolvency proceedings had been initiated against the company in 2017 for defaulting on another agreement. Kothari approached the Juhu Police Station, and based on his complaint, an FIR was registered Wednesday under sections 403 (dishonest and misappropriation of property), 406 (criminal breach of trust) and 34 (common intention) against Raj Kundra and Shilpa Shetty Kundra. The case was handed over to EOW since the amount involved exceeded Rs 10 crore. EOW is now investigating the case and trying to trace the money trail, and the role of each suspect in the alleged conspiracy, said a EOW official.
