What we know about Monday's sweeping power outage in Spain and Portugal

MADRID — The sweeping power outage that hit Spain and Portugal this week has raised questions about the electricity grid in a region not normally known for blackouts.
Monday's outage, one of the worst ever in Europe, started in the afternoon and lasted through nightfall, affecting tens of millions of people across the Iberian Peninsula. It disrupted businesses, hospitals, transit systems, cellular networks and other critical infrastructure.
Authorities in Spain and Portugal are still investigating exactly what caused the failure, though some information has emerged about happened. Here's what to know:
Spain and Portugal lost most of their electricity early Monday afternoon.
Shortly after 12:30 p.m. local time, Spain lost 15 gigawatts of electricity — or roughly 60% of demand in the country of 49 million, Prime Minister Pedro Sánchez said.
There had been two significant 'disconnection events' — or interruptions in power — before the outage, Spain's electric grid operator Red Eléctrica de España said Tuesday.
While Spain's grid managed to recover from the first event, systems operations director Eduardo Prieto said that the second was more damaging, progressing to the point of interruptions from France's electrical system and producing 'a massive, temporary disconnection.'
About three hours before the outage, power quality sensors in homes in the Madrid area showed warning signs of an unstable grid — there were small fluctuations in voltage around 9:30 a.m. local time, Whisker Labs CEO Bob Marshall said Tuesday. The Maryland-based software developer has a couple dozen sensors in homes in and around Madrid, testing the technology for use in Europe for home fire prevention and grid monitoring.
Instead of normal, steady voltage, Marshall said the data shows there were oscillations whose frequency and magnitude increased over the next three hours until the grid failed. He does not know what caused the instability.
Around noon, there was a big jump in the magnitude of the fluctuations, with the voltage measured going up and down by about 15 volts every 1.5 seconds, Marshall said.
'The way I would interpret our data,' Marshall said about Monday's events, 'is that the grid is struggling. Something's wrong. And it's showing increasing signs of instability.'
We don't know exactly what caused Monday's fluctuations and eventual failure.
'There's a variety of things that usually happen at the same time, and it's very difficult for any event to say 'this was the root cause,'' said Eamonn Lannoye, managing director at the Electric Power Research Institute, Europe.
Lannoye said there was a range of events that can explain grid failures, including that electric grid lines or generators are switched off in some locations for maintenance.
'This could be a really complex event, I think it's fair to say,' Lannoye said.
Power outages can have several triggers, including natural disasters and extreme weather, human-caused disasters, equipment failures, overloading transformers and wires and so on.
Electric grids are sensitive to imbalances in the amount of energy generated versus what's used.
Enric Bartlett, an energy expert and professor of public policy at Spain's Esade business school, likened a grid's supply and demand balance to a tandem bike.
'To avoid falling, everyone must pedal at the same cadence,' Barlett said.
'Electrical grids are large interconnected systems, and their stability is related to a very close balance between electricity generation and demand,' said Grazia Todeschini, an engineering researcher at King's College London.
'If one area is disconnected, it can cause knock-on effects in nearby areas,' she said, adding that while grids have measures in place to limit the impact of outages to small areas, when the imbalance is large, disruptions can spread quickly and far.
Authorities in Spain and Portugal have downplayed the idea that a cyberattack was responsible. Spain's High Court said it would investigate to find the cause.
On Tuesday, there was renewed attention on Spain's renewable energy generation. The southern European nation is a leader in solar and wind power generation, with more than half of its energy last year having come from renewable sources. Portugal also generates a majority of its energy from renewable sources.
Questions remain about whether Spain's heavy renewable energy supply may have made its grid system more susceptible to the type of outage that took place Monday. The thinking goes that non-renewable energy sources, such as coal and natural gas, can better weather the type of fluctuations observed Monday on Spain's grid.
That is because renewable energies like solar and wind provide intermittent supply, relying on when the sun is shinning and wind is blowing. However, in recent years batteries that store energy, along with other methods, have helped regulate changes in electricity supply from renewables.
Lannoye said it was too early to draw a straight line between Monday's event and Spain's solar power generation.
'I think there's some putting the cart before the horse to say this was solar,' Lannoye said, simply because there was solar power on the grid at the time of the disruption.
Europe's electric grid is highly connected, meaning that it can pool power between countries. That can make the system more resilient, experts say. It also means a disruption in a major transmission artery or frequency imbalance can trigger cascading protective shutdowns across countries, according to Shreenithi Lakshmi Narasimhan, member of the Institute of Electrical and Electronics Engineers.
Spain and Portugal are connected to Europe's main electric grid through France. Spain's grid operator on Tuesday said that the sudden drop in power caused an interconnector between Spain and France to trip.

As one of the most prominent libel lawyers in the UK, Paul Tweed said that artificial intelligence was the 'new battleground' in trying to prevent misinformation about his clients from being spread online. Mr Tweed is turning his attention to tech after he recently helped the former Sinn Fein leader secure a €100,000 (£84,000) payout over a BBC documentary that falsely claimed he sanctioned the murder of a British spy. The Belfast-based solicitor said he was already building a test case against Meta that could trigger a flurry of similar lawsuits, as he claims to have exposed falsehoods shared by chatbots on Facebook and Instagram. It is not the first time tech giants have been sued for defamation over questionable responses spewed out by their chatbots. Robby Starbuck, the US activist known for targeting diversity schemes at major companies, has sued Meta for defamation alleging that its AI chatbot spread a number of false claims about him, including that he took part in the Capitol riots. A Norwegian man also filed a complaint against OpenAI after its ChatGPT software incorrectly stated that he had killed two of his sons and been jailed for 21 years. Mr Tweed, who has represented celebrities such as Johnny Depp, Harrison Ford and Jennifer Lopez, said: 'My pet subject is generative AI and the consequences of them repeating or regurgitating disinformation and misinformation.' He believes statements put out by AI chatbots fall outside the protections afforded to social media companies, which have traditionally seen them avoid liability for libel. If successful, Mr Tweed will expose social media companies that have previously argued they should not be responsible for claims made on their platforms because they are technology companies rather than traditional publishers. Mr Tweed said: 'I've been liaising with a number of well-known legal professors on both sides of the Atlantic and they agree that there's a very strong argument that generative AI will fall outside the legislative protections.' The lawyer said that chatbots are actually creating new content, meaning they should be considered publishers. He said that the decision by many tech giants to move their headquarters to Ireland for lower tax rates had also opened them up to being sued in Dublin's high courts, where libel cases are typically decided by a jury. This setup is often seen as more favourable to claimants, which Mr Tweed himself says has fuelled a wave of 'libel tourism' in Ireland. He also said Dublin's high courts are attractive as a lower price option compared to London, where he said the costs of filing libel claims are 'eye-watering'. He said: 'I think it's absurd now, the level of costs that are being claimed. The libel courts in London are becoming very, very expensive and highly risky now. The moment you issue your claim form, the costs go into the stratosphere. 'It's not in anyone's interest for people to be deprived of access to justice. Subrogation kicks in if a third party such as a utility is suspected of being responsible for losses covered by insurers. Hedge funds buying these claims from insurers are now under attack from the California Earthquake Authority, which is the administrator of the California Wildfire Fund. It has described such transactions as 'opportunistic, profit-driven investment speculation,' and says it's planning to take on 'hedge funds and other speculators' that it claims 'are actively seeking to profit from California's devastating wildfire catastrophes.' In practice, that means the authority will try to block the payout of what it says could end up being 'billions of dollars' to the investors that bought the claims, according to materials prepared ahead of a meeting that took place last month with the California Catastrophe Response Council, which oversees the fund. To that end, it plans to engage California's state legislature, according to a transcript of comments made during the meeting and seen by Bloomberg. A spokesperson for the authority declined to comment. Bradley Max, a director at Cherokee Acquisition, a New York-based investment bank that trades and invests in subrogation claims, says the development has 'put a chill on bidding,' which is already visible in pricing. Subrogation rights tied to the Eaton Fire that ripped through Southern California in January were trading as high as 50 cents on the dollar at one point, but have now dropped 'at least a few points lower,' Max said. Still, even though the political development has led to lower prices on the subrogation claims, it hasn't held back transactions, he said. Cherokee said in April it had brokered deals linked to the Los Angeles fires for 'larger, more sophisticated distressed debt hedge funds.' And by April 15, investment bank Oppenheimer & Co. Inc. had executed 10 transactions tied to the Eaton and Palisades fires totaling over $1 billion worth of recovery rights, Ronald Ryder, co-head of special assets at Oppenheimer, told the California Earthquake Authority. That includes over $125 million in claims traded in just one day, Ryder wrote. A spokesperson for Oppenheimer declined to comment. Cherokee didn't name the hedge funds for which it brokered deals. In an email to the California Earthquake Authority, Ryder said that as catastrophic weather events become 'more prevalent,' insurers are increasingly resorting to 'recovery subrogation in the secondary market to fortify the balance sheet.' There's a growing consensus that insurers can't cover the rising costs of weather-related catastrophes alone, especially as climate change fuels more extreme events. For that reason, the industry is looking for ways to shift part of its financial risk over to capital markets, with alternative asset managers often the only investor class willing to step in. Efforts to prevent investors from profiting from the subrogation claims they've bought represent 'a politically motivated attempt to not pay legitimate obligations,' Max at Cherokee said. They're 'trying to beat up deep-pocketed hedge funds, despite the ethical and legal implications,' he said. Recovery of subrogation claims is costly and can take years to play out, which is why insurers have started selling them in exchange for an upfront cash payment. The hedge funds buying them are betting that the recovery sum at the end of the process will exceed the amount they paid the insurer to buy the claim. The market for investing in subrogation claims is characterized by over-the-counter deals with little to no transparency. Subrogation deals had a seminal moment more than half a decade ago, when faulty power lines and equipment failures at California utility PG&E Corp. were blamed for wildfires in the state. Back then, hedge fund Baupost Group LLC purchased claims against PG&E worth $6.8 billion. Bloomberg has previously reported that Baupost may have generated an estimated $1 billion of profits. The California Wildfire Fund, which is administered by the state's Earthquake Authority and overseen by the California Catastrophe Response Council, was set up in 2019 to help reimburse claims arising from wildfires caused by utility companies. If hedge funds prevail in their subrogation claims, some of the money could end up coming from the California Wildfire Fund. The fund, which sits on about $13 billion in liquid assets, is partly capitalized by three utilities — San Diego Gas & Electric Co., Edison International's Southern California Edison and PG&E. While the cause of the January fires remains under investigation, it's already clear that the Eaton Fire started inside the service territory of Edison and therefore leaves the fund potentially exposed, the authority said. With current estimates for insured losses as high as $45 billion, the January Southern California wildfires are expected to be the costliest in US history, according to the California Earthquake Authority. The Earthquake Authority and Catastrophe Response Council are now reviewing claims and administration procedures as they take the matter to the state legislature. Neom is the flagship element of Saudi Arabia's Vision 2030 aimed at diversifying its economy away from oil dependence. Oxagon, The Line and the Trojena Ski resort are among its most ambitious pieces. Neom has recently announced several progress reports, with a new CEO now in charge of resolving the project's budget overruns and delays amid multiple simultaneous, ambitious, and costly projects. Images captured by the Copernicus Sentinel-2 satellites showed rapid progress made on Oxagon city and port, set to become one of the world's most advanced port terminals, the facility lies on the Red Sea in northwestern Saudi Arabia. The Port of NEOM has received Saudi Arabia's first fully automated, remote-controlled cranes, marking a key step in boosting Red Sea trade, automation, and tech-driven job creation, the company announced this week on LinkedIn. The Red Sea corridor is a major shipping route linking Asia via the Indian Ocean, to Europe and Africa via the Suez Canal. Oxagon's proximity to the canal, which facilitates almost 12% of global trade, provides it with a strategic edge, according to Blackridge Research & Consulting, an Indian-based specialized market research firm. The port is part of an envisioned cutting-edge industrial city which will fully rely on renewable energy and aims to host some 90,000 inhabitants by 2030, according to the government's vision. Saudi Arabia's Crown Prince Mohammed bin Salman had announced the establishment of Oxagon in 2021. "It will contribute to Saudi Arabia's regional trade and commerce, and support creating a new focal point for global trade flows," Al-Arabiya's English website quoted him as saying. Neom's Green Hydrogen Company (NGHC) is developing the world's largest green hydrogen facility-a $8.4 billion project- at Oxagon. Melissa Blake, Port Director at Neom wrote on Linkedin: "Port of Neom is excited to receive the first batch of cranes and other cargo handling equipment as we come another step closer to delivering our vision." Saudi Arabia's Government Vision 2030's website: "Sitting at the crossroads of 3 continents, Oxagon is a place where people, nature and technology come together in harmony." Vishal Wanchoo, CEO of Oxagon said in May: "Industrial development cannot continue at the expense of people or the environment. We're offering a compact, mixed-use city where industry, nature, and community coexist." The port is planned to act as the main trade gateway to northwestern Saudi Arabia, with a smart logistics hub, connects Asia, Europe, and Africa.
