
Whisper it, but ‘special educational needs' is becoming an unaffordable racket
Arguably their most troubling new spending frontier is 'neurodiversity'. It's one of those new age, suitably fuzzy terms which we don't quite understand but have to pretend has always been a part of our lexicon – similar to 'equity', 'intersectionality' or 'microaggression'. Officially, though, it's a spectrum of illnesses, from ADHD to dyspraxia, which must always be validated, never gainsaid, however generic the 'symptoms' may appear. As with all elements of the progressive orthodoxy, the Blob regards any hint of scepticism as akin to supporting the Slaughter of the First Born.
And it is now turning out to be as vexing for Bridget Phillipson as it is for anyone who has secretly wondered whether young Tommy is more dim than dyslexic. In October, the Government is set to overhaul the special needs and disabilities (Send) provision in schools, through which councils provide support to pupils. Given that, of the total spend on 'education, health and care plans' (EHCPs), which legally mandate expensive support and have risen exponentially in recent years, just 4 per cent are going to those with severe learning disabilities associated with physical incapacity, I'd say for once the Education Secretary is right.
But antsy backbenchers, fresh from their Pyrrhic PIP triumph last week, panic that there will be an attempt to save money by scaling back support. As one Labour MP warned, foretelling future rebellions: 'If they thought taking money away from disabled adults was bad, watch what happens when they try the same with disabled kids.'
Just as with the welfare row, the backdrop is an explosion in claimants. Close to two million people under 25 now require Send support. The Department for Education is, according to the National Audit Office (NAO), now spending £10.7 billion providing support to these youngsters. Funding for ADHD claims has risen from £700,000 a year in 2013 to £292 million today: a mind-boggling increase of more than 41,000 per cent in just over a decade. It goes on: autism diagnoses in England have risen by 787 per cent between 1998 and 2018, while ADHD and autism referrals have increased five‑fold since the pandemic.
We have been so sucked into this (who hasn't had a recently diagnosed friend query whether perhaps they might, too, be a 'sufferer'? It's starting to feel like a Ponzi scheme) that at no point have we stopped to ask: who are we helping? Or: where does this end? As Prof Ginny Russell, a researcher in developmental disorders, has courageously suggested: 'I do think it's going to continue until maybe everyone is categorised as neurodiverse'.
Do we dare ask whether providing transportation, including taxis, for these children, is necessary or sustainable? The County Councils Network (CCN) projects that the cost of 'free' transport will reach £3.6 billion a year by 2030. What's truly staggering is that children don't even require a diagnosis to receive this benefit: one eight year old with 'behavioural difficulties' in Gainsborough was given daily private cars to and from school despite never having been assessed.
Then there was the mother in Derby, who bemoaned her child feeling 'distressed' going to school on public transport, adding: 'I could take her in the car but I also have other children who I need to get to school and nursery'. So, like every other parent? It's easy to complain when someone else is paying.
Is this a good use of taxpayer funds, when CCN is also warning 26 of England's largest councils could have to declare bankruptcy by 2027 if the SEND deficits they are grappling with are placed onto their budget books? What's more, the evidence that SEND support works is limited. In 2019 the NAO found there was 'no consistent improvement' in outcomes for children and young people receiving this support.
We have created a system which is patently too easy to game. Almost every student who was screened for ADHD at Oxford University recently was assessed as having it after a 90-minute test. Students were asked such probing questions as, 'Would you describe yourself as a well-organised person?' and, 'Do you tend to be on time to appointments?'As though any 18 year old student could respond 'yes' to either without a smirk.
Records show a frankly ludicrous 42 per cent of pupils in private schools were granted extra time in their exams last year, against an already implausible 27 per cent in non-selective state schools. The incentives for teachers, and parents, to push children towards these diagnoses is self-evident.
But here's the rub. Not only has the DWP forecast that the number of children entitled to disability benefits will rise by a third by 2030 – one of the fastest growing benefits categories. But those children will be trapped in a cycle of dependency: cast as unable to function independently at school, then deemed too mentally unwell to hold down a job. They'll come to see 'neurodiversity' as a part of their identity, something which must be catered for in adult life as it was in childhood, however unfeasible that might be in the Real World.
Not all that long ago, when most readers were young, children were allowed to be eccentric, dreamy or difficult. They could be high energy, imaginative, introverted. Perhaps even – sorry, I'll wash my mouth out – occasionally naughty. But now childhood foibles and growing pains are being pathologised and monetised. Private assessment clinics are booming, with charges reportedly reaching £1,500. Along the way, any sense of resilience is being lost. And such is the diagnostic inflation, that parents of the 4 per cent who really need it get lost in the crowd and may not get appropriate support.
It's almost enough to make you long for the country to get the shocking dose of reality that Ukrainians or Israelis are experiencing. Our state has become a soft touch paying out for every sad story, pandering to every claim of exceptionalism. It's fuelling a culture of entitlement and welfare dependency, and even formerly profligate Labour front benchers are slowly coming to realise it's not sustainable.

Lincoln care home in special measures over safety concerns
A care home has been placed in special measures after an inspection found multiple breaches in legal Care Quality Commission (CQC) rated Woodview Care Centre in Lincoln, which supports people living with dementia and people with physical disabilities and mental health conditions, inadequate for being safe and well-led. The commission said the care home would be kept under close review to keep people safe whilst improvements are being made. The BBC has approached Woodview Care Centre for comment. The CQC said it carried out inspections at the care home, run by Woodview Care Ltd, in April and May after it received concerns about the safety, care and treatment of people using the said it found eight breaches of legal regulations around person-centred care, dignity and respect, consent, safe care and treatment, safeguarding, good management, safe staffing and recruitment including caring, responsive and effective were rated as requires improvement. 'Missed opportunities' Greg Rielly, CQC deputy director of operations in the midlands, said: "Leaders and staff didn't always listen to, or learn from, concerns around people's safety, creating missed opportunities to improve care and minimise people's risk of injury."He said staff and leaders did not work to improve people's lives or protect their right to live in a safe environment. "Staff didn't always raise safeguarding concerns in line with the home's policy to ensure suspected abuse was appropriately reported and investigated," he CQC said the quality of care it found at Woodview Care Centre fell far below what it would expect. It said leaders had been told where rapid improvements were expected and it would continue to monitor the service closely to see how their plans develop and keep people CQC said it had also begun the process of taking regulatory action to address the concerns which Woodview Care Ltd had the right to appeal. Reform UK councillor Ed Hill expelled from party
A Reform UK councillor who was elected to Devon County Council in May has been expelled from the UK said it had expelled Ed Hill for publishing a letter about free school meals in the name of all Reform Devon councillors without their June it emerged Hill had reported two fellow Reform councillors to police over election the member for Pinhoe and Mincinglake, said there had been a misunderstanding which led him to believe he could add his colleagues' names as signatories. Hill said he genuinely believed he had secured the permission of colleagues via one of the Reform councillors."I think it feels like an overreaction and I'm still committed to the Reform cause," he said."Nobody from Reform contacted me about the suspension before it happened."Hill was previously removed from his role as chairman of the Exeter branch of Reform after reporting colleagues to police over concerns relating to overspending on election said: "Had I been able to communicate directly with my fellow councillors through formal party channels - instead of being excluded from all internal communications - this confusion could have been easily avoided."Reform UK said it would not be taking any action against Neil Stevens, member for Alphington and Cowick, regarding his election expense and Cornwall Police said there had been no arrests or charges at this point, but enquiries remain ongoing.

When you should stop drinking before driving the next morning
People who consume alcohol after 10pm may be illegally drink-driving if they get behind the wheel before 9am the next day, experts have said. IAM RoadSmart, a road safety charity, warned that drinking alcohol the night before driving could pose a 'serious threat ' because a 'groggy head' means slower reaction times. A survey commissioned by the charity suggests that more than a fifth (21 per cent) of motorists have drunk alcohol after 10pm when needing to drive before 9am the following morning. The survey of 1,072 UK motorists also indicated that 38 per cent of people who had consumed several alcoholic drinks ahead of driving before 9am stopped drinking after 9pm. Drinkaware, the drink-driving charity, states that alcohol is removed from the body at a rate of one unit per hour, although this varies depending on weight, liver health and metabolism. Around three large glasses of wine or three pints of high-strength beer or cider are the equivalent of nine units. Someone consuming those drinks up to 10pm could still have alcohol in their body at 7am or later, IAM RoadSmart warned. 'Drink-driving is a killer' Nicholas Lyes, the charity's director of policy and standards, said: ' Drink-driving is a killer, and drivers may be unwittingly getting into their vehicle in the morning unaware that they could be doing so illegally if they have been drinking alcohol the night before, posing a serious threat to the safety of others. 'Even if they are just inside the legal limit, the level of alcohol in their system will impair their reaction times. Moreover, consuming alcohol impacts on sleep quality.' Chief Constable Jo Shiner, the National Police Chiefs' Council lead for roads policing, said: 'There is simply no excuse for getting behind the wheel when you are impaired through drink or drugs, and this includes the morning after. 'If you choose to do so, you are putting your life and the lives of others at risk.' The survey also suggested nearly a third (31 per cent) of drivers had been with a friend or relative in the previous 12 months who drank alcohol before getting into a vehicle. Some 72 per cent of this group warned them that they should not drive, while 23 per cent said they took no action. Four out of five (81 per cent) of those polled said rehabilitation courses should become mandatory for anyone convicted of a drink-drive offence. Currently, the courses are sometimes offered in return for a shorter driving ban. Driver and Vehicle Licensing Agency statistics previously obtained by the PA news agency revealed that 27,837 British motorists were convicted of drink-driving on more than one occasion in the 11 years to July 20 last year. Some 372 were caught four times or more. Of these, four were prosecuted on seven occasions. Drink-driving crashes kill 300 a year The latest Department for Transport (DfT) figures show that, in 2022, an estimated 300 people were killed in crashes on Britain's roads, involving at least one driver over the legal alcohol limit. That was up from 260 the previous year and was the highest total since 2009, when 380 deaths were recorded. Separate figures show there are more drink drive-related casualties in July than any other month of the year. The drink-drive limit in England, Wales and Northern Ireland is 80mg of alcohol in 100ml of blood. Nowhere else in Europe has a limit above 50mg per 100ml. The Scottish Government reduced its limit to that level in 2014. A DfT spokesman said: 'We take road safety extremely seriously, and there are already strict penalties in place for those who are caught drink-driving, with rehabilitation courses offered to those convicted and banned from driving for over a year. 'While we don't have plans to mandate these courses, we are committed to improving road safety, and our Think! campaign will next week launch its summer drink-drive activity, timed to coincide with the National Police Chiefs' Council's Operation Spotlight.' IAM RoadSmart commissioned research company Online95 to conduct the survey of 1,072 UK motorists last month.
