Advocate Babar Qadri murder: Charges framed against Kashmir High Court Bar Association ex-president Mian Qayoom

The NIA court in Jammu has framed charges against former president of the Kashmir High Court Bar Association, Mian Abdul Qayoom, in the murder of advocate Babar Qadri.
A senior official of the Special Investigation Agency said on Monday, 'In a significant development in the high-profile murder case of advocate Babar Qadri, the Special Designated Court under the NIA Act has formally framed charges under Sections 16, 18, and 38 of the Unlawful Activities (Prevention) Act, 1967 against Advocate Mian Abdul Qayoom, former President of the Kashmir High Court Bar Association.'
The chargesheet in the matter had earlier been filed by the State Investigation Agency (SIA).
Advocate Babar Qadri, a promising young lawyer known for his vocal criticism of alleged misuse of the Kashmir Bar Association platform, was murdered on September 24, 2020, at his residence in Srinagar.
He was shot by assailants disguised as clients immediately after he had returned from court. Qadri was not only a practising lawyer, but also a frequent television panellist and a founder of a dissident group known as the Kashmir Lawyers Club.
He was actively critical of Mian Qayoom, particularly accusing him of using the Kashmir Bar Association to further a secessionist agenda.
The case was transferred to the SIA in July 2023 due to concerns of interference and intimidation in Srinagar.
Mian Qayoom was arrested on June 25, 2024, and was accused of being the principal conspirator behind Qadri's killing, allegedly via terrorists of the Resistance Front (TRF), a proxy of Lashkar-e-Toiba.
Qayoom's habeas corpus petition and his challenges to the arrest and remand process in the case were dismissed by the Jammu and Kashmir High Court in February 2025.
Charges were formally framed against Qayoom under Sections 16, 18, and 38 of UAPA.
The accused was represented by Senior Advocates R.A. Jan and Z.A. Qureshi, along with Advocate Zulkernain Sheikh, while the prosecution was led by a battery of Special Public Prosecutors and assisted by Pairvi Officer appearing for the SIA.

Union Cooperation Minister Amit Shah on Tuesday (August 19, 2025) informed the Lok Sabha that two seats had been reserved for women, and one seat for Scheduled Castes (SC) or Scheduled Tribes (ST) on the boards of multi-State cooperative societies, while responding to Congress leader Rahul Gandhi's questions on initiatives to increase SC/ST participation in the cooperative sector. In a written reply, Mr. Shah said the government had incorporated similar provisions in model byelaws for primary agricultural credit societies (PACS) distributed to all States. 'To increase the participation of Women, ST and SC, in Multi State Cooperative Societies registered all over the country, the Government of India vide the Multi-State Cooperative Societies (amendment) Act, 2023 and Rules framed thereunder has made provisions for reservation of two seats for Women and one seat for SC or ST in the Board of multi-State cooperative societies. Besides above, Ministry of Cooperation has circulated Model Bye-laws for PACS to all the States/ UTs under which provisions have been made to make the membership of PACS more inclusive, giving adequate representation to Women and Scheduled Castes/Schedules Tribes,' the reply stated. Mr. Gandhi had sought details on government initiatives to increase SC and ST participation in forming cooperative societies. He also asked whether the government had granted exemptions to mandatory allocation under the SC/ST sub-plan for major schemes implemented by the Cooperation Ministry, particularly financial assistance for setting up ethanol plants. The reply stated that the Ministry was implementing multiple schemes, including computerisation of PACS, grant-in-aid to the National Cooperative Development Corporation for strengthening cooperative sugar mills, and IT interventions for cooperatives. 'These schemes are benefiting farmer members of the cooperative societies, which include SC/ST farmers as well,' the reply stated, explaining that exemptions were granted given the nature of scheme implementation through cooperative societies.

Dehradun: The Uttarakhand high court, while hearing a PIL based on a report by the State Legal Services Authority (SLSA) on the plight of forest dwellers deprived of basic amenities, on Tuesday directed the chief conservator of forests to prepare and submit a plan within a week. The SLSA report highlighted that forest-dwelling communities neither had knowledge of their rights nor had the govt taken measures to improve their living conditions. The report pointed to a systemic failure in implementing the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act in letter and spirit in the state. It also stated that Van Gujjars in particular lacked access to even basic healthcare and education. SLSA observed that such inaction and persistent apathy by the state and its functionaries amounted to an infringement of the fundamental rights of these pastoral and semi-nomadic communities as guaranteed under the Constitution. The report also accused the state of failing to recognise the individual and community forest rights of traditional dwellers, with their settlements often being labelled as encroachments. The PIL sought directions to the govt to invite and settle forest rights claims of dwellers across Uttarakhand in a time-bound manner. The Kerala High Court has granted bail to four members of the banned Popular Front of India (PFI) who had been arraigned as accused in the murder of RSS leader Sreenivasan of Palakkad in 2022. A Division Bench of Justice V. Raja Vijayaraghavan and Justice K.V. Jayakumar granted them bail while hearing their plea challenging the dismissal of their bail applications by the NIA Special Court, Ernakulam. Muhammed Bilal, Riyasudheen, K.P. Ansar, and K.V. Saheer, who were granted bail, had been arraigned as among the accused in the case. They had been charged with participating in a conspiracy, conducting reconnaissance along with the other accused, and playing a prominent role in facilitating the murder. They contended that, though the incident was a 'political murder', the NIA deliberately gave it a communal colour by deleting the name of the political party from the final report, replacing it with 'a Hindu leader,' and incorporating provisions under the Unlawful Activities (Prevention) Act (UAPA). The NIA deposed before the court that the investigation had revealed that the PFI had a hidden agenda to overthrow democracy in India and to establish Islamic rule by 2047. The court said that the final report filed by the NIA was voluminous, consisting of 1,688 documents, 1,114 witnesses, 696 material objects, and 10 terabytes of forensic reports. Given the magnitude of the prosecution case and the stay on proceedings issued by the Supreme Court, specifically interdicting the framing of charges, there is no foreseeable possibility of the trial commencing or concluding in the near future. Out of the total 66 accused in the case, 49 had already been enlarged on bail either by the High Court or the Supreme Court, and only 12 remained in custody. The court granted bail to the four accused since the accused persons facing almost similar charges had already been released.
