GDA finalises consultant for Harnandipuram township DPR, starts land purchase
'The GDA has selected a private agency and has also issued a work order for preparation of the DPR for phase 1. The GDA has also started direct purchase of land from farmers for phase 1 of the township,' said GDA's media coordinator Rudresh Shukla, adding that the GDA floated a request for proposal for hiring a consultant for the work of DPR in April.
'The consultant has assured us that the DPR for phase 1 will be completed within two months. The new township will have features like easy accessibility to nearby modes of transport like the Metro and the Regional Rapid Transit Systems (RRTS), smart street-lighting, power management, including the use of solar energy, and will also focus on women's safety,' said Shukla.
In a move to incentivise cooperation, GDA had on March 29 announced that farmers would be compensated at four times the circle rate for land in the five villages earmarked for the first phase.
The township is planned across approximately 521 hectares, with phase 1 involving the purchase of around 336.84 hectares from five villages — Mathurapur, Shamsher, Champat Nagar, Bhaneda Khurd, and Nagla Firozpur Mohan. In total, land will be procured from eight villages in successive phases.
According to officials, the township's proximity to Delhi-Meerut Road and the RRTS corridor is expected to enhance its connectivity and appeal.
To be sure, in order to boost the prospects of its proposed Harnandipuram township, the GDA is planning a new elevated road to facilitate smooth and signal-free movement of commuters to Delhi.
The authority already has a four-lane 10.3km Hindon elevated road that starts from the Karhera rotary near Raj Nagar Extension and goes signal-free up to UP-Gate which is UP's border with East Delhi near Ghazipur.
The travel time on the Hindon elevated road is about 10-12 minutes.
The GDA officials said that they wish to give residents of Harnandipuram a direct connectivity to Delhi. The scheme will come up behind the Raj Nagar Extension.
The new elevated road will take commuters from Harnandipuram to the Karhera Rotary, from where they can take the 10.3km Hindon elevated road to reach the East Delhi border.

Delhi's Khan Market set for more upgrades

(HT Archive) The New Delhi Municipal Council (NDMC) is set to initiate a series of upgrades at the Khan Market in Lutyens' Delhi, including a revamp of its middle lane, installation of a new drainage system, and refurbishment of its pavements and flooring. The civic body will spend around ₹1.5 crore and the project is likely to be completed in three months, officials said. An NDMC official said that under the first phase of the market improvement project, two public toilets have been fully renovated with modern fittings, night cleaning and scrubbing have been introduced along with the development of a solar-powered Micro Material Recovery Facility (MMRF) and RRR (Reduce, Reuse, Recycle) Centre. 'We have also issued directions to traders to ensure that uniform signage is ensured in the market. In the second phase, infrastructure improvement would be carried out, especially in the middle lane, which is the heart of the market comprising all the eateries,' an official said, requesting anonymity. The contractor for the project is likely to be finalised by August 27. Officials said that the project will include taking out existing interlocking paver blocks from the footpath, central verge and market floor. 'The existing RCC covers from drains will also be redone and new drainage lines will be added with more durable high density plastic pipelines. Leather-finish granite stone will be used to provide finishing touches,' the official said. Among the most expensive rental spaces in the country and home to popular eateries, bookstores and shopping outlets, the Khan Market was established in 1951. The double-storey market complex comprises 156 shops and 74 flats on the first floor for shopkeepers. The market is named in honour of Khan Abdul Jabbar Khan, a Pashtun political leader. 'All shops will display boards following a uniform size and design to enhance the market's visual appeal,' the official said. On July 26, HT reported that NDMC issued orders regarding the standardisation of signage and facade at the market. In an order issued by the chief architect of the NDMC on July 15, traders were directed to modify existing signage in two months, following which the NDMC will remove non-compliant signage. Officials said that the plan also included the introduction of precast RCC ducts to accommodate essential services, such as electric cables, water pipelines, and gas pipelines. Sanjiv Mehra, who heads the Khan Market Traders Association, said that the middle lane is the lifeline. 'We have suggested they use precast pipes and equipment so that minimum disturbance is caused. We have been assured that the work will be carried out at night, from midnight to 8am.

Ghaziabad: Hapur-Pilkhuwa authority puts brakes on GDA's expansion plan
Ghaziabad: The Hapur-Pilkhuwa Development Authority (HPDA) has raised objections and denied handing over 16 revenue villages to be included in the jurisdiction of the Ghaziabad Development Authority (GDA). The HPDA officials, on Thursday said that they have denied handing over these villages to GDA and have also communicated this to the divisional commissioner (Meerut). In its board meeting held earlier on March 18, the GDA put forward a proposal for resolution of the difficulties being faced in getting map approval for setting up industry in Delhi-NCR and had proposed inclusion of 16 villages, located east of the Delhi-Meerut Expressway, in its jurisdiction area. However, the proposal did not go through. However, the proposal did not go through, and the board decided that district magistrates of the two districts, along with officials of HPDA and GDA, should analyse the matter and put up a proposal at a later date. 'We have several objections coming in from public representatives that these 16 villages should not be given to GDA. Further, it was also observed that residents of these villages will have to spend considerable time in paying visits to GDA headquarters while they can easily reach HPDA in 10 minutes or so. So, based on circumstances and representations by public representatives, we have written to the divisional commissioner (Meerut) against the inclusion of 16 villages in the jurisdiction of GDA,' said Nitin Gaur, vice-chairperson of HPDA. 'We are analysing the matter raised by HPDA, and we will comply with the decision of the board, which will be taken up in the upcoming board meeting scheduled for August 27,' said Rudresh Shukla, media coordinator of GDA. The 16 villages include Nahal, Masuri, Mohiddinpur Dhabarsi, Masota, Nidori, Shamli, Afarshahpur, Atrauli, Awwalpur, Joya, Kanakpur, Aurangabad Datedi, Mukimpur, Ishaqnagar, Nahali, and Nagola Amirpur and these villages have an estimated area of about 60-70 square kilometers, according to HPDA officials. The officials, however, said that the villages are under the administrative jurisdiction of Ghaziabad and Modinagar tehsils. 'The 16 villages are closer to HPDA than the GDA. Further, the external development charges by HPDA are much less as compared to GDA. It will dent revenues of HPDA and also affect the development plans if these 16 villages are taken away. The Master Plan 2031 for Hapur has been approved in 2024, and these villages are incorporated under the jurisdiction of HPDA. So, all these factors have come into play to object to the decision to give away 16 villages,' said an officer from HPDA. Dharmesh Tomar, MLA from Dhaulana, said that there have been objections raised by the local population. 'These villages are near to Hapur and adjacent to Pilkhuwa, and far away from GDA. So, locals have objected to handing over these villages. So, we also objected and held discussions with HPDA officials that these villages should remain here,' Tomar said. According to officials, the HPDA jurisdiction area is about 345.6 square kilometres as per Master Plan 2031, and it includes land of 134 villages. During the board meeting in March, another proposal by GDA to include land belonging to 61 other villages alongside the Delhi-Meerut Expressway (DME) and the Eastern Peripheral Expressway (EPE), was cleared.

Delhi govt enhances financial power of department heads

(HT Archive) Delhi chief minister Rekha Gupta on Thursday announced that the government has enhanced the financial power of heads of departments (HoDs) and administrative secretaries working under the government. The move will not only accelerate good governance but will also expedite the implementation of various government schemes, ensuring their timely completion, the CM said in a statement. 'Administrative Secretaries will now be able to directly procure all IT-related items, as well as undertake repairs, rentals, and maintenance, in addition to purchasing equipment and other related items without procedural delays. This is the first revision in officers' financial powers in nearly six years, with the last amendment having been made on 7 August 2019,' the CM said. The move is aimed at infrastructure development, for which the annual budget of the government has nearly doubled to ₹1 lakh crore from ₹54,800 crore at the time of the last revision, in 2019. The enhanced financial powers are intended to ensure this expanded allocation is utilised effectively, eliminating procedural delays, expediting departmental work, and enabling projects to be executed and completed within their planned timelines, officials said. CM Gupta said that in special cases, administrative secretaries have been granted full financial powers, covering the appointment of individual consultants, consultancies, professionals, Project Management Units (PMUs), and other specialists. 'This change in financial powers has been made to protect public trust and to accelerate Delhi's pace of development. It is our responsibility to ensure that public funds are used at the right time, in the right place, and for the right purpose. This decision will not only strengthen good governance but will also make service delivery to the public more effective and timely, while eliminating delays caused by unnecessary interdepartmental movement of files,' the CM said.
